well it shows a little tiny laser on the gun. I think the real effect is that it reduces spread though...

You can only see a short red laser beam from certain angles in 3rd person. I don't think it shows up in 1st person much...maybe if your target is very close. It is not a "little red dot on the target" effect.

And yeah, it's just supposed to be the graphical/mods "reason" for the reduction of spread effect, I think.

Yeah, I was disappointed in that too, when I got my first one. You can just barely make out a little red beam coming out of it in very dark locations, but it does not mean anything, just for looks. I suppose it would be a blow to what realism there is in the game, if you could lay a laser pointer right in the middle of a fat target and still miss it.... which of course you can in FO, because whether you hit or miss with most handguns beyond point-blank range is more of a dice-roll, than how good you are at aiming.

If there's a chance my gun is 200 years old, and has been sitting in the Mojave all that time, I'd just be thankful it didn't fall apart or explode when I tried to fire it. I don't expect it to shoot straight. ;)

Yeah I was hoping it would add the actual red dot sight like it would in real life.

If you give your companion a weapon +mods it doesn't show, but does it work anyway?

Light Amplification by Zoned Emission of Radiation? :P

There is a visible a laser beam on my laser pointer modded guns, but it might be due to mods. I honestly can't remember how it looked like unmodded  Some modders actually managed to make a working laser pointer by making the gun constantly fire a non-damaging beam. Not well enough for practical use IIRC (atleast i haven't seen it used), but i applaud their efforts :goodjob:
