I want to recruit Veronica as a companions so I can get into the BoS bunker, but she doesn't have the option to bring her. Every time I go to say you can come along, my only dialogue choice is something like "I can't bring you right now".

I had Boone as a companion, so I went to my home in the Strip and told him to wait there, so do I have to tell him I'm done with him or something before I can recruit her?

That's how it worked in Fo3, only one humanoid companion at a time, along with one none humanoid companion.
Edit: So yes, you need to fire Boone first.

You can remove the companion limit with a mod, http://www.newvegasnexus.com/downloads/file.php?id=34870. Thats kind of a misnomer, the mod removes the "1 each" limit so you can have a max of 6, and there's a supplemental file to raise that to 12.
