Someone please tell me this is not me going loopy, because that looks like something Picasso would be proud of!

Don't know what your Nifskope is doing there ...

I opened the nif with two different versions of Nifskope (1.1.3 and 2.0.0 Alpha) and had no problems:

Thanks Tamira that's weird, I'm using 1.1.3 rev 36ebfdd and that's the first nif I've come across that's ever looked like that, don't seem to have any issues with other nifs. I had a further dig into it and the mess seems to be coming from extra meshes, when I delete them I get back to the nif in your picture.
