I typically play a ranged only character, with some incredibly beefed up magical "sidearm" with a few charges to prevent anything from damaging me if it gets through my arrows, so the third person perspective is not really an option for me. Although, I do sometimes switch to third person if I'm surrounded, or if I'm fleeing (I do a lot of fleeing what with my typically dumped endurance), because, while the first person is better for shooting, it's nice to have some sort of peripheral vision if I need to keep an eye on my periphery.
In one of the Game Informer interviews Todd Howard did admit that third person was poor in past installments, which tells me that they are doing some work on it. They did say that the over the shoulder third-person would be a viable option in Fallout 3, and while it involved a grotesque application of auto-aim, Bethesda did deliver on that promise, so I'm hopeful for third person in Skyrim. It is a bit of a staple in RPGs.
Especially considering the increased emphasis on multiple companion characters in Skyrim, I wouldn't be surprised if third-person was improved.
Of course, I doubt that the animation for any rotation will improve over the current "rotating platform" animation, but hey, I've stopped expecting decent character animations from Bethesda a while ago.
