I don't use 3rd person myself, but here are my views on perspective:
1st and 3rd person mode should be "as equal as humanly possible". That means being able to see your body in 1st person as well as in 3rd person. Freelook in 1st and 3rd (look in direction you're not walking, see how Arma 2 does it). Not excessive views giving awarenesses in either view. Freelook in 1st person should be so that you may be able to look over your shoulder, but not fully back. 3rd person should move focal point in front of the character to reveal less of what is behind him (but this is hard to do and make it look good, and will never be as restrictive as in 1st person). Fighting shouldn't give any bonuses just because we're in 1st person. 3rd person should have toggle for the two common ways of control; auto turn and run in direction of control with camera control (like in Rockstar games), or like we currently have (strafe direction and rotation but loose camera control). No forced switching to 3rd person for anything - let me experience my paralyzation, horse mounting, and sitting, from my 1st person view, or at least make it optional.
Now, about combat and what we see as "automated moves" in other 3rd person only RPGs - *DON'T* consider them. A 1st person game will always look weaker in this respect, that's the price we have to pay for having it 1st person capable. Having such combat systems would make 1st person unplayable; click to attack, your character does a combat move to a different location then strikes, and player is confused where the hell he ended up. Sure, combat in 3rd person always look AWESOME, but it would be impossible to retain situational awareness in a 1st person game using these moves. Should be obvious that having two combat systems depending on viewmode is too costly.
Edit: Oh, and paralyzation should be from the neck down. I still want to be able to rotate my head so I can get a hold on the situation, just like a 3rd person player would.
