I have seen many players have this problem when doing the quest aba daba honeymoon. They went into the vault and sold motor runner drugs from their personal stock, (may have to do with kill notice from Hsu but that didnt effect me from talking to him) but when you start the quest and get the suspicious package that your supposed to sell to motor runner, he will no longer open chat dialog, causing you to not be able to sell him the package and also keeping you from finishing the quest.
