Long story short - scout traveled with me. It may be a new feature (the mod don't have a changelog so I can't really tell); but most likely it's a bug or some mods/MCP options are messing with Scouts' Services.

Has anyone had similar bugs?

It could be an intended feature. Have you tried talking to the scout again and seeing if he offers to take you back to his original destination?
