First of all, forgive me if the title is wrong, if so, please tell me. I simply made a direct translation of it from the Spanish version(Cristal and Ebano). While Ebano its the name of a type of wood.

But my question is:

Of who's technology are the weapon/armors created with this materials? Of which races or civilizations?

I don't think it is specified. I usually see Thalmor soldiers wearing it but that could just be because it is the best light armor in terms of armor rating.
Same goes with ebony, it isn't specified.

Ebony and glass armor aren't race-specific. Dunmer make it, Imperials make it.

By the way, in the game, ebony isn't a type of wood, it's mined.

They are both of elven origin, but the techiques dont seem to be secret and many smiths of other races are able to create them.

Actually the green Glass Armor is made by the elves. I'm not sure which elven race specifically though.

Like Veloth Fyr said, it isn't ever specified. But being a person who has worn Elven for so long, I can definitely see the resemblance between Glass and Elven armor, meaning they most probably both come from the Aldmeri Dominion. Also, Glass and Elven both use Moonstone or Refined Moonestone to make (I know this because one of my characters is a Lightn Armor smithy). As to Ebony, it just reminds me of something an Orc might wear. Further proving this, the mine in the Orcish stronghold in Eastmarch has a few Ebony Ore deposits. So to sum it up: Glass is from the Mer, and Ebony is from the Orcs.

You know what, Merari is actually correct. Now that I think of it both Glass and Ebony were orignally forged by the elven races.

But as for Elves goes; 100% sure that glass belongs to Altmer and ebony to Dunmer? As Emperor thinks it belongs to Orcs, but I see this very unlikely, the design of it its quite the contract of what orc design tents to be.
