I think there's some top shelf at the Atomic Wrangler. Use a stealth boy and rob them blind. I haven't seen it available for purchase anywhere.

If they are on the shelf in the atomic wrangler, try buying them from the chick (forgot her name lol) first. Anything owned by an NPC can be in their barter inventory; assuming that part of the engine hasn't changed from Oblivion. I never bothered to see if it was true in FO3.

If not for sale, you can either wait 72 hours and check again, or just steal them.

Even without going to the strip I've ended up with 5 bottles in my game. I'm going to say that I found my first bottle somewhere between Goodsprings, Primm, Nipton, or Mohave Outpost, or somewhere between those locations. It may simply have been random loot in a container though.

And with Absinthe in-game, I expect there to be an "Absinthe Makes the Heart Grow Fonder" quest...

I think I managed to get a bottle off of a Fiend in the area surrounding Vault 3.

If you get the Followers to upgrade the stills at the wrangler, they sell it there pretty often (not every restock though). I have a bunch of bottles sitting on the shelf in my room at the wrangler.

Okay, some specifics from GECK:

Probably the easiest to find is outside the REPCOMM factory west of Novac. It's outside, a bit north of the rocket statue in front of the main entrance. Looks like someone drank themselves to death.

Other manually placed locations are, Lucky38, Freeside's Atomic Wrangler (multiple bottles), and the Ultra-Lux Kitchen (multiple bottles).

It's also a leveled loot item that can appear in multiple NPCs such as NCR, Mercenaries, Prospectors, or inside containers like Refrigerators.

I've found it around the game world but I can't really remeber specific places. Maybe try Jacobstown?
