I've heard several voice actors from Skyrim. Actually, there are a lot of familiar voices in it.
They both have very similar English accents, but for me at least the difference is easily noticeable.. though I'm English.
No way. It surely means you need more exposure to Rickman's glorious voice. This needs to be remedied.
All elves have brittish accens, just from various parts of the country. Think Wood Elves had a london accents while the dunmer sound northern, though i'm crap at telling them apart and probably annoyed a brittish person just now.
But many of the races have the same voice actors that they did in Skyrim or the same voice actor has branched out to other races, so it's the same made up germanic/scandinavian accents that are hard to place.
I also recognized the guy who voiced Minsc(!!!!) is now doing Nord voices, no idea where that accents from, some faux russian maby? I don't know but it rocks.

Minsc's voice actor is Jim Cummings, who is a VERY well known voice actor present in a ton of games. He also plays Lorewalker Cho in WoW. If you know who Jeniffer Hale is, you know who Jim Cummings is.
I also loved Wes Johnson (Lucien Lachance) and Ralph Cosham (Vicente Valtieri) and wish they would appear in ESO.
I'm curious, since he's always voiced Sheogorath.. who voices him now then?

Apparently he does voice Sheogorath so I assume it's the same for ESO. I didn't know it was the same actor actually, I supposed it's because the two voices sound so completely different.
Edit - apparently it is a different actor..maybe someone can clear it all up.
Yep. Video game developers have an easier time creating important characters after the looks of the voice actor rather than coming up with some looks out of nowhere. Take Mass Effect, practically all the important characters look like their voice actors, except Shepherd's face who is modeled after a male model's face, not an actual voice actor.
It's funny, since in ESO we'll be seeing the old Sheogorath, rather than the Hero of Kvatch.

I believe it's more along the lines of Altmer are generally of the southern England dialect. For me, I'm from Dorset on the south coast of the country and my accent is pretty close to that of the Altmer, unfortunately I'm just not all that keen on playing as them. The Dunmer have shown accents of mostly Northern English accents, around the areas of Lancashire, Yorkshire all with that Manchurian twang, there are a good few Dunmer with the Cockney edge however. Woodelves, I haven't really experienced with too much in TESO and Skyrim's Bosmer males were voiced exclusively by Jon Curry, if I'm correct, and he quite clearly has an North American accent. He also does a fair amount of Redguard voicing too.
There needs to be more Welsh accents, English and Scottish accents are in abundance of British voice actors used but the Welsh seem to be left out quite often.
Bosmer accents are what you would call the so called Mockney accent. The Lily Allen accent.
