Accused of Murder by the Windhelm Guard

I'm in Windhelm and Angeir Once-Honored was lying dead by the city gate. A few guards ran over and told people to stay away, before one of them approached me and asked if I knew anything. When I said that I didn't know, she referred me to talk to the captain of the guard. However, if I said that I wasn't going to answer any questions, she became suspicious of me and threatened to give me some time in jail. To see what would happen, I said that this wouldn't scare me and I was given the option to resist arrest or come quietly, like normal arrests.

Have anyone else experienced something like this? I am asking because I can't seem to find anything on UESP about this. I keep trying, but this turn of events was more than a little surprising to me.

Is this part of the "Death on the Ice" quest? (or whatever that quest is called)

Blood on Ice does not include the death of men though other then the butcher.

I got this from Wiki but it still doesn't explain much.

That's pretty cool. I'll have to see if I can trigger that... If I'm reading the code right, seems like all it should take is a hold capital, a dead townie, and a bystander or two (and no witnesses, of course...).
