Yeah, I had this happen as well. Lost 10 hours of my game because of it. It'd have been nice if upon opening the console, there was a WARNING displayed that said achievements had been disabled.
Boone got himself stuck somewhere inbetween the Strip and the Lucky 38. Not quite sure how he missed the big tower; but after waiting 5 in-game days and him not showing up, I summoned him with the console. 10 hours later... hm, you know, I've been meeting achievement requirements but getting no achievements. I don't particularly care about the achievements, but if I'm going to spend >5 hours on a game, I want every little thing I can get for doing it. I feel pretty cheated for not getting credit; especially since I was fixing a #!%#!%#!(%*#!( bug / script-error that should have never happened.
I'd be less annoyed, probably, if the console was the only way to cheat and I could rationally determine that's why it disables achievements. But it isn't -- nothing is stopping me from loading the GECK and adding every item in the game and a million caps to a 'mystery crate'; or even creating new weapons/armor with insane statistics. I doubt my achievements would be disabled -- but if they were, then there are even bigger problems here. Eventually, FONV will be played for the first time with mods installed already; and people will be quite perturbed to discover that nothing unlocks.
It would be understandable if FONV was a leaderboard, and / or multiplayer game. But it is, in fact, an entirely SINGLE-PLAYER game.
It just makes no rational sense.
