Not sure whether this is intended or not, GECK lists Laser Pistol at 15AP, yet I was trying to make a VATS based character and found I was getting only 5 shots at lvl one with 10 Agility and Kamikaze perk.
Is the game still calculating VATS in F3 Method, but listing NV values? I'm not sure.
