Actor ignoring his quest dialogue

I've made a character. He's an Argonian ghost in Solstheim. He has a quest pertaining to him, but I can't seem to get any of his dialogue to work. He ignores the quest dialogue and simply uses default lines. Pressing the "activate" button on him does not initiate conversation, but instead makes him say more default greetings.
NOTES:
-I have conditions. I've double checked them all so that the initial dialogue can only be said with that actor, and only before the quest has started.
-I have custom hellos, goodbyes, and idle speech as I'm going to be recording my own lines for him.
-I have set up the ghost script based off of DunYsgramorsTomb_LvlGhostMelee1HFemale
-I have even given him the defaultAllowPCDialogueScript in case the problem was pertaining to him having the ghost script
-I've marked IsGhost in the boxes under his name. I've also checked Unique and Essential.
-I've never had this problem before. I once made a dragon priest talk for a previous mod, so I've no idea why a simple Argonian won't work. :\
-The Argonian and his outfit were copied from a previous version of the mod that accidentally required Dawnguard and Dragonborn as a master (The new version only requires Dragonborn). However, none of his outfit items require Dawnguard, and neither do any of the Argonians attributes (as far as I know :s).

Again, if anyone knows what might be causing this, or need some more info, I'd be glad to provide it.
