Add more cvars/commands for dx11 to the whitelist

Seriously where's POM settings, tessellation for objects, other stuff? All that's there is water tessellation amount and some shadow stuff trying to make your own config is almost pointless.

You can't remove heavy tessellation without removing POM at the same time, so you lose the two most important reasons for using DX11 (even though POM is a DX10 feature) by setting the objects setting to extreme.

We need to be able to add just the features we can run and remove the ones we can't without risk of losing a ton of new features just because we can't run one.
