Adding shader to weapon.

Like the title says, how to I add shaders to a weapon? This is what I would like to do http://www.tesnexus.com/downloads/images/4949-3-1193457832.jpg. So is there any guide how to do it? Or is there any kind soul who would be willing to explain?

Ooh and I want to add it on a arrow, not a melee weapon.

Those are not Shaders those are the Fire Billboards and the game will not allow you to link NiNodes under the Instanced arrow section of the Arrow.nifs -> it causes instant game crashes -> you can add new Meshes with animations on them but !!! the game does not instance those until after the arrow gets added into the game world IE: after its been fired so the flames will not show up until after the arrow is already in flight -> Particles do not get instanced period they only work on the equipped or world object arrows.

Your best option is to use OBSE and try to catch the arrow in flight and try to apply a shader then -> I only say TRY because I have never tried to catch and arrow and apply an Effect Shader to it in flight -> I have tried all of the rest though and it all ended poorly.
