Adding the Masses...

I was playing Assassin's Creed 3 the other day and noticed how massive the crowds were. And to top that off, the people in the crowds each had an individual animation. My question is simple, but likely is quite complicated. Is NPC rendering able to be done with MGE or MGEXE? I've noticed my pc drains to about .00005 FPS when more than a few npcs are in an area at the same time. But seeing how MGE handles grass fairly well, I wouldn't be surprised to see it handle NPCs that difficultly at all. I guess the only hiccup I can foresee is collision, but I couldn't see that mattering if Morrowind took over the rendering when the player got within a few feet... But back to my question, could this be at all feasible?
