So i bought the 5th Anniversary Edition of Oblivion a few days ago. To my surprise, plugins are not included and there is no place to purchase them online separately. Are these considered abandonware?

What platform do you play on? If you're on PC you can get the GOTY Edition Deluxe from Steam, containing Shivering Isles and all of the DLCs. Since they are still being sold, I wouldn't call them "abandonware."
I know nothing about consoles so if you're on a console somebody else - like Renee - is going to have to help you with that.
Right, and if you're on PS3, you'll only be able to get Knights of the Nine and Shivering Isles, you won't be able to get all the extras we find on Xbox and PC.
It's the PC version of the 5th Anniversary Edition. So to get that DLC i have to rebuy the whole game? No offense Bethesda but that was a really bad move. I can't afford to rebuy the whole thing and won't be able to do it for a looong time.
I bought the game and all DLCs for 12 euros on a Steam sale. That's the price of a couple of beers.
Beers must be really expensive over there. i can live off of 20 eurof a month not including bills, so that's not happening any time soon unfortunately. Hopefully the next steam sale lines up with my wallet.
It's not that much money these days.
I remember I bought the PS3 version for $24.00 back in 2008, which is the cost of twelve beers (cheap beers), or six microbrew-level beers. I got the Xbox version + all the extra DLC for even less, maybe ten cheap beers. I bought the PC version a couple years ago, but I got it from the Anthology disc set. This is back when Anthology was new, so it was about $80.00. That's the cost of about three, maybe four cases of beer, with 24 cans per case. That's a lot of beer, obviously, but the Anthology set has all five major ES games, plus some extra content. So if we break that down to Oblivion *only*, now we're talking about maybe eight or nine beers. But thousands of hours of gameplay for those eight or nine beers.
Damn, 'scuse me y'all, I'm really thirsty all the sudden.
I think we might have turned beer into currency by accident...
In any case, i'll see if i can get it on black friday or christmas during the sales.
There is also the Anthology Series which has all 5 TES games and that version has the Option to download all the plugins from Steam if you install the steam version of the game. I got mine on a sale at sometime and it was around $20 on that sale at a store.
You could possibly but the game on your wish list on steam and maybe a friend or family member will gift you a copy at some time.
This would be my advice, too. No offense to Bethesda (who make great games) but their smaller DLC are no better in my estimation than mods made by the community. And often not even as good, in my estimation.
Actually the only thing i kind of wanted was the castle looking thing with the alchemy garden. Love alchemy in Skyrim but i don't want to roam cyrodil for hours just to get ingredients.
But that's the funnest part!

Ingredient gathering is fun, but yeah, I can see how some might find it tedious. One of mine (an elf archer) literally lives off of mushrooms, leaves, nectars, flowers (etc.) sometimes, because I've also got a mod which requires food to be consumed, etc. So she's always gathering this stuff, not just for alchemy purposes, but for food as well. The NPCs who travel with her are like "eww, that's so gross."
