Perhaps certain NPCs have certain preferences towards certain races.

She is already taken by the brute in the blacksmith store.
I'm thinking about killing him and checking and if not, I'll add the option.
Although I know she'll hire people to kill me so I assume the relationship will be bumpy at best.

I played a good imperial mage for 90 hours and never got a gift.
My evil orc barbarian is 20 hours "old" and got a gift from Farengar Secret-fire.

Oh I get it now, they think we're poor and pathetic and we need the gifts, but if we're an impressive race we are obviously doing well for ourselves.

I guess we'll only discover when we get the creation kit.
Personally I think it's quite random and just tracks if you finished a quest for them, if yes, then you have a chance to receive a gift.

---EDIT---

Funny thing I can't marry Ysolda (don't want anyway) from whiterun with my orc, my Imperial could, and they both did that quest for her (tried reloading the game and reenting the city and still the same result)

Did you take the sword she had made for the Jarl to her father? That's probably why she gave you a gift... i've gotten so many gifts... i even got a gift from the bard in the inn there in whiterun after i beat him down to get him to leave the food seller chick alone.
