Advanced Health Regen is born to give you what you want:

It comes with an huge amount of configurable options.
It calculate your health regeneration this way:
BASE HEALTH REGENERATION x This is a formula. YOU CAN USE YOUR OWN FORMULA!
BASE REGENERATION MULTIPLIER x You can easily increase/decrease the regeneration speed out of the formula.
STATUS MULTIPLIERS x You can decide how much these values influence your regeneration:
Remaining health EXAMPLE: You can decide that with an near-empty fatigue bar, your regeneration only drop by 20%
Remaining magicka You can even decide if you want a faster regeneration with low or high health/magicka/fatigue!

SKILL MULTIPLIER x
Restoration Your restoration skill increase the regeneration rate.
Every level above 100 can give different bonus (but also the same!) to regeneration.
You can also set a minimum and maximum skill level for the bonus
CONDITION MULTIPLIERS x Many conditions/events can influence your regeneration:
During a fight You can decide that a particular condition totally block the regeneration,
Being paralyzed while another one could give you x100 regeneration!
Being unconscious Or you can decide you're not interestet in that feature...
Sneaking
Sitting
Riding
Being at home
Being in a faction building
Being in the Oblivion realm
VAMPIRE MULTIPLIERS =
Exclusive regeneration You can decide that you can regen only as vampire, only as human, or in both conditions.
Being a vampire Define a different regeneration multiplier for every vampire stage!!
Stage 25 NOTE: Vampire multiplier are useless in Nehrim!

TOTAL REGENERATION This is the amount of health you recover every second.
EXAMPLE: 0.25 means you recover 0.25 health every second (So you recover 1 point every 4 seconds)
You can even define a minimum/maximum amount of regeneration, absolute and/or relative to the base regeneration.
You can configure/disable every single feature.

All the features of this mod are configurable in the file "AdvancedHealthRegen.ini".
Every feature is accurately explained. If you want more features or better descriptions, just ask!
Compatibility

The mod is compatible with Nehrim and other massive overhaul.
There shouldn't be incompatibilities (The mod works entirely through scripts).
