Do you know how to put together a computer? That's really all that matters. Have you put one together anytime recently? I just made a new one and a lot had changed.
If you can find a good deal on a pre built one go for it, there is a misconception that they overcharge you by a ton, but thats not the case usually, and it can be good to do for your first pc.

its really easy, only the cpu can be tricky
There is only one thing I'm (and I guess many are) afraid - to put processor correctly into slot on mb plus first not to buy wrong processor to wrong mb (but it is just slot number, so not big deal). Second is to connect power supply correctly. I was always asking someone to do this.
Just look at some guides about building it yourself. It's really not that hard. Everything has ONE place it can go(except the cords coming out for the front panel of the case, those have small lettering on the MOBO that you have to pay attention to). It's basically like that child's toy where they have to fit the different shaped blocks into that plastic cube. Everything has it's place and when you do it once, you'll be amazed at how simplistic it was lol.
Do you know anyone that can build pc's? It's not hard, but there are alot of minute issues that can be overcome easily with a little experience. If you know something, see if they will help you for a six pack or a pizza
Build PCs are pretty easy. Pick a motherboard first then using the compatibility information on the manufacturer's website find a CPU and RAM with bus speeds that match the mobo. That's probably the trickest part. If you ever played with Legos you can probably build a PC. CPUs should just drop right into their socket, if its not then its likely the wrong socket type for the mobo or isn't properly aligned with the socket.

You can find a local pc shop in most towns theses days. Go in and talk to the manager/shop owner. Tell them what you want (low heat,fps,graphics etc) and let them know you are a gamer. Tell them what your budget is. *** when I say shop and I mean a ma and pa pc shop not Best Buy,Walmart etc***
Ask them to give you of list of items they would suggest . Ask them what the charge is to build the pc for you. Go home and google the stuff they suggest and then go back and follow up with any questions you have. Ask them about their return policy since you do not want to be holding a bad part etc.
Order the parts from them and have them put it together. Maybe arrange it so that you are present so you can learn. If not able to be present, at least you get a pc you want for a price range you can afford.
I recently built my own PC (mainly for ESO, but I had been wanting to for awhile!) and it was surprisingly easy. I recommend buying the parts all at once in a store, if you can. I had a fantastic experience at Micro Center. I already knew what parts I wanted, but he showed me alternatives and pointed out what areas it was okay so get something cheaper and which parts I'd want to spend more on to get more bang for my buck. It was really great. For putting it together, it took me maybe 4-6 hours. If you can, have a friend come over who has built a PC before and offer to cook them dinner/buy them beer for helping. Thankfully I had my boyfriend so I just thanked him with kisses! Haha. It was sooooooo much easier than I thought it would be. And thermal paste is so cool *_*

Here is the thing... Putting a PC together with today's technology is easy. Just plug pieces together. There is some pain in the butt nuances, but overall, a 7 year old could do it.
The challenge is figuring out which pieces you should get, making sure they match up and compatible.
If you have a friend who can build a PC, use em. If not, and you feel confident, get a list of parts from someone, even here and buy them and put it all together yourself.
If you absolutely cannot do any of the above, then you have to do, what you have to do.
But fair warning... my PC, I dropped about $2,000 on it... (not including the monitors I had already and the keyboard/mouse)
If I bought that already put together, I would have spent at least $5,000.
