I have recently started playing around with the creation kit.

I wanted to boost the legion soldiers so that they would not be massacred by the Stormcloaks when I make small NPC wars. I have updated the legion soldiers so that they no longer wear the studded armor, and wear heavy armor instead. I have also made it so they use their shields and have got rid of the bows from the regular soldiers.

However, one on one they still go down without killing anyone. I have just watched four legionnaires gang up on one stormcloak and not kill him, once he went down wounded they ran off and left him and he then got back up and proceeded to kill them from range. One Stormcloak killed two by himself. So, what do I need to do exactly to make it a bit more of a level playing field.
