After Graphics What do you mod first in Morrowind?

Most people would say cliff racers or combat system but I am interested in what everyone else mods first.

Patches. Only thing graphic wise I did was increase the res to my native.

Patches before anything.

I have some favourite additional weapon/armor mods that I don't play without.

I don't really use mods that overhaul any aspects, but I bet many people consider them more important than new textures.
example: tweaked economics, different leveling system, and stuff like BTB's edits

It will be interesting to see if cliffracers and combat system mods really are that popular. I don't mod either one. (Well in a roundabout way I typically use Creatures, which does affect cliffracers, but thats not a reason I use that mod.)

Leveling mod(s)

then

Economy mod(s)

Yes to patches being the first mod added. After the Morrowind Patch Project I add char gen type mods;

Expanded Birthsigns for Purists and Races Are More Fun RAMF - Mer and NPCs

To name a couple that add the kind of flavor to the game that I enjoy. Then there is my own spear mod and Ayleid/Falmer Refugee race mod. May not appeal to anyone else but they're mine and therefore indispensible

For me, the patches come even before the graphics, but third is definitely Animated Morrowind and abot's travel mods.
