I have done the bomb quest, decided to disarm it. I have gotten the information about my Dad and been given a couple of the side quests.

But I am wondering which is the best thing to do once doing Megaton? Doing the main quest(Rivet City) Or do the blood ties side mission. I am level 3, is that high enough to do the side quest? I'm lost on what the best way to go about the game is at this point.
