It's not about not deserving, it's about not being possible. At least nothing more complicated than mods that adds some stuff close to Vanilla-quality, or simple questmods.
Other than that, you'll most probably need a mod manager (an external app that has to interact with the game) to avoid conflicts and graphic glitches, or an .exe extender (OBSE) for many mods to even work, both of them are highly unlikely to appear on consoles, even if mods are allowed on them. And some mods will be too graphic-intensive / RAM demanding to even run on consoles, some mods will be too tricky to install on consoles, etc, etc, etc...
Mods are simply not designed for consoles, at least the ones that are more complicated than just "extract, activate, and play". And even them will still cause problems in the future due to mod conflicts. Period.
