Hmmmm... check your modlist order. I suspect a mod conflict.
It is using a mod that makes skyrim look like that, it was made to allow REALLY bad computers able to run Skyrim. It sort of makes it look like a combination of legos and clay.
yeah, do not remember what the name is, something like "low res skyrim" or something.....

It's actually pretty interesting if you don't mind not being able to read books and things.

It makes Skyrim look a lot like Daggerfall.
There is just no way I could play the game like that. I mean seriously, the Atari has more believable graphics than that. If your PC is just that bad, then either spend some money on upgrading it to at least Low-end[should only cost a hundred to two hundred bucks at most.] Or just buy a used console.
Just my humble opinion of course. But I find that impossible to play for more than a few minutes. It just looks like a complete mess.
I've seen vids of Daggerfall. Daggerfall surpasses it.
I find content to be more important than Appearance.. this is why I still play Text-based Adventure games (Long live Zork!)
However, using that mod would really make any content from other mods stand out... and I mean REALLY stand out...
I recall Halo: CE (at least the PC version) looking a lot better than that.
