I've read that you can recruit Ahtar as a follower, but I've already received the "Kill the Broken Oar Bandit Leader" quest without talking to him. I'm 20 hours past the point I received it, so I'm not really interested in reloading. Am I just unable to recruit him now because he was not the one that gave me the quest? I'd be a little peeved if I cannot get him as a follower because the Radiant system is broken.

I haven't done the "Lights Out" quest, either. I haven't even received it.
