How does one complete this Skill Assessment?

In the Multiplayer Menu, navigate to "Operative Status" and then head on over to "Service Record" and hit the A button. Once you are in there, press the RB to navigate to "General" tab and scroll down to the bottom. The Skill Kills are listed there, this is your general skill assessment.
