This exploit will never be fixed, to do it would require redefining enchantment effects, which are considered restoration buffs. The only "Quick Fix" is to change the effect of "Fortify Restoration" to the same effect seen in store-bought potions, which only increases Healing Spell potency. (Same effect as the Regeneration perk)
The enchanting-Alchemy loop works by creating a Fortify Restoration potion. You drink the potion and equip "Fortify Alchemy" Gear. The Gear's effect is modified by the bonus restoration effect granted by the potion, you then create another Fortify Restoration potion, which will be slightly stronger than the previous one. Remove your Fortify alchemy gear, and then re-equip it for a larger bonus. Repeat until you reach the desired weapon and armor buff value (Through Smithing and Enchant potions created while under the monstrous effect of the Restoration loop).
You can also fine-tune gear if you have OCD using the method. I myself made fortify enchanting potions using the loop to bring the value of the effect to +23% instead of 20 or 25. At a buff of 20, an item I wanted to Enchant was 78 Health/Stamina and at 25 it was 81 health/stamina. So I had to make my own potion to bring it to 80, cause I'm weird like that.
