Whenever I enter the manor district/under skar, I always get stuck on the rope and have to TCL out of it. Does anyone else experience this? is there a fix for it?

Jumping on the rope fences are notorious for getting people stuck anywhere they appear in the game. (they must have a bad collision box)
But you shouldn't have any problems just by walking near them. If you get stuck just by doing that you might have a mod that has moved them into a unlucky position.
