SKYRIM SPOILERS

According to the wiki, Alduin's mist in sovngarde works as a soulsnare. Hence how he gets his power.

But those are human souls. However he uses their energy to raise dragons. Maybe Im looking too much into this but does that mean Alduin can convert any soul into energy that can then be used to raise any dead creature? Does he choose dragons simply because they are the most powerful available?

Also; Alduin's raised dragons. Are they undead? Or are they alive? Because if they are alive couldnt Alduin raise any dead back to life completely such as frost giants, ancient nordic heroes and even ressurect his dragon priests back into their living form?

If this is the case I feel Alduin is really wasting his power and potential. If he could restore the dragon priests and create a new living dragon cult - he couldve done so much more destruction through recruitment, infiltration, assassination and so on using dragon worshippers. Lets face it - ALOT of people would be drawn to Alduins power and serve him willingly.

Dragons are immortal. Their bodies can be destroyed, but not their spirits. Alduin only reunites corporeal and spiritual form of the Dragons when he raises them, so they are not really "undead".
It's in the very nature of Dragons. They are some kind of angels of Akatosh. Alduin, as a (former?) part of Akatosh likes them as his soldiers, of course. They are of his own kind.
Also, even if he could bring dead mortals back as more than zombies, it wouldn't be more important to him than to bring the Dragons back.
The Dragons were the Gods of the Dragon Cult. Of course they are more important than the Cult itself.
Alduin is not the subversive type. He is a force of nature.

As far as the souls are concerned: Alduin eats mortal souls and gains power from it. I don't see the understanding problem with that. It's energy for him he uses for many things.
Destroying cities, raising Dragons, killing stuff...

Alduin eats souls to get power, true.

Those souls aren't the one's he uses to revive dragons though. Through magic he restores the original soul of the dragon back into the dragon, making the dragon alive again. I seriously doubt Alduin has the ability to restore any other dead being except through the normal means of Necromancy.

As to his strategy, if we assume he still wants to be king then the most reasonable explanation I think is that he is arrogant and believes himself to be all powerful and without any real opposition. Sure his strategy svcks but I don't think he really cares about that. Also keep in mind, that throughout the MQ Alduin keeps bringing dragons back to life. I have no idea why it's taking him so long to fly around Skyrim and shout a few words, but it is possible that he first wants to restore his army before he thinks about going back to rule.

Alternatively, perhaps he learned his lesson and is no longer interested in being a King but rather restoring himself to be the world-eater, and what use are servants if you want to eat them all.

He cannot turn human souls into Dragon souls. The whole important part of the Dragonborn is that he can devour Dragon souls and thus prevent Alduin from ressurecting them.

Also who is gonna worship him? Most of humanity rebelled against him and won, so everyone is descended from a culture that hated him. He is pretty much the most feared and hated Nordic deity, how could he convince them that he is good?
