L4D2 has gone down the tubes, but I blame the developers of L4D2 for that not Valve the company in general. HL and HL2 are some of my most favorite games with Portal being right up there with my top 5 to top 10 favorites.

I got it on the 5th try or so. But even now, I'm getting no more than 500 kb/s. (Compared to usual 2 mb/s from steam). I was just dropped to 10 kb/s for a while.

So really you're not missing much. Just keep trying.
