Yes you can.. you can spend a perk point from leveling up to raise your special stats instead of a perk.. and since there are unlimited levels that means you can eventually get everything to 10 and have every perk.. but it will take a long time without cheats.
Around 300+ levels if you want a god character.
I would advice not maxing out your attributes... the only reason to have a 10 in an attribute is if you plan on taking the perk that requires a 10 in that attribute.
Not the only one. If Beth make it's work correctly there should be stat locked dialogues/actions.
I did the math on someone's pre load out calculator for 10 in all stats and all perks/skills all maxed out you need to be lvl 260 and use over 280 skill points. or try the old special add point cheat code from fallout 3 and see if it works for fo4

your attributes can go past 10 according to one of the perks.
the only problem with the add xp is your still starting out with nothing and all the mobs are now at lvl insane for difficulty. sure you can survive. but you still have to hunt for all those blue prints and parts to upgrade your weapons.
this did to me in fo3 and new vegas. so I would assume they still do. granted you still have the low lvl weak areas on the map but I remember using an add xp code after exiting vault 101 to instead of facing bloat fly I was facing giant rad scorpions
im going just by fallout games since the only connection to skyrim will be possible cheat codes for like god mode etc. rest should be based on fallout 3 and nv

Actually, LVL 43 (you need 42 increases...don't get one at LVL 1). As mentioned above, there may also be other ways to increase SPECIAL stats (like Bobbleheads, etc.).
I'm guessing "no perk" builds will be a popular alternate play method (but not one I plan on attempting any time soon).
