It seems likely that customising armour will be possible via the crafting system, as opposed to the smithing system of upgrading. Personally, I think this separation is great news, since we won't be forced to nerf the protection rating of a certain armour if we want to retain its 'early' look.
Upgrading leading to automatic visual changes would have been the worst outcome, since it would have removed any personal input
