It literally set the tone for what I expected the layering system to be like. Turns out most of the layering like this (take spiked armor for instance) is a single outfit.
My guess is that they either decided to incorporate both of these styles for people who just wanted to either equip an outfit and keep shooting or for people who like to customize their appearance and stats.

I'm currently level 37 - guess I'd better go back and see if I can still get the second upgrade.
I believe they're 80-85. Outclassed by ballistic weave, which Shroud isn't eligible for, but it's the best midrange option you can find and very easy to get.
Not a "fact". You can survive perfectly well with, say, the Shroud Armor, or modded armor pieces, or ballistic weave clothing. If they really wanted to force people to use PA all the time, why would they bother introducing all of these things? The only place you might need it is Glowing Sea, and there's Hazmat if you feel like being a glass cannon.
is actually balanced for VERY early game, on that note - you're supposed to be mainlining the MQ, given the story structure.
That said, the variety of armor and clothing that can be upgraded is distressingly low, and should be updated in a patch that either makes them all equally relevant or sets up legitimate equipment tiers for full outfits. Including unique upgrade trees for Raider armor and the like.
There was no Layered Armor System in Oblivion.
It's not THAT much of a difference. 85 isn't too shabby compared to 110 at Weave Mk. V. That said, it could be buffed a bit higher or given a few more scaling levels.
Also, to the best of my understanding, I'd have to say yes. The narrative of the game clearly tries to make the main quest very urgent, thematically; so you should in theory be rushing after your child as fast as you can, stopping only when you hit the wall that introduces all the other factions formally. Doesn't hold up in an open-world sandbox very well, but they even spaced the enemy levels with this in mind. As you'll find if you run around too far off the beaten track sub level 20...
Light Clothes and Armors should not be as good like Heavy Armors but there should be a different gameplay. With Light Clothes and Armor you should have faster movement Speed and you should get a Dodge Perk which decreases the Accuracy from Enemies. -50% Enemy Accuracy when you move and -100% Enemy Accuracy when you sprint. Also the secret of Light Clothes and Armor is V.A.T.S. because it nearly freezes the time so you dont get much hit. So Light Clothes and Armors should give you more Action Points while Heavy Armor decreases Action Points.
This. Gave the spoiler armor to Curie with the same military cap and she has this sixy yet practical look going on. Best suit for a female companion IMO.
I've settle for a military cap, and a Faded Trench Coat with ballistic weave.
My main problem, OP, is that too few clothes/outfits can be upgraded. For instance, I like the Colonial Duster worn by Preston, but it can't be upgrade with ballistic weave, yet
I just finished that line of quests at 47. Didn't even get the option, even though he mentioned upgrades.
My Fade Trench Coat with level 4 perk in amor mod has gotten me 110 damage resistance/110 energy resistance. It's perfect. They just need to add more clothing to the list that is upgradeable.
It's not all about DR and ER. Usually the gear with more resistance weights ALOT more which makes you less stealthy and also take up bag space. I am a scavenger and a looter by heart so that has a huge effect on me.
I play on normal difficulty (more realistic than Survival, less sponging), and I just killed a Legendary Assaultron Infiltrator the other night wearing only a Scavenger Outfit (1 DR, 0 ER). I also killed a Legendary Deathclaw Alpha wearing the same armor. They both gave quite a nice challenge to the game but were by no means impossible to win with some strategic gameplay and use of utilities (like Stimpaks). Actually wearing the same armor I have yet to face anything that was impossible to win due to having too little DR. Sure, I take a [censored]load of damage and have to heal often but that's what Stimpaks are for, wouldn't want the game to be too easy, would you now?
If you feel like you absolutely NEED the best armor in game just to survive, maybe you should just drop the difficulty level down and actually enjoy the game?
