"All 27 versions"?

So today (or a few hours ago..) fallout 4 went gold.
Bethesda stated "all 27 versions"

I literally have no idea what this means, to be quite honest; they wouldnt, for instance, be selling fallout 4 by the stages of development nor (i believe) completely different versions for each country or continent..
So what does that mean, exactly?

Think of different countries and what not. There is not just a single version for the entire world.

They havent changed the game atall for china or germany (despite fatman and nazi references) so yknow.. Why would there be seperate versions of the game?

Three platforms; three major regions (NCST, PAL, JP); PC has steam digital and physical. Germany has certain censoring laws, as does Australia. And so on and so forth. Not surprised really.

It also could be attributed to recording dialogue for 9 different languages. I don't know that they did do that but they could have.

The only thing I don't understand is if the game is fully complete for all regions, why the delayed release date in japan (Dec 17, 2015)?

Could have something to do with marketing.. could be there's something happening in november that they don't feel like competing with or Dec 17th could coincide to something that they think will make sales better. Could be some sort of regional rule..(why are japanese games often delayed for countries outside of japan?) .. I don't know. lots of possibilities.

Or it is taking more time to get the voice acting done for the game. Voice acting is a huge industry in Japan. Also there is the problem of Nuclear Weapons and Japan. Japan's version of Fallout 3 had the destruction of Megaton removed due to obvious reasons.

Fallout 4 is supposed to be released uncut in Germany. Just for information. I would not know about Australia though.

Still doesn't change the fact that Japan's getting it a month after everyone else. I think one of the issues is how to re-work the prologue/pre-war part of the game because, well, y'know.

I think it has to do with Japanese censors having to go through the entire game checking for objectionable content prior to its release. Their a little more stringent there.

That was his point - all versions are complete (voice acting included, which another person stated was a factor in the delay of the chinease version) so whys the release pegged for a month later?

Maybe so as to not co-incide with any massive hitting JRPGs or..?

If that be the case that the censors go through the game, won't Japanese players still be able to order a copy from abroad and install it, or will steam prevent it?
