Allistair Tenpenny

I was wondering how Allistair Tenpenny is an Englishmen turned American entrepreneur?
Surely he would already be American?

Good question, but it's apparent he does a lot of travelling, as you find out in You Gotta Shoot 'em in the Head. No spoilers. X3
It's not an unseen thing, Desmond manages to travel everywhere, and he has a definite British accent. I can't work out how they could have got to America but it's obviously possible.

I don't think he's an 'entrepreneur' (took me a while to spell that XD), I think TPT is like retirement for him.

Personally, accepting the fact that they managed crossing the Atlantic Ocean while there aren't even any cars that actually work is an issue...

The Enclave, however, do have Vertibirds, though last time I tried to see if I might be able to rent one, the idea went down like a lead balloon.

edit: spelling...

Well, Desmond is explained as having been in the United States since before 10/23/2077

Or he could be descended from an old English family that moved to the USA more than 200 years ago and diligently cultivated their language.

Same question could be asked at how Moriarty retains his Irish accent since his family would've lived in America 200 years +.

They might be from small minority communities elsewhere in the country, in which everyone talks the same way.

Irish or English survivors of the war might also have emigrated: I expect a number of boats survived the war, since few countries would waste nukes on open water. And if the U. S. S. Constitution (a wooden ship) can survive 200 years with proper maintainence, a modern vessel could certainly remain operable. And I expect that a small island country's resources would be quickly depleted, forcing its people to emigrate or starve. Think Potato Famine, three centuries later.

Allistar is from England, just like Moriarty is from Ireland (there's files and notes that confrm this).

People need to understand that just because cars and boats can't be used in Fallout 3, doesn't mean they don't work in the actual Fallout Universe. It's just a game mechanic that prevents them from being used, but I'm sure in the actual world people probably hotwire cars and motorcycles for a lot of traveling.

As for boats, there's the Dutchess Gambit in Point Lookout which proves that boats still work in the Wasteland. Allistar and Moriarty could have come to the Capital Wasteland on a boat like the Dutchess Gambit.

In regards to your brilliant explanation, Look at the Rockland Car Tunnel and Adams Airforce Base in Broken Steel, they had old USAF Canvas Trucks at their locations, Rocklands looks like the BoS got it working again, and the Enclave seem to have done well in restoring those old vehicles to Pre-War condition, so I mean. It just shows Vehicles ARE used, it's just a rare commodity, and mechanics wise, unusable.

Obviously there are boats still floating and such, but to cross entire oceans you need boats a tad more stable than the Dutchess Gambit, and in most cases they tend to require quite a lot of work to assemble even in a fully functional factory. What i mean is, it is certainly not impossible, just rather improbable.

True. In Fallout 2 you could get yourself a car. It was mostly used to speed up fast travel and you could store stuff in the trunk. And there was this one ghoul than you could run over.

There must be plenty of cars that work, really. There's a chop shop in New Reno, and it sells customized stolen cars.

I don't know where Tenpenny's accent is from, but its certainly not from any of these islands.

To cross the Atlantic, you need little more than a rowing boat.

If the vikings could do it in longships, there were probably thousands of Europeans fleeing to the US over the course of 200 years
