Has anyone figured it out yet? Is it possible to get every skill to 100 with all skill books read? Also, is there a way to get your SPECIAL maxed out to 10 with implants? Is there indeed an "almost perfect" perk?

No, there is not. You'll be lucky to get 6 skills to 100 by cap.

Incoming theorycraft..

With 10 Int you gain 15 skill points per level and you level up 29 times. Thats 435 skill points.
Educated gives you another 2 skill points per level up and is taken at level 4. This brings us up to 485 skill points.
There are 52 skill books, 4 for each skill. These gives 4 skill points each with Comprehension. Thats +12 to each skill (208 total)

Skill points on rank up + all books = +693 skill points.

There are 13 skills each going up to 100. Thats 1300 skill points required. Each skill starts on 2 as a base value and then increases due to SPECIAL. No more theorycrafting is required as we can already see we are very short of hitting the required amount of skill points. At best you could get 7 or 8 skills to 100 but then the other skills would be severely lacking.

Its not really necesary to get the skills to 100 , 80 does suffice if you get comprehension as you can find and buy time limited skill increasing magazines that give +20 to a skill (with comprehension)
That lowers the necesary cap by 13 x 20 skill points. Still its not enough to get everything to a usefull level.

Lets hope they're keeping a new level cap secret for when the 1st DLC comes out....

Not too thrilled either that you don't get a new Perk every level....

Forgot about that and the initial Tags. +60 then to the total but still very short.

Whaaat? I have 5 Int and I get 14 and 15 skill points every odd level.

I think the idea was to make it more like the system in FO1 and FO2, where you had to make hard decisions on how to optimize your character to best suit your style of play. You had to choose which skills to emphasize, and which ones, by necessity, to sacrifice in order to gain the points.

In Fallout 3 (with Broken Steel, anyway) it was ridiculously easy to create a demi-god character with perfect 10/100 stats without even finishing the main quest. As to whether or not they've overcompensated for that in New Vegas, I'm sure it'll be the topic of many, many arguments here. :)

Thinking about, you could easily re-alocate 40 skill points simply for science and lockpick situations, since there are very few spots in the game where these "VERY HARD" spots arise. Take them to 80, or even less with the right apparrel and simply read a magazine to break in boosting +20 to 100. What do you guys think of this strategy? Magazines appear to be a lot more plentiful.

I've min-maxed my guy. There are many skills that don't need to be 100 to utilize them to their fullest. The highest speech check, for example, is only 90 so there's no reason to make it 100 since the skill only applies to dialogue. For others, you can just raise them to 80 and use magazines (which are infinite as they can be spawned randomly in containers) with comprehension to make them 100 for when you need the boost.

As for implants, I am not sure if there is some kind of modifier allowing different amounts for every character or if it's a set amount. I don't even know what the limit is as I've only installed 2.

INT at 10 should be giving more than just 15 skill points. Mine is only 7 and I do not have educated as a perk and I am getting 15 points every level (sometimes I get 16, actually).

Implants are only installed based on your ENDURANCE number. I.E. if your endurance is set at 8, you can get 8 implants. You can not manipulate this by boosting it either.

INT at 10 should be giving more than just 15 skill points. Mine is only 7 and I do not have educated as a perk and I am getting 15 points every level (sometimes I get 16, actually).

10 + (int/2) At 7 int, you'll be getting 13/14

You do have educated. 13/14 + 2 = 15/16

You get 16/17 with 9 and educated. It's 16.5, the 0.5 is saved up until next level.

You only get 17 every even level then.
My char has 10 int + educated and i get 17 every level.

Basically you lose 1 skill point over 2 levels by having 9 int instead of 8.

If you don't have educated, then you're either wrong about what skill points you get, wrong about your int stat, or are bugged.

A few screenshots would indeed be helpful for determining which of the above is true.

This. The formula is well known. If you get 17 skill points without educated then you found a bug.

There's plenty of skill points in the game. You don't need 100 Unarmed, Melee Weapons, Energy Weapons, Explosives and Guns all at the same time. Other skills like Repair, Survival and Medicine don't need to be anywhere near 100 to do what you need. With Comprehension you can easily keep skills like Speech at 20+ below the harder skill checks where it's fine for 90% of what you come across and use a magazine for the occasional difficult one. I say 20+ because if you really want to you can combine the magazine with drugs or food.
