How does one unlock the alternate armor stand like the one used in the Rail Road HQ or the BOS blimp? Is there a certain set of perks I take to be able to build it. It looks cool and I want it.

Far as I can tell, I don't think you can at least on PS4. There is probably mod for PC that you can use. I would also like to use it instead of the generic PA stand. Looks fitting if you go with the BoS main story or the Institute and make a base out of all steel instead of 2 x 4's.
