I think people are forgetting something about Altmer.
Altmer aren't only adept at magic, a Dunmer can be adept at magic, a Breton can be adept at magic, but an Altmer, can be Godlike at magic. People are assuming you'd ever get the chance to silence someone who's natural call is magic, who's battled with magic, against magic, all his life. It's sounds exactly like something an arrogant dunmer would expect, "pfff, I'll just silence him, this will be over in no time". An Altmer has several weaknesses, and it's because of this that he will win, he knows exactly what the dunmer will go after even before the battle is has even begun, and he's smart enough to come prepared for exactly that. The Dunmer is gonna do what he usual does, he's gonna waltz in thinking he owns the place, because he's dunmer! how could he possible lose! he's gonna underestimate his opponent, and chances are he's gonna die horribly.

Who is more powerful, a population of scattered refugees (Dunmer), cramming themselves into what settlements will take them, with practically no infrastructure under their command, or the recently independent Altmer, commanded by the Thalmor and filled with the foolishness of clinging to old things that wither to nothing?
The Altmer are in the better position to wage a war and win, but the Dunmer will always be less of a sack of twits and [censored] then the altmer.
