First my Specs.

OS-Win7 64 bit home premium
1600x900 Resolution
I recently just built this PC (switched from console yay ) and picked up Skyrim on steam (first game i bought on there) and it defaulted my settings to Ultra High quality, what i noticed right away when playing was a micro stutter every 10 or so secs every time it has to load a part of the cell/world it stutters for a quick sec then quickly goes back to normal. I ran FRAPS and it consistently runs 60fps everywhere except when it hits a stutter... then it drops to 40-45 then quickly rebuilds back to 60fps. Its not game breaking by any means but it is really annoying and immersion breaking. Ive tried every fix out there including mods,V sync, adjusting ini's and windowed mode..everything nothing has helped all those did was produce screen tearing and the stutter was still there..unless im not doing something right which very well could be the case.
i am running the Bethesda HD Pack, Sky UI, SKSE, Immersive HUD and unofficial patches and that's it... i plan on getting a lot more texture mods and meshes but not before i can fix this stuttering.. btw it was stuttering before i got any mods so i know those are not that issue..i have experienced no FPS drop while running the HD packs. could this just be my rig issue? or the game itself? Currently my settings are this..

on a side note i play Assassins creed 4 and BF4 on high-ultra with no stuttering whats ever...if anyone asks if i ran other games.
