The Winnipeg Empire
History:
In February of 1917 the Bolshveiks had a revolution. This revolution cause Tsar Nicholas II to abdicate from his empire. In July, a few days before Bolshveiks murdered him, he realized that all heirs too his throne would probably be killed and if they survived his Hemophiliac son would be unfit to rule his Empire. Nicholas did what many emperors did to continue their blood in times of revolution, he had an affair with a woman who ran a lodge a few miles from his cabin. After a few days Nicholas and his family were killed, ending the Hapsburg's reign in Russia.
However in April of 1918 a baby girl was born who was the hidden heir to the Hapsburg throne. When Josef Stalin took over power of the USSR the girl and her mother fled to Canada where the woman's uncle lived. At the age of 25, the girl was told that she was the son of Nicholas II but she did nothing about it, for she was also pregnant.
Nothing important happened for the next three generations except the passing of the story down to the next generation. On November 17, 2005, a boy was born by the name of Nikolai. His father, Dmitri, told him about his origins at the age of 25 just like his grandmother and his mother. Dmitri died when Nikolai was 35 and Nikolai's mother died when he was 38.
Also at the age of 34 Nikolai joined the Canadian Army. Where he served all the way from the bottom to the top. He went from being a Private all the way to a General, which he achieved that rank in 2075 when he was 69. Then the world ended on October 21, 2077, and due to exposure to indecent amounts of radiation, Nikolai became a ghoul.
Seeking refuge from the major Canadian cities, he was unable too find any because they were all hit hard. Any ghouls he found were usually feral or were too ignorant to help him. Then in 2101, Nikolai met a group of ghouls and human survivors near an abandoned lodge near Lake Winnipeg. A few of the men recognized the uniform of the General and they paid him respect. Nikolai stuck with the group and they began building up a settlement near the lake. It was a place where humans and ghouls could live together in peace.
The Settlement grew including a military which the people loved and respected because they brought order to the land. Of course radicals and non-believers constantly served as a problem and the military dealt with them. In 2137 Nikolai proposed that they open up old mines and build up a factory. In 2271 the nation has about twenty factories scattered across their settlements. The factories were set for military purposes and a few for civilian life. As the needs for materials grew, so did the land borders.
When the borders expanded they came across an old Canadian Forces Base, called CFB Winnipeg. Inside was a gold mine for military technology to the empire. It contained blueprints for American fighters and bombers used in WWII as well as humvees used in WWII.
The Winnipeg Empire has proved itself as more than just a petty settlement claiming to be a nation. They have been around for over 175 years, and have been invited to the conventions.
Government:
Council of Five
It is a council consisting of Three Ghouls and Two Humans. Any important decision for the nation is voted on by the Council. One of the Three Ghouls is the Emperor and he acts as the tie breaking vote. The Tsar basically has final decision unless the council vote against him. The Tsar cannot be repealed and anyone who wishes to become a new Tsar must beat Nikolai in a sword duel.
Economy:
The Winnipeg Empire has plenty of supplies that could be exported if the nation became aligned with someone in terms of trade. They have lumber available as well as coal and iron.
Culture:
The nation loves their military. The Council of Five is the only thing that people love more than their military. They work because they hope it will help the military. The people live like friends with ghouls. They live like 1950's Americans.
Military:
The Imperial Army and Air Force are looked at with utmost respect. Boys and girls can join at the age of 15 and go through five months of training (Six for officers). Since the nation is landlocked (Except for Winnipeg and Manitoba Lakes) they don't have a navy.
Land Forces:
Guards of the Empire:
Guards of the Empire are basically the police across the Empire. They patrol the highways, they keep order in the cities, and they protect the Tsar.
The Grunts:
The grunts are your basic military men, they go through training and get a gun put in their hand. They are the front line troops and sent out into battle. They wear a basic woodland camo outfit. They usually have your typical weapons Assault Rifles, Rifles, SMGs, LMGs, etc.
The Officers:
The Officers are in charge of their platoon of grunts. They also do more than just order around men, they are good at strategies and mapmaking. They make maps and turn them into High Command. They wear bulletproof vests and a woodland camo outfit.
High Commanders:
The High Commanders send out Couriers to give the officers orders for the grunts. They also receive maps and do their best to piece them together and form a better understanding of their landscape outside the borders. When they arrive into battle (if needed) they have the best armor (which is like a current EOD).
Humvees:
A humvee has an LMG mounted on the top of it. It is an all-terrain vehicle that keeps the four grunts and one officer inside of it pretty protected.
Air Forces:
The Flying Fortress:
Restored B-17 bombers are the most efficient ships in the Air Force. They currently about 25 and and only 10 of those are actually drop bombs. The others are fitted with about 10 LMGS (4 out the back and the other 6 are in the bottom).
The Fighters:
The Fighters are used to protect the Flying Fortresses or if the case rarely calls, attack other aircraft. They are restored P-12 Fighters.

The Empire lets there be free religion. Usually ghouls are priests, rabbis, etc. since they have memory of Pre-War Religions. Most of the humans either accept the religions or create their own.

Accepted to a point. They believe that humans and ghouls can live in peace but Super Mutants would taint the relationship.
