Introduction

War, war never changes.

The North American continent now stands at a crossroads more than 200 years following the Great Atomic War of 2077. Various nations have sprung up in the post-war world and each follow their own creed, ideology and national identity. Some seek power and others seek wealth. While some seek religious enlightenment.

Ten years following the events of Fallout: New Vegas, the Midwestern Order made contact with the various peoples of North America, bringing word of a great gathering of people's for the purposes of diplomacy. Thus have begun the great American Assemblies.

From the dazzling neon paradise of New Vegas, to the rebuilt streets of Washington D.C., and from the cold arctic north to the warm tropics of Mexico you will take control of one of these great post-apocalyptic nations and lead them to dominance, or defeat. You will use diplomacy, trade, political intrigue, and of course: war to further your goals. How you choose to lead your people is up to you, and the fate of North America lies in the hands of all.

The following rules have been agreed upon:


1. War is always a possibility, ensure however that you are prepared to face the consequences. When attempting to conquer or wage war with other factions take distance and other geographical factors into consideration; for example, a west coast nation wishing to deploy it's navy to the east coast would have too do so by circumnavigating South America which would obviously have consequences for your plans.

Be advised: there are consequences for attempting to 'bite off more than you can chew.' If you attempt aggressive and unheeded expansion: be prepared to face such crises.

2. Do your best to use proper grammar, spelling, and punctuation, it’s easier to read and understand and makes everything look better; in-addition it’s also hard to take delegates seriously that don’t use it.

3. Your representatives are still characters and individuals, give them personalities, backstories, interests, and feeling.

4. Please inform the rest of us if you intend to leave. The current agreed upon time for leaving without notice is one week. Beyond that, if you do not give a reason for your absence your nation is forfeit and will be dealt with accordingly. Either by someone else taking it up, or (more likely) your people becoming conquered by the opportunism of others. 

5. Do not be overpowered, a point which cannot be enunciated any further. What constitutes as over-powered behavior will often be determined in these out-of-character threads and will be discussed accordingly; present your case for your actions as see fit.

I just want to point out Han that before the assemblies started, you should have said you wanted Texas to be actual Texas with its pre-war boundaries. To agree with Andro, it does impede people's border. Tiber I know wants to expand especially with the elimination Legion but Texas Western pointy land now blocks Khan Expansion to the South. Just saying your request to have Texas with pre-war obundaries right now will annoy people. I Just wanted to point that out.

New OOC thread. I updated the OP map as well as the faction listing. Several factions have been removed and some players have been removed from their listing to reflect violation of the one week rule.

If he is that's fine. I mean, we aren't angry at him or anything ([censored] happens IRL, and this is a game), but rules are rules. Haven't heard a peep out of any of the players we removed in well over a week. 

 

If he comes back later, great, he's more than welcome to take up Ymmur again, but we can't wait around forever. Conventions wait for no-one, otherwise they stagnate. Ymmur is now an NPC nation until Fisheye is able to return. 

 

Same goes for other players that were removed. Tundra, WOMBAT, and Yes Man have lost their nations, but if they want to return as a new nation or something that's fine. 

 

 

 

Come to think of it, we usually thrive on people dropping out and leaving their nations vulnerable. That's how territory gets expanded when we are in a grid-lock like this.

Ymmur is an NPC, so if someone new wanted to come in right now and take it, they are welcome too (honestly I highly doubt anyone will, someone attacking Ymmur is the biggest issue). We need active players. Nothing against anyone who has to drop out because of IRL stuff, but that's just sort of how it works.

 

Fisheye is an awesome convention RP'er so I hope he gets his stuff figured out, but at the same time things can't be held off all that long. 

 

 

Edit: I'll also point out that I'm not the GM (we don't have one) so if someone disagrees with this, go right ahead and speak your peace. I think we've generally come to an agreement about dropping in-actives though.

The only issue I have with Ymmur being an NPC is that Fish must have spent a massive amount of time and effort on his sheet. It'd be a shame for Ymmur to just be destroyed or taken over by someone else who couldn't use it fully. 

 

But, the one-week rule is there, so we should abide by it in any case.

I agree, but isn't that sort of playing favorites? WONDERWOMBAT's nation was relegated to NPC status and destroyed, so I assume that was because his nation wasn't "good" enough? (I know that wasn't why, I'm just being facetious). 

 

Its a bit of a double standard then, which makes the rule arbitrary. The rules don't say "one week---Unless you have a really cool faction." Don't get me wrong, I get what you are saying completely (Fisheye's faction is awesome), but I think we need to stick to our guns or don't stick to them at all. 

 

Like I said, I doubt anyone is going to take over Ymmur because its such a strange faction to begin with. And as far as I know, none of us really have designs on Mexico (plus Ymmur would be a hell of a fight). But for all intents and purposes, its an NPC. That's my view anyway.

Playing favorites, I'd suppose so. Like I said, it was a concern but I understand we can't just pick and choose who we apply the rule to. It if was done once to someone else, then it should be used for anyone.

 

Yes, it'd be silly if we only kept that rule for factions that were decided to be " uncool " or " unneeded ". I agree, we should stick to our guns, I only thought I should point out the one concern I had.

As long as you can pop on at least once a week to let us know what's going on, then you are fine. We haven't heard from anyone we've dropped in a week. 

 

Granted, if you are unable to RP your faction for several weeks in a row, you might want to consider just dropping out at that point. As a courtesy.

Midwestern Order One-Year Timeline
 
1st Month: In a meeting between the highest echelons of the Order and the U.S., an alliance is struck up as well as trade. The needed materials are received in exchange for mere manpower. As soon as they are, a new project is birthed with Head Scribe Blackwell managing every aspect, lending his genius to everything. Code-named Project ZEUS, a crack team of Scribes are dedicated as well as a steady stream of resources. 
 
The Stealth-research is shared with the Alaskans via air-transport.
 
At the same time as ZEUS, a companion-project code-named HERMES is set in motion. A separate team, with some Skywatchers added in, is assembled with the Head Scribe's right-hand man in charge. The two; HERMES and ZEUS, see work done collaboratively, at the exact same pace. The two are slated for 2 years of development, though that number is on the light side, more time may be needed. 
 
In the middle of the month, after the meeting of the Order and the US, war on Ohio is declared. A Corps, numbering 30,000, is summoned for the battle comprised of 3 Divisions, the force is headed by Paladin Lord Thaddeus, a distinguished leader, and below him at the head of each Division are three Paladin Commanders. As well as Knights and Paladins, a force of 5,000 Calculator robots are mustered to support the human combatants, lead by a Humanoid Bot controlled by Barnaky whom commands the robots by using the Pacification Bots as communication-hubs. A drive is made, carving a swathe of destruction through Ohio lands, heading straight for Detroit. The lands before the forces of the Midwest fall as if they were cards, succumbing to the might of the Order. At the end, the Siege of Detroit begins. 
 
2nd Month: Taking a small break from ZEUS, Head Scribe Blackwell visits the Syndicate's territory of Black Mountain. Inside, he is shown around the complex and various technologies of war are shown to him. Blackwell is extremely impressed and wishes for some of the new-era Pulse weaponry. When he returns, he lets the Elder-Lord know of the wondrous technology of the Syndicate.
 
As the Mississippi River has been mostly used for moving supplies and such, new plans are made for it. Construction of various hydroelectric plants and smaller ' ducts ' begin all along the river, to aid in the benign issue of powering the nation. Though the issue is small now, precautions must be taken. 
 
3rd Month: Per the agreements made in Vegas, Scribes are sent along to Big MT to form the basis of the " scientific alliance ". As well as this, trade starts between the Order and Vegas. 
 
Scribes are put to work upgrading the laser-weaponry of the Order. Utilizing research and technology from the days back West, designs for " Magneto " technology are drawn up. The ability to better pierce armor and do more damage period, is expected. The subjects; the Wattz-series laser weapons the Order uses, pistol through rifle. Just as well, the L30 Gatling Laser is slated to receive the upgrade as well. 
 
Finally, the forces of Ohio fall in Detroit. The city comes under the control of the Order. Some soldiers are made examples of, being strung up or set ablaze at the stake. While the other soldiers are captured for conversion by the Inquisitors. Citizens tremble at the sight of the Midwestern Paladins in their devil-armor, with their defenders dead or gone, no-one rebels, they merely submit to avoid further death. After fully taking the city, the force continues on, with soldiers and robots from the Order proper being sent to hold Detroit. 
 
4th Month: The GMEA is established, with the Order and Texas being the only two members. Trade between the two flourishes. Together, the two nations' navies begin to clear the waters of pirates and other undesirables. 
 
Another group of Super Mutants are brought in for proper training, becoming only the second in the Order's history. They're broken down in the same way, becoming mindless puppets built for war. 
 
ZEUS and HERMES speed along smoothly, with some ideas for changes being sent to Maxwell from Head Scribe Blackwell. 
 
5th: GMEA trade continues, with the waters being cleared for the most part. 
 
A major rebel-sympathizer is captured by the Midwest. Information taken from him provides a major breakthrough, and reveals the identity of the rebellion's leader as well as his top lieutenants. 
 
Crops are further prioritized due to acquisition of more and more Ohio territory, across all the provinces more workers are sent to the fields. Each is worked endlessly, drawing massive amounts of food to feed the growing population of the Midwest. 
 
6th Month: Nothing of note, various projects continue. 
 
7th Month: High Inquisitor Burke, authorized by the Elder-Lord, puts the plan to completely pacify the Deathclaws of the Midwest into action. With the one functional mind-control device, a team of Inquisitors visits the den of the Deathclaw Matriarch and deceives her. Believing it is a crown, a gift from the Elder-Lord to promote further friendship, the Matriarch allows one of the Inquisitors to place it upon her head. As the device slips down, it clamps onto her head and injects probes into her skull. Influencing her brain's chemistry, the Matriarch is thralled by the machine's power. With this, all Deathclaws in the Midwest come under the control of the Order. A very large group of them are brought in for training, though they are not mentally assaulted, since their loyalty is to the Order-controlled Matriarch. 
 
The Holorifles sent last year by the Madrites are fully reproduced and start mass-manufacture, the more advanced models as well as the older models. 
 
8th: The land to the north, the southern bits of Saskatchewan and the others, is fortified and built upon, with settles moving into the areas. 
 
The Humanoid Robots see marked improvement, with the project of their advancement seeing its end. The new, beefier improvements are added to each Humanoid Bot as they are all recalled by Barnaky to return to Vault 0. Once the bots arrive, they're taken to be upgraded. As such, all of them are out of commission, unable to use in war until the end of the year. 
 
9th: The first Magneto weapon is produced, a Magneto-Laser Pistol. Instead of being the Wattz 1000 laser pistol, it is given the designation Mag-Wattz 1500. The laser rifle is to become the Mag-Wattz 2500 and the L30 Gatling Laser is to be made the L40 Gatling Mag-Laser. Each should be upgraded near the end of the following year. 
 
Seeing the buildup of land on the other side of Lake Superior, by the Montreal-Ottawa Empire, the waters and bases around them are fortified more and a larger detachment of Seafarer forces patrol the prized waters. 
 
10th: Soldiers are brought from Minnesota and Michigan to be made into a special division, suited for warfare in unusual environments, sort of guerrilla fighters. Their training begins in Chicago and special suits of Environmental Armor are made for the stock warriors, with the more experienced given similar suits in the Mk II form. Khan mercenaries come to aid in their training, mainly the guerrilla aspect.
 
The project to improve upon the fabled Behemoths completes its first of 2 years in development. So far, Behemoths haven't been used at all in combat, even against Ohio in the Order's only modern war. 
 
11th Month: Ohio is on its last legs after the onslaught of the Midwest and the US. It is a shell of what it once was, and only a scattered few continue to fight in their name. As more and more land comes under the control of the Order, Inquisitors are summoned to mentally enslave the populaces, breaking the former Ohio leaders and using them to further establish control. The mercenaries, received last year from the Khans, prove they are great warriors as they use their own brand of terror to destroy enemy morale. 
 
The petty rebellion finally ends, with the supreme leader going under the moniker of " The Saboteur " being reduced, by High Inquisitor Burke, to a shivering, mindless husk of a man. He is publicly executed before the Elder-Lord's palace to a mass of cheering Midwestern citizens. 
 
12th Month: The war between the Midwest/US and Ohio comes to a close. Ohio is erased from existence. The Order and the US split the lands conquered. With so much land taken, the population of the Midwest increases a good deal, as well as the size of the military. Every trace of Ohio's history is destroyed and the citizens are blasted with Midwestern propaganda, being prepared for assimilation. To add, many more industrial cities come under the hand of the Midwest, further cementing its place as an industrial superpower. With that all, comes the strengthening of the Order's air-force thanks to the capture of Ohio's considerable air-might. 
 
The 3rd Annual Assembly is called, in the city of Vancouver, recently taken from the Old Brotherhood. Maxwell is sadden a bit, admittedly, by the maiming of the Brotherhood. The Order attends the meeting.
