Not really. They are arguably the fastest expanding nation at this point in-lore.

Also they took control of all of California and some parts of Oregan, and the Baja.

In thirty years time yes.

Thats far different from people taking India, Italy, all of South America and most of Africa over in about the same time-frame.

Caesar's Legion has not been around as long as the NCR and they already ruled nearly as much territory as them by the time of New Vegas.

Only due to the absorbtion of tribes and a lack of infrastructure compared to the NCR's more developed territories.

I suppose Caesar's Legion is just as quick expanding, but regardless, expansion went too fast in this convention.

Legion's considering every non-enslaved man in the Legion is a soldier. The Legion's troops are also much more elite, being trained from birth and combat being the focus of their life.

Well you're wrong, The NCR's military was probably larger by the time of New Vegas. Most of them just svcked and were terrible fighters who had trouble fighting abunch of junkies.
