A convention to follow the alternate events of Fallout 3 and New Vegas
Events and setting:
East Coast:
-During the events of Fallout 3, the Enclave emerged victorious over Lyon’s Brotherhood of Steel. The Enclave, following the initial capture of the purifier, immediately launched an assault on the Citadel, capturing and securing it and wiping out most of the East Coast Brotherhood of Steel in the process (note: for the purposes of this convention, Liberty Prime never existed, so the Enclave can’t use it). Following this debacle, the remnants of Lyon’s Brotherhood fled along with the Outcasts back west, effectively ending the Brotherhood’s presence on the East Coast and in its place the Enclave flourished.
With their victory, the Enclave secured the purifier and initiated its occupation of the Capital Wasteland and surrounding areas. Rivet City, Megaton, Vault 101 and other cities of the CW were disbanded and its population absorbed by the Enclave. Following the parameters of their operation, the Enclave initiated the formation of Genetic Compliance Screening. Large numbers of the Capital Wasteland population passed this screening; however those that did not were rounded up and quarantined from the rest of the population to be used as a labor force. Ghouls and other obvious mutates, were systematically eliminated.
During the Enclave’s occupation operation, Mr. Tenpenny initiated a plan for the formation of his own state. Keeping true to his promise that Tenpenny Tower was “only the beginning” Mr. Tenpenny used his considerable wealth obtained from his Tower in order to hire mercenary forces to begin carving out a state in the area of upper Virginia. His progress was quite phenomenal, and soon he began the preparations for the creation of what amounted to the beginnings of a “New Vegas” of the East Coast.
Leader of the Enclave President John Henry Eden, impressed with the Tenpenny’s entrepreneurial attitude, his views on ghouls and other mutates, and the progress his state had made, decided against military action on Tenpenny for the time being. The residents of the now formed “Tenpenny Industries” fear the power of the Enclave however, knowing full well the strength of their military. As a result, Tenpenny’s primary goal in recent months has been attempting diplomatic maneuvering with Enclave High Command in order to ensure that Tenpenny Industries’ lifespan is not cut short. Tentatively, and as a show of good faith, the Enclave has been allowing several of its high-ranking members permission to stay at Tenpenny Tower when on military leave.
DLC Outcomes (The Pitt):
-Lord Ismael Ashur now rules the Pitt completely unopposed, having utterly and brutally crushed Werhner’s rebellion. While he and his wife have done their best to devise a cure for the Trog Degeneration Contagion, the progress has been slow going and their efforts have not yet proven fruitful. Although they believe they are on the verge of a “break-through,” they may require outside assistance to complete the cure.
In the time period from the events of Fallout 3 until now, the Pitt has expanded its borders to include much of the former city of Pittsburg and has begun expanding his influence over local villages and towns in the immediate vicinity of the Pittsburg area.
The Pitt continues to use slavery for its purposes and has also expanded its industrial might, making it a powerhouse of raw resources. The Pitt however, remains a nightmarish city by many standards, although Ashur means to do all he can to correct that.
Midwest:
With the defeat of the calculator, the MWBOS, under the control of the now merged Barnaky, took control of much of the lands of the Midwest. Barnaky formed a powerful state on par in strength with the Legion and the NCR with his military supported by a mix of veteran Brotherhood soldiers and calculator robots.
As a result of Barnaky’s hatred of mutations, the MWBOS began rounding up, tagging, and enslaving all those of known genetic divergence. Super-mutants and ghouls were forced to endure harsh conditions in labor gulags to perform tasks that were considered too dangerous, or simply beneath that of pure-blood humans.
In an attempt to throw off the yoke of the MWBOS, a resistance group known as the Mutant Liberation army was formed, with the intent of freeing and aiding their mutated brethren. Any individuals who were suspected of aiding this outlaw movement, were interrogated and executed by Barnaky’s hand-picked inquisitors.
Still the MLA remained a thorn in the side of the Midwestern Brotherhood, and hounded their efforts in any way they could. Utilizing guerilla tactics and sabotage, they fought for their freedom and lives. Overwhelmed by the strength of the Midwest however, they had little hope of outright victory. Eventually, battered, beaten, and on the verge of extinction, the MLA fled for the southern Midwest in an attempt to form a new life away from the influence of the MWBOS. Here they have remained, hiding in secret.
West Coast:
During the events of New Vegas, the Courier killed Mr. House and took control of New Vegas, forming a powerful and independent state in the Mojave and driving out both the Legion and the NCR.
The Mojave Brotherhood of Steel, having taken back control of Helios One in the chaos of the Battle of Hoover Dam, now finds itself in a relatively good position. However, as it has become estranged from the West Coast, it has been dealt with in a similar manner to Lyon’s group. Support from the Western Elders has ceased due to debate over the concept of the Codex, and communication virtually cut off. The Mojave Brotherhood now follows its own ideology and is own agenda.
The Western Brotherhood of Steel, bolstered by the welcome return of the Outcasts and remnants of Lyon’s BoS from the East, have made a resurgence in strength. As the NCR has been weakened from its defeat in the Mojave, the Western Brotherhood now looks for an opportunity for vengeance or and to take advantage of the current situation in some manner.
The Legion following their defeat, has retreated to their lands in the east and has all but given up on the chance to capture New Vegas. They now watch their borders with suspicion, as they are unsure of the motives of the Midwestern Brotherhood as well as the new Independent Vegas.
The Great Khans, following the battle of Hoover Dam, left the region to rebuild in Wyoming. Here, they have gathered together several tribal groups under their banner. They have remained little more than nomadic drug-dealers and tribal warriors though.
DLC Outcome (Lonesome Road):
-The missiles in the divide were not launched at anyone and were deactivated.
Convention Location and Premise:
With their victory on the east coast and with the establishment of an Enclave state, the Enclave of the United States of America has sent diplomatic overtures to the various nations of what was once the United States in both a move to declare its operations publicly and to ensure that since they can no longer use the FEV Curling 13 virus, that the progress of the areas of the former U.S. continues in a manner that they approve of. As a first step on this road, the Enclave believes that a formation of an entity similar to the former UN would benefit the situation greatly.
The convention will be occurring at the Enclave’s forward operating base of operations in the Midwest which was created during their retreat to the east. This outpost is located at Wright-Patterson AFB, near the area of what was once Dayton, Ohio.
Transportation for the event will be arranged the following ways:
The NCR has agreed to transport (using their small number of vertibirds) the Followers and The West Coast BoS Representative well as any other representative from the west that comes later from the west coast to the convention.
The New Vegas Representative will be using the bomber for transport (the boomers are allied with an Independent Vegas), they have agreed to transport the Mojave BoS representative as well.
The Enclave, will be transporting (using several of their vertibirds) the Tenpenny Industries Representative, the Pitt Representative, and the Abbey of the Road Representative as well as any other east coast representative which joins later.
The Midwest (if they join) are close enough to simply walk, and the Legion will likewise be doing the same (even though it’s a bit of a hike).
Rules:
-The convention will be strictly moderated by myself. Anything that doesn’t jive with what I (and the group) feels is appropriate for the lore/convention setting isn’t going to happen. Period.
-There will be no trading of vertibird schematics. I’ve decided this based upon the fact that when this is allowed, just about every faction and their grandmother suddenly has an air force. The NCR has a small fleet (a dozen or so), New Vegas can use the boomer's bomber, and the Enclave has a significantly larger fleet and that’s all.
Individual vertibirds or groups of vertibirds can be loaned out however or given to factions.
-Use the current “interest thread” for major out of character posts and when that fills ups, I’ll make a new one. If you would like to just make a quick out of character post in the main thread do so like this:
OOC: Whatever the hell you want to say.
-While wars are possible, we should try and avoid them if at all practical. Otherwise I will attempt myself (taking into account everyone’s advice) to form an appropriate outcome for the war after a timebreak.
-When you make a post, title it properly with your character’s name, title and the faction you are representing. If your character performs an action use * to enclose the action and indicate your character’s is movement or what they are doing. Likewise use quotation marks to indicate dialogue.

*Traven lowered his eyes, as a shadow cast over his face*

-If you have questions about something (quest outcome etc.), ask it in the OOC thread.
-Do your best to use proper grammar, spelling, and punctuation. It’s easier to read and understand and makes everything look better. It’s also hard to take delegates seriously that don’t use it.
-Give you representatives dynamic character and for your opening post, perhaps give us an idea of what they are wearing etc.
-The representatives will be allowed one bodyguard and one assistant in the convention room (if you’d like, you don’t have to have any). They are also allowed to carry weapons if you would like, just for RP purposes. However, there will be no “fighting” between the delegates, so the weapons shouldn’t really be used (unless you want to shoot your assistant or a slave or something that you bring with you..)

Now for the opening post:
Wright-Patterson Air Force Base: Enclave Midwestern Outpost
The fortified is the forward operating outpost of the Enclave and its defensive bastion in the Midwest. The facility is located on an open plain and has the entirety of its perimeter enclosed by a tall metal fence, a wall of photonic resonance barriers, and is defended by large mounted laser turrets which are set in intervals along the fencing. The base’s interior is composed of a variety of pre-war buildings, some ruined and abandoned and others currently utilized by its Enclave occupants. On the old runway of the base, sits a number of Enclave vertibirds while the base itself is bustling with Enclave soldiers who are readying for the arrival of the delegates.
The convention will occur in the base’s main underground bunker, in a large room which is bathed in a soft blue light. There are two primary exits from the room which are located on both the east and west walls. In the center of the room, lies a massive metal table with a holographic map set into the center of it, which details the entirety of the area of the former U.S. and the locations and borders of the current nations and states which inhabit it. Around the circular table are many chairs, which are plush and comfortable. Enclave soldiers in Hellfire armor and armed with Plasma Rifles guard the doors, and several robobrains wait to serve the delegates refreshments.
They are expected to arrive shortly.
