There were 2 choices for me. Take all of Alaska or expand South because Alaska has interest in the former Canadian city of Edmonton.

Can't you wait until Turn 2 at least before expanding to either the rest of Alaska or Edmonton? Plenty of turns to go yet. You don't have to do everything on turn one.

Why don't you make a land-jump and take Edmonton only, and skip the land in between. Kind of like how the US has Hawaii as a strategic point in the Pacific, you can have Edmonton as a strategic point in Canada. Kind of like an on-land island. Make it a municipality or something.
