I created this so in the future if any new nations are submitted, then can be posted here. Bear in mind this is not a place for discussion. Bring that to the OOC.

The Empire of the Pitt (Lt. Andronicus)

Description/History: Before the Great War, the City of Pittsburg was a thriving metropolis of industry, and its great steel mills helped to fuel the production and raw industrial might of the United States.





When the war began, the city of Pittsburg was hit hard. A direct attack on the city did not occur, but the rivers surrounding the city became incredibly irradiated, creating an area of death around Pittsburg and causing it to become an irradiated hell hole. Aside from the radiation, individuals living in the city began to become infected with the disease known as the “Troglodyte Degeneration Contagion,” which caused the breakdown of a victims humanity and eventually left the human victims as husks of their former selves. Transformed into the creatures known as “trogs” which roamed the pipes and steel walkways of Pittsburg industrial yards.





In the post-war years then, Pittsburg came to be known as “the Pitt” and hell on earth for the inhabitants of the wasteland. It became a haven for raiders, and [censored] gangs and all manner of deviants roamed the city. Killing and murdering at will. The Trog Contagion furthermore caused sterility, and the city itself had a low birth rate, further compounding the problems of the city.





This terrible existence continued, until in 2255 when Owen Lyons of the Brotherhood of Steel, en route to their mission operations on the East Coast, conducted the “Scourge” of the Pitt. Sweeping down from Mount Wash, the Brotherhood forces poured into the Pitt and massacred all those they could find: disgusted with the state of the city. Several children from the Pitt were taken by Lyons, and eventually recruited into the Brotherhood.





In the aftermath of the scourge, survivors picked through the ruins. Eventually, a raider gang came upon a pile of wreckage. Upon approaching, a Brotherhood Paladin in Power armor emerged, having been trapped and abandoned by his comrades. Immediately, the raiders dropped to their knees in reverence, believing the Paladin to be some sort of God. Paladin Ismael Ashur, enraged by both the actions of his comrades and the fact that they abandoned him, stayed in the Pitt. In short time, he took control of all the raider gangs, and styled himself as “Lord of the Pitt.” Marveling at the industrial capacity of the Pitt, He set to work on resurrecting what he believed could one day become a great city.



In order to achieve this however, he would need to adopt a dubious practice. Due to the low birth rates in the Pitt, Ashur needed to bring in slaves in order to continue to grow the cities population and ensure he had a constant supply of workers. Slaves were bought from all over the east coast: many from the “Capital Wasteland” itself. These “workers” slaved away in the hot steel mills of the Pitt, and worked tirelessly in the Pitt’s surrounding plantations, feeding the growing city and army of Lord Ashur.





At this point, Lord Ashur married and had a child with Sandra Kundanika, whom they named Marie. Quickly, to the joy of Ashur and Sandra, it was discovered that Marie was unaffected by the Trog Degeneration Contagion and indeed seemed to be resistant to radiation itself. Deeming her a “miracle,” Sandra set to work attempting to create a cure for the Contagion using her beloved Marie. She worked slowly, in order to ensure no harm would come to the child.





However, one of Ashur’s former lieutenants, Wehrner, caught wind of this. And he prepared to launch a coup against Lord Ashur, claiming that he was working for the freedom of the slaves of the Pitt. Using his contacts in the slave’s ranks and carrying his message of freedom, Wehrner launched an all-out assault on Haven, the sanctum of Lord Ashur, and caused a massive uprising in the Pitt. Ashur however, led the raider forces of the Pitt to quickly crush the rebellion, and Wehrner and the lead slaves of the rebellion were tortured and thrown off the Pitt Bridge. Plummeting into the highly irradiated water. With the end of the coup, Ashur cracked down on the slaves, intended to ensure that never again would a rebellion occur.



In the years following Wehrner’s Rebellion, the Pitt continued to utilize its massive steel mills, forging weapons, armor, buildings materials, and all manner of industrial raw materials to continue to build the city up. The armies of the Pitt were fully armed, with a ready supply of ammunition from the mill. Rail lines were forged to ensure transportation of slaves, goods, and materials, and conditions in the city gradually began to improve ever so slightly.



With its military might secured, Ashur began to expand the borders of his Empire, taking control of pre-war Michigan and the city of Detroit. Expanding eastwards as well, the Pitt took control of coastland from Baltimore until they reached the borders of New York City, where their expansion stopped.





As of now, the Empire of the Pitt is a powerful presence on the East Coast, and its raider armies march for the glory of Lord Ashur, while its massive industrial power fuels the economy of a growing nation.





Government Type:





The Pitt is essentially a dictatorship, controlled by Lord Ashur who is overall commander of the armies of the Pitt, and revered as a sort of God-King by the raider denizens. In the formation of the Empire of the Pitt however, Lord Ashur wishes to begin the creation of a dynasty and imperial system.





As the years have passed, Lord Ashur has, of course, grown older, as has his daughter, Marie Ashur. Marie is now a young woman, and is currently being groomed to be Ashur’s successor, and will take over as Lady of the Pitt upon her father’s death. As of now, she is often called “Princess Marie” amongst the citizens of the Pitt. She has become renowned amongst the raider population for her beauty and intelligence, as well as her status as having been the “miracle” to have cured the Trog Degeneration Contagion. With Marie as his successor, Lord Ashur has no doubt that his nation will endure and continue to prosper.





Economy: The core of the economy of the Pitt lies in its massive steel yards and sheer industrial might. Raw materials, weapons, armor, and all manner of industrial products are forged in the fires of its mills. As Ashur intended, the mills have been the cornerstone from which the Empire of the Pitt has been built.





As such, its resources will largely lie in the trade of all manner of industrial products, especially raw materials. Which come from both the Pitt itself, and to a lesser extent, the city of Detroit as well.





Outside of the industrial centers however, the Pitt also has been expanding its agriculture. Irrigation systems have been built, and great plantations worked by slaves feed the armies and peoples of the Pitt. Allowing the nation a steady supply of agriculture products for domestic consumption and export as well.





Culture: The Pitt’s formation lay in great bloodshed, as it was the scourge of the Pitt which led to Ashur’s ascendancy. Its raider past and its continued use of slavery, has also lent credence to the Pitt’s violent reputation.





The Pitt itself remains a hellish industrial location. Not all that much improved from what it was during the time of Wehrner’s rebellion. While the organization and “civilization” of the raiders has improved, they are still in essence raiders through and through. Vicious executions of rebellious slaves are commonplace, and within the Pitt itself the gladiatorial style games of slaves against slaves continues to abound as a mainstay of entertainment for the non-slave residents. The games have been moved to Heinz Stadium in Pittsburg, and have been expanded.





The culture of the Pitt thus remains violent and its people seem to be living in a sort of industrial/steam punk civilization. Lord Ashur however, keeps his raiders in check, and they are far more organized than their cousins in say, the Capital Wasteland. All in all however, it is not a place for the weak of heart or those with overly moral sentiments.





Military:





Army:

The armies of the Pitt are made up entirely of the raider population. They are organized along the lines of traditional military units however, their training and arming having been overseen by Lord Ashur himself. Most of the raiders are armored in more reinforced versions of raider armors, and are armed with a variety of weapons. The most common military ordinance is assault rifles.





The armies of the Pitt do not lack for either weapons or ammunition, having been readily supplied by the steel mills.





The Pitt also uses artillery: namely large caliber howitzer pieces which have been forged in the mills. They are used as stationary artillery support and can be used to bombard locations with surprising accuracy.



Army size: 195,000.





Navy: The navy of the Pitt is only a recent formation, having been formed when its borders reached the Atlantic ocean. The naval vessels are mostly thrown-together ships consisting of largepre-war cargo vessels outfitted with large artillery pieces, machine guns, and other large caliber weaponry for armaments. They are crewed by raider forces, and served to protect the interests of the Pitt at sea.





Total navy size- 50 ships



Airforce:

The pitt maintains a relatively small airforce, given that their raiders are not experienced pilots by any means. Jet fighters have been taken from Wright Patterson airforce base along with a number of pre-war attack helicopters.





Air force size: 25 jets, 45 Helicopters. And a number of cargo planes and transport aircraft.



Special Forces: "Haven Guards"



The personal bodyguards of Lord Ashur and his family, the Haven Guards patrol and keep watch over the sanctuary of Haven, Lord Ashur's palace in the center of the city. They are armed in modified "raider Iconoclast armor" and helmets and wear dark black shoulder capes. They carry forged halberds as ceremonial/melee weapons and 12.7mm submachine guns as a side-arm.



As military forces. They are the elite of the Pitt's raider armies.



Total Size: 2,000



Technology: Mid-tier (Level 3 on the technology scale, largely due to its manufacturing capablity).



Religion: A variety of wasteland religions make up the Pitts religious demographic. However, the most widely practiced is the Cult of Ashur. Which reveres Ashur as a sort of messiah and God-King and his family in a likewise manner. This adds to the loyalty and overall power that Ashur is able to wield over his citizenry.





The Cult of Ashur however, is only widespread amongst the raider population. Slaves and recently conquered populations have other notions of religious belief. Or lack thereof.





Views on Mutation: Due to his upbringing in the Brotherhood, Ashur has inherited a general dislike and distrust of mutant populations, ghouls and super-mutants included. The Pitt’s battle against the Trog population has only compounded this belief. While mutants are not actively sought out to be killed, they are enslaved and their “talents” used to help in the work in the Pitt. Like the regular slaves however, they can eventually earn their freedom, if they prove themselves worthy.





Views on Slavery: The Pitt actively participates in the slave trade, and continues to use it as a primary source of labor. Ashur continues to promise that one day, the slaves will be free once the Empire of the Pitt is well established enough. Very few however, believe he will deliver on this promise.

Midwestern Brotherhood (WONDERWOMBAT)

Faction name: The Midwest Confederation or the Midwest Brotherhood

Description/History: After the defeat of the Master, the original Brotherhood found themselves at odds with their need for new blood versus their code of technological secrecy. The debate went lightly. Finally, the elders ruled against sharing the technology with outsiders, convinced that they would endure what they had before. Further discussion was discouraged when the elders ordered the minority who wished to share their technology on a mission across the wastes. The Brotherhood constructed airships and dispatched the minority East, to track down and assess the extent of the remaining super mutant threat. However, as they traveled over the great mountains a great storm broke the main airship and flung it far from its course. The mighty airship was badly damaged, the smaller sections were torn from the main craft and never to be seen again. Many of the expedition leaders, including Paladin Latham, were lost to the winds. The fraction of the crew that still survived, struggled to keep their ship aloft before finally crashing on the outskirts of the ruins of Chicago. Survivors eventually formed a new organization, which diverged greatly from the ideals of the old Brotherhood. In time, they established a harsh rule over the towns and villages in that area.

After long fights with countless raider bands, a warlike technological cult known as the Reavers, and a super mutant army led by mad Paladin Latham, a survivor of one of the other Brotherhood of Steel airships, in 2198 the Brotherhood eventually faced their greatest enemy - a robotic army commanded by the Calculator, mad AI of Vault 0 in Colorado. Eventually, the robotic army was defeated and the Calculator was either destroyed. Vault 0 was set up as the base of operations as it still held wonders of technology and education. After their victory the Brotherhood made it their mission to educate and train the people of the waste, but they were left in a weakened state and opportunistic raiders and bandits ravaged the war torn Brotherhood. Eventually the armies were rebuilt and they were mobilized to crush all of the raider groups.

The Midwest began its rapid expansion and soon controlled much of the previous US. They educated many of the people and taught them how to properly fight. However after time had passes the new members of the Midwest grew tired of living under their banner. Many rebelled successfully and carried on by themselves. Without the might of the Brotherhood behind them these new factions soon fell to enemies of the common man. Once the Midwest was able to unlock the secrets of producing power armor, Helion, and other machines of war they were able to aid the failing nation states.

Seeing the compassion of the Brotherhood the neighboring factions felt that they should be controlled by the Midwest and not by themselves. To avoid more rebellions the High Council of the Brotherhood decided it was best to give up their power and form a confederation of states. Six different Brotherhoods were formed under the Midwest Confederation. For the next 50 years the Confederation focused their efforts on the building of technology, which helped improve their irrigation systems and furthered their efforts in improving their war technologies. Radios became widespread and cars even started to be used again.

In the most recent years the Midwest has found that many other groups and factions had risen throughout the land, many of them far more powerful than ever expected.

Government Type: A Confederacy of six Brotherhoods. Upon the creation of the confederacy under the Midwest Constitution, six different states were created. The six Brotherhoods were the Chicago Brotherhood or the Brotherhood of Steel, the Milwaukee Brotherhood, the St. Louis Brotherhood, the Kansas Brotherhood, the Prairie Brotherhood, and the Little Rock Brotherhood. Each state has one High Elder that makes up the new High Council of Elders that resides in Vault 0. The basic laws and regulations of the Midwest are made by the council, but each state is free to govern itself within regulation of the Constitution.

Economy: Strong agriculture based in the western states, while industry dominated in the eastern states. The development of useful technological commodities helps bolster the economy of the Midwest.

Culture: While each state has its own somewhat unique culture the Brotherhood-esque feeling lies within all of the area. Buildings are built with structural integrity and are designed to repel invaders, states are watched by inquisitors, and the military ranks remain the same.

Military: The army remains a volunteer force like in past years, but conscription isn't out of the question. With all branches working together it is truly a formidable opponent for anyone. The industrial power of the Midwest is able to keep the troops well fed and supplied with powerful weapons and armor. 20% of the army is equipped with power armor and energy weapons while the other half is standard infantry with conventional fire arms. Along with the normal army is a small number of Calculator robots that support the troops.

Each of the six states has its own army that accounts for the overall size. When attacked or attacking the army closest to the situation will do the main fighting while one or two more armies will support them as mobilization is difficult over large stretches of land. Mutants are only used during conscription as giving them weapons isn't allowed unless the circumstances allow for it.

Air Force: Another powerful component of the Midwest, what sets it apart from other groups is the use of the Hellion. It serves as a all purpose fighter an support craft.

Navy: The Navy is the smallest and almost insignificant branch. The small boats mainly patrol the rivers and Lake Michigan

Religion: None, however most are tolerated. Cults and other secret societies are not tolerated and disbanded upon being found.\

Views on Mutation: Without Barnaky the people of the Midwest became increasingly tolerant of mutants, however they were never considered equal. They served their purposes and as long as they kept to themselves no trouble was had. The same viewpoint has remained over the years and mutants are allowed to live withing the Midwest, but they are essentially second class citizens.

Views on Slavery: Slavery is only used on POW's, and there is little care whether or not other groups use slavery.

Population: As with the military the population is separated into pieces with an overall.

America (The Enclave)

Government Type: Constitutional Monarchy/Stratocracy

History: In 2257, the US Army seized control of the Capital Wastelands centres of population under the rule of President Eden and his second-in-command Colonel Sutler; re-organising the wasteland into tiers of authoritarian hierarchy for the period of military government. The Enclave's resources were stretched to their breaking point however until, after a period of considerable stagnation, 2268 when a viral plague spread through-out the Enclave's empire - killing roughly 50% of the Enclave's engorged population and 85% of those operating outside of Enclave jurisdiction; this event occurred, unfortunately, during a new healthcare drive by the President which sought to inoculate the Enclave's population from the diseases of the wasteland - only those whom had the inoculations survived the plague.

However, majority instability and political turmoil within the Enclave and it's occupied regions looked in danger of boiling over until President Eden simply disappeared in 2269 after creating a colossal failure in Raven Rock's ZAX Super-Computer unit. Before any major-instability could occur however, Colonel Sutler came forward to expose the President's heinous crimes and lies; that his despotic rule had destroyed the United States of America's legitimacy, had ruled for 30 years as a despot and aimed to do so indefinitely, that he had brainwashed an entire generation to do his selfish bidding of increasing his own power-base which (significantly outnumbering the Enclave) would ultimately supplant them.

Though their "government" was dead, the nation still remained as long as they did, that slavishly following semantics was what had created Eden and destroyed the United States; they had adapted after the war and must adapt again now without clinging to now meaningless and impossible to achieve titles and organisations, the real America would survive as long as they rebuilt it.

Description: The Pentagon serves the American seat of government, recovered abandoned the facility was been repaired and greatly expanded into a colossal reinforced ziggurat. Within it resides Supreme Commander Alan Sutler, now aged 76, the lifetime head of state; though he himself has sweeping authoritarian powers he delegates much of the day-to-day operations to the American Senate comprising a dozen elected officials from the American Armed Forces, all American citizens are members of the Armed Forces.

Culture: America is divided into four genetic-castes which dictate status and potential, these classes typically reside separately from the others and inter-class fraternisation is illegal.

At the top are pure-humans, born from pure American-Citizen parentage (whether of USA or Vault lineage); they are groomed from birth as future military administrators, commanders, scientific or other specialist personnel. Many menial positions such as educators are fulfilled by retired personnel assisted by technology and most live within or around the Pentagon.

Henceforth, genetic classes are assigned at-birth following testing.

Class 2 humans serve as a "middle-class", fulfilling the role of engineers, military personnel and low/mid level administrators. Spoon-fed propaganda in a page right from Eden's own book, they are the primary enforcers of America's will and follow commands out of a due sense of loyalty to hierarchy and their eminent superiors.

Class 3 humans have been diagnosed with the myriad of genetic anomalies that have been introduced into the human genome since the war, they comprise the bulk of America's populace and serve in industrial and infrastructure roles. For them however, life is now as it was before the Americans though now with the promise of regular sustenance and safety; uneducated and simply content with their lot, they are the backbone of America and the perfect slave-race.

Sub-humans come in variety of shades, super-mutants, ghouls of varying degree and others; out-right slaves they represent someone even Class 3 humans can feel superior too.

Economy: All industry in America is state-controlled, performed by Class III's, overseen by Class II and directed by citizens. Citizens themselves lead austere but enjoyable lives,

Military: The American Armed Forces provide the function of all three traditional services; though separate "branches" exist ranks are common and all services are all controlled from a central authority rather than cooperation between separate command structures.

Roughly 1/3 of the army are equipped with power-armour, the rest suffice with varying degrees of combat armour recovered or manufactured since; energy weapon usage is ubiquitous.

Vertibrds: 80

America continues to make-use of its all-purpose aircraft the Vertibird, able to reach speeds of 400 miles/hour, armed with a nose-mounted automatic laser, air-air/surface missiles and a bombs and able to comfortably carry a dozen personnel and perform unique feats of aerial manoeuvring it remains the backbone of the Army's tactical ability

Navy

Religion: The President serves as the nation's pseudo-spiritual head and is in-charge of "The Enclave", his Secretaries and Speakers serving as means to spread America's messages of manifest destiny and the Supreme Commanders word to citizens and the masses.

Views on Mutation/Slavery: Mutants are enslaved, in-reality most non-citizens are effectively slaves.

Population: 860'000


Sierra Madre (Dalek)

Faction name: The Sierra Collective

Description/History: In the beginning, the Sierra Collective was just a stretch of open, unsettled land, with small tribes and groups littering the landscape. There was but one large settlement, known simply as "Sierra Town" which had no involvement with the happenings of the greater states of the NCR, or New Vegas. Then came a 12 year old boy that had called himself Dionysus, who had prophesized the rise of a powerful nation, only when lights rose from the great casino of the Sierra Madre. It seemed unbelievable at first, as nothing has ever changed the frozen stasis of the Sierra Madre Casino before. Many people didn't believe Dionysus and his crazy theories, but he did gain a moderate following.

Roughly five years after Dionysus' arrival at Sierra Town, his prophecy had come true, as lights had indeed risen from the casino, and music blared in the streets. The people of Sierra Town could hear it from miles away. It was at that moment that people turned wide-eyed to Dionysus and he had come to power.

The Sierra Collective itself was founded in the early years after the Sierra Madre Casino's infiltration by one known only as "The Courier" from New Vegas. To the local people of the Sierra Mountain Range, namely Sierra Town, the Sierra Madre Casino sat on a holy mountain, just above poison clouds, guarded by the ghosts of everyone who tried to plunder their Olympus. Outside of its golden gates people left annual tributes to what they called the "Gods of Light" who were believed to live in the Casino, as a way appeasing them.


Dionysus' prophecy was true in many ways. A great nation did indeed rise, with himself at the head. When the gates of the Sierra Madre Villa had opened for the first time, the local people had approached with caution. They had seen what had happened to everyone who tried to plunder the great Villa. Under the care of Dionysus, the people of Sierra Town salvaged much of the technology from the Villa as well as from the casino. Among these technologies was the Sierra Madre vending machine, which worked only with Sierra Madre chips, to engineer any item inscribed. This had plunged Sierra Town into economic riches, as they soon found they could add items at their will. Soon, Sierra Town had become self-sufficient. Dionysus' prophecy was coming true.

As years went by, Dionysus had earned god-status among his people, and Sierra Town had grown into a thriving metropolis, with its technologies still unknown to the Wasteland. Dionysus taught the local people about the ways of the pre-war elite, which had come to him in a dream. Sierra Town's new found economic power and ideologies had earned it a name change. Dionysus had decided on calling this city, the city of "Compra", which soon becomes the capital of the Sierra Collective.

The Sierra Collective has most of its current architecture inspired by the Sierra Madre Villa itself. Much of the Greater Collective has districts very reminiscent of a Spanish art deco era, utilizing many aspects of old world culture, such as the high ceilings, tall windows, and airily-spaced public dwellings. All of these are created in respect for Dionysus and his gifts to the people of the Sierra Mountain Range.


--Government Type: Fascist Auto-Aristocratic Consumerist State; nearly a corporate government
This type of government is headed by one person, Dionysus, -- who is referred to as "The Dirigente of the Collective" in political matters -- also propagandizes his narcissistic self-image in order to maintain his status as a god among his followers. There are two social classes in this state, those of the aristocrats, and those of the proletarians. Aristocrats gladly worship Dionysus within the Sierra Collective, as they owe him every good thing that has happened to the Sierra Mountain Range. Dionysus encourages spending and buying as he has successfully salvaged the Sierra Madre vending machines and currency, which allows consumers to construct any available item they desire. This high technology found at the resort has allowed for the Sierra Collective to become an economic superpower, as they need little from the outside Wastes.

However, there is the threat of rebellion from the proletariat class within the Collective, as the poor are often overlooked by Dionysus. Many of the poorer districts of the Sierra Collective have access to only one or two Sierra Madre vending machines per square mile. This leaves the proletariat class living in squalor, as their economy cracks under the pressure of little supply and heavy demand. In the lesser districts of the Collective, the poor are forced to work mines and refineries, unlike their aristocratic brethren. It is theorized by the proletariat that they are the backbone of the Sierra Collective's economic structure, as they supply the precious alloy in Sierra Madre coins used to work the vending machines.


--Economy: Consumerist
Dionysus encourages heavy spending, as the Sierra Madre chips allow for the consumer to engineer many different commodities at the coveted Sierra Madre vending machines. Sierra Madre chips are the cornerstone of the Sierra Collective's economy, being mass-mined through slave labor in the Lesser Collective region. The Collective's "national bank" (of sorts) sees over 85% of all chips produced, with a massive stockpile of federal reserve being kept deep beneath the city of Gran Talegas.


--Culture: The people of the Greater Collective are high class and refined, practicing proper etiquette and bearing. As well as being quite Dionysian in nature, the people of the greater Sierra Madre districts aim to follow in the footsteps of their predecessors in gambling, drinking, and partying. It has become a major part of their culture and history, as Dionysus has taught them the ways of the "pre-war elite". Due to the excess provided by the Sierra Madre vending machines, people have very little to worry about within the Greater Collective, as all of their needs are met in the way of food and entertainment. Many people spend their days in the Greater Collective hung over by day, and partying by night.

The Lesser Collective districts are quite the opposite, being like the rest of the Wasteland peoples, working for their keep and living in squalor. They have much bitterness toward the people of the Greater Collective and particularly dislike Dionysus, saying he is the reason for their poverty. The people of the Lesser Collective are not as proper or courteous, being rather brutish in nature. They are however, much more in contact with their religious roots, making regular tithes to the Gods of Light -- a practice that the Greater Collective aristocrats have abandoned.

--Army: The salvaged Sierra Madre technology not only supplied entertainment and sustenance, but also provided safety. Because of the hologram security system protecting the Sierra Madre Villa and the Casino, Dionysus and his teams were able to salvage and reverse-engineer hologram emitters, which now defend the Sierra Madre Collective. It is seen as an invincible force, only capable of being taken out from it's source, the hologram emitters; or security spires. This removes the need for human lives in the Collective's army, as their holographic guardians protect them. These holograms are strategically placed at certain checkpoints around the Collective's borders in pairs. However, these emitters only reach across certain distances before becoming useless. The rest of the emitter-based army is kept in cold storage underneath the Las Armas military base in the Central Collective. The city of So Copros provides holograms with a failsafe means of over-the-air power through the use of a security spire up-link.

Description/History:

Post Hoover Dam



After the Victory over the NCR & The Legion Mr. House set about the eradication of all internal threats. Fiends, Powder Gangers, Vault 19 Powder Gangers, Jackals, Vipers were all hunted down and destroyed. As revenge for damage the Legion caused during their retreat Legionnaires were also targeted, both by Securitrons & by the Boomer’s Bomber.



During the process of wiping out the various gangs that inhabited the Mojave Mr. House, with the Courier’s help started to strengthen the power of the state, bringing the various tribes and towns of the Mojave under his control, Securitrons were sent to every town & village in the Mojave as both security and as a show of strength. Elected representatives of each area were also sent to Vegas to affirm the loyalty of each faction.



Mr. House also started to bring the Three families – whose exploits Mr. House has previous ignored – to heel, jailing all who had been part of plans to break the rules of Vegas, House also disarmed the families, outsourcing casino security to third parties in Mr. House’s pay.



Education plans were also put in place as Mr. House needed an educated workforce to keep HELIOS and Hoover Dam in working condition. The uneducated workforce was employed in improving infrastructure allowing for faster movement by caravans & securitrons. Mr. House also stepped up rearmament, building more securitrons, planes, recovering powered armour from hoover Dam & the Brotherhood’s bunkers. Mr. House also created non robotic divisions for the army. Plans were made for a Liberty Prime robot but were deemed too expensive & impractical.



Government Type: Technocratic-Autocracy



Economy: A Diverse economy, New Vegas makes money through several different methods; The Export of clean water, the Export of electricity, the export of new technological innovations, The export of cement and a large tourist sector based on gambling.

Description/History: In 2221, the Brotherhood of Steel officially packed up shop and moved out of California due to the elders becoming increasingly wary of a growing NCR. Rather to risk all out war with the NCR, they decided to head down south, into the land that was formally known as Baja California.



After what seemed to be an eternity of traveling, the Brotherhood of Steel had finally found it's new home: a major old-world port know as Ensenada. It was here the Brotherhood settled down, regrouping their forces and beginning again. Various vagabonds, ruffians, and tribals were ruthlessly assimilated into the rapidly strengthening Brotherhood. They rebuilt Ensenada, thrived off it's land, and spread throughout the land.



13 years had passed, and the Brotherhood grew into a powerful people. A revolution of sorts occurred. With the casting off of the Codex of the Brotherhood, many felt that they were more than just merely the Brotherhood of Steel. Feelings of nationalism overtook the masses, reaching up to even the highest of the Brotherhood's ranks, even unto the High Elder of the Brotherhood at the time, Geoffrey Harlond. High Elder Harlond decided to rally the people to this cause of independence from the old ways, and by way of striking down those who opposes him, a new people were born, a people known as the Principality of Solus, with High Elder Harlond being crowned as their ultimate leader, and the first Chancellor.



Years past and the Principality grew. Using it's navy and martial might, it expanded across the Gulf of California into the land there, and established a rather large presence, while increasing fortifications up North, where the NCR lie.



It was during this time Harlond passed away mysteriously, leaving only his apprentice and a vacuum of power in his absence. The nation mourned, and built many statues of Harlond as a way of showing reverence to the first Chancellor of the Principality.



However, all was not well. With the Chancellor, the de facto ruler, dead, the generals of the army clambered to get the most coveted position in the Principality. On the brink of a civil war, a man by the name of Aiden Griff, the late Harlond's apprentice. stepped up, and ceremoniously claimed the title of Chancellor due to the revelation that Harlond had groomed the man from a small child especially for this task, and left a holotape detailing his wishes. The people rallied behind their leader's apprentice, and Griff officially took he mantle of Chancellor.



Many years passed after that. Various chapters of former Brotherhood of Steel members made their way to the Principality, ranging from various sizes. One of note is the Mojave Brotherhood of Steel chapter, who shortly after the 2nd battle of Hoover Dam, ventured toward Solus in order to seek refuge under the new regime. But Solus was not Brotherhood. And though they were welcomed with open arms into the fold, they had to summarily renounce their ties to the Brotherhood of Steel and swear fealty unto the Principality and the Chancellor. They accepted.



17 more years came and went. The Chancellor was not longer a young man, but not quite old either. McNamara, the former elder of the Mojave Brotherhood of Steel, is now Chancellor Griff's right-hand man, and follows him unerringly. The Chancellor himself has taken up an heir of his own as well, the lead operator of PSICOM, a faceless man known only as Scorch.



It was then the Chancellor, on a whim more than anything, decided to call the nations of the reemerging world together in order to find out what happened to the remnants of the Brotherhood since Solus split, and to possibly gain some new allies, or enemies, along the way.



overnment Type: A monarchy of sorts. The Chancellor is considered the most high, and his word is law. There is however a democratically chosen council of elders that act as advisers to the Chancellor, though in reality, that is all they are: advice givers.



Under the Chancellor are his hand picked viceroys, who serve as his governors of the different sections of the Principality. Viceroys are generally picked from generals in the military, though at times have come from the civilian/political sector.



Local government officials are chosen via democratic vote with a majority ruling.



Economy: The economy is relatively capitalist, however, the government of the Principality does not allow for big corporations whatsoever. Any business that large is under the direct control by the government or, as in the case of the arms market, the military.



As far as economic strengths, some of the major things the Principality relies on are it's fishing and agriculture industries, though, being a seafaring people, fishing would be considered the strongest.



The Principality also takes great pride in it's arms market, where they mass produce various kinds of weapons for different sorts of reasons.



Culture: The culture of the Principality is almost like one would find in a feudal era, with many different things resembling the serf system of things. The main thing to know is the caste system of the Principality, which include the slaves, lower class, middle class, military, upper class, and finally, Chancellor.



However, there is one difference from a feudal era. As much as possible the lower, middle, and upper class are to be treated equally, and the old "We are all brothers" mentality from the Principality's days as the Brotherhood of Steele remains just as strong now as it did back then, with it being almost a focal point in society.



Military:



The Military of the Principality is a major part of the nation itself, and as such, pride themselves on being as strong as possible. Like in the Brotherhood days, the ranks of knights, Paladins, scribes, etc. have remained the same. There are three branches of the military, and a fourth special forces branch.



Solus Army: This is the land branch of the military, and the biggest. Consists of recruits, knights, Paladins, and Star Paladins. Armor usually is a T-51b suit painted in either desert or urban camouflage. Weaponry includes, but is not limited to, pulse rifles, different types of Gauss weaponry, Plasma defenders, Tesla canons, and the occasional higher-tier conventional military-grade firearms. Vehicles in use by the military are a Post-War variant of the Humvee.



Also serving with the various squads of the army is a single Mr. Gutsy or Sentry bot.



Solus Navy: On par with the Air Force, the Navy consists of old Pre-War US vessels such as destroyers and the like. In times past, the Navy was used to defeat various pirate gangs that plagued the land before Solus arrived.



Solus Air Force: The Air Force consists of Pre-War and Post-War Huey designs for the helicopters, and a few Pre-War Cessna A-37 Dragonfly model jets.



Special Operations: PSICOM

PSICOM operatives are the best of the best the Principality have to offer. They only serve the Chancellor, taking orders from no one but him. They are commonly used as assassins and infiltrators for the most dangerous of missions. Armor is a U.S variant of the Chinese Stealth Armor, reinforced with ballistic mesh and ceramic plating. Weaponry varies from mission to mission, but the most commonly used weapons are Gauss weaponry, and pulse-based rifles. Operatives do not have a personal life, and are training for combat almost constantly.



The thing that stands out most about them is the fact that they rarely take their helmets off, only doing so when absolutely necessary, such as eating in the field (and even then, only with fellow PSICOM around) and hygiene activities. In any event, they will never do any of these things publicly, always opting to do them either secluded from other soldiers/civilians or with fellow PSICOM units. They also have the habit of being rather emotionless, which has led to a sort of urban legend that they are some sort of machine or apparition.



Views on Mutation: Mutants are not considered people, far from it in fact. When they are not being publicly executed for sport, they serve as mere slaves. At times, specialized groups of them are used in the military as shock trooper/suicide units, though these mutants are highly "reeducated" for this use in order to make sure they are more complacent.



Views on Slavery: Human slavery is not used in the Principality, but no one truly cares about it, so as long as one of their own is not subjected to it. As such, nations that utilize slavery are looked upon the same by the Principality as those nations who choose not to do so. The servitude of mutants however is totally accepted and is considered the norm for people in the Principality.

Capital: Whitetower, previously known as Quebec. It is a highly fortified city thanks to Vault 99’s Tech supply. It is also the home of the Ordo Imperius

Toronto: Their southern city, it has become a fortress of solitude that serves as their border with any surrounding nations to the south. It is also the home of the Ordo Pecuniam.



Ottawa: The city just south of the Capital, it is the home of the Ordo Sensus.



Istarius: The city in the west, it is the home of the Ordo Novae

Religion: The Inquisitory of Whitetower was formed by the inhabitants of Vault 99, a Vault which was placed in Canada that contained only energy weapons and religious propaganda. They believe that their Elder was a prophet sent by god to spread his teaching and rule. They were left with only massive quantities of weaponry and tech and religious propaganda. The Inquisitory is the result.

History: Before the Great War, Vault-Tec began various experiments in Vaults that became safe havens for the Nuclear Holocaust that followed. The experiment was to test if the population would become divided between the Religious and Scientists, half of the population was grouped into the Scientific Branch and half of it was grouped into the Religious Branch. However the result was unique, rather than divide as intended the two became one. They began to advance technologies for their god, the Elder Alexander Whitetower who had passed in a surprise fire in the Scientific Branch. The various religious books were declared as heresy as Whitetower became the one true deity. He had a journal in which he had described various science experiments, similar to mutations in the modern wasteland. The denizens of Vault 99 emerged around 25 years ago, and began to control Quebec. Cassamir Velan, Drake’s Father, had lead them out of Vault 99. However Cassamir Velan became too peaceful and benevolent, which while initially allowed for their nation to grow caused their military to become weaker. A coup d’état ensued lead by Drake, Cassamir’s son. Drake began to lead a militaristic regime, forming the Inquisitory of Whitetower.

Alaska Command: 2077-2098



Alaska was the battleground of China and the United States. Alaska had the lasts parts of Oil and was bombed. Anchorage and several key military sites in Alaska were hit. Alaska survived much better than its counterpart’s states such as California as its citizens livened in a much more cautious state with the Russian nearby. Thousands of bunkers built by small companies for American civilians along with Vault-Tec building several large vaults.



Within hours of the nuclear explosions, the United States Alaska Command was cut off with communications from North Canada command located in Yellowknife. Prisoner camps in Alaska housing Canadian, and Chinese POW’s broke out. They soon started a war of attrition (Until many Chinese conscript just simply stopped fighting because the war happened) in North and West Alaska attacking American patrols and there convoys.



General Constantine Chase and a large amount of United States military personnel survived out in McKinley bunker, the emergency HQ of the Alaska Command. 4 years, Chase survived underground in Mount McKinley waiting for his time to restore order and his vision, the successor to the United States.



On 2081, United States Alaska Command ventured out of McKinley into Denali Park. Former United States soldiers and civilians were living who survived. They told General’s Chase plan of restoring order and the successor to America, Alaska. The Alaskans heart mind still believed America can be restored once more and joined up with the Alaska command. Many former soldiers donned there old Combat armor and rifles and marched out. Runner’s spreaded word out to the towns nearby and more joined up in the cause to restore America. Radio’s started to report this in at New Anchorage. USAC from the North and West Alaska went here to begin again by jumping on surviving naval ships in Norton bay with their crew intact.



When General Chase reached New Anchorage, a jubilant surprise there leaders. The people of New Anchorage joined up with Chase and made a southward expansion to the Alaskan Panhandle, reconnecting with former members of Canadian Command. When this was finished, Alaska Command became a military junta under the command of Chase.



From 2081, work began on restoring infrastructure. Food was mainly coming from the sea so Large scale Hydroponic labs were built so it could allow Fruits and Vegetables grow in the cold climate. A lifestyle of hardwork was the first start for the people living under the Alaska Command.



On 2098, General Chase saw order and life thriving in Alaska once more. Radios were back up reporting news and playing old pre-war music. Life in New Anchorage and New Archangel was thriving as its ruins from the war were beginning demolished. In New Anchorage General Chase delivered his Alaska Manifesto. His staunchly claimed that East Alaska and North Canada were to be Alaska in the future. He envisioned Alaska, the restored spirit of America and to make that happen we must expand and proclaim ourselves a Republic. On 2098, the Alaskan Republic was created. Constantine Chase was the first president.

Alaska: 2098-

Alaska first focused west. They wanted the resources and land, temperate zones of the Yukon and Northwest Territories. There expansion was severely halted though when the Great Winter of 2130 struck them with force. The temporary setback did not stop there dream. On 2177 Alaska made a startling discovery of an Enclave bunker in the Yukon. When an Alaskan soldier and Enclave soldier met, they shook hands as a sign of meeting a surviving spirit of Columbia. Members of the Sheepbed Rock Bunker, politicians, general, corporate CEO’s etc saw how Alaska was rebuilt. New Anchorage was a large city rebuilt from the fires of war. They joined up with Alaska as there plans to restore America in the NWT was already restored, by patriotic Alaskans to their pleasing. On 2191, Alaska expansion was completed.

A New Alaskan Destiny



From 2191, Alaska instead of focusing on expansion focused on building up in home territory. On November 19, 2297 the North American Navy sent out an expedition fleet containing 2 destroyers and 1 cruiser to North Asia to learn the state of the area. A Japanese patrol spotted a large fleet. When the patrol fleet saw this, they relayed news back to the Imperial Japanese Navy Headquarters of a large fleet. The North Asia expedition relayed news of Japan surviving and when the Commander of the Patrol greeted the Americans on crude English, a Japanese-American replied Pisu for peace. Both nations have agreed to meet on the mark of 2298 due to holidays are coming up.



When Alaska saw Japan revived, many saw Japan as a great trade partner but at the same time feared Japan claiming Alaskan lands they were to move to in the future such as East Alaska. Other proclaimed Alaska should become a world empire by expanding onto the pacific. With Japan back and Alaska assuming other nations are around the world including America have started sending in Alaskan patrols to West and North Alaska by fighting raiders and mutants, so they can get the support of the local populace and make annexation easier in the future.

Alaska is modeled upon the United States Government but with heavy parts of the Alaskan Constitution. Nothing much to say here. :tongue:



The way Alaska divides itself is unique. Alaska has three ways of dividing itself. States, Boroguhs (Counties), and Free-Zones or territories. States follow the United States model while Borough is counties. Lastly free zones or named territories have only school districts and municipalities.

Conservation has been taken in Alaska to prevent its natural beauty from fading. Fishing is present on its shores and large scale hydroponic



Culture and Society



Alaska has a unique culture, and promoted multiculturalism. America’s old world still survives to this day in Alaska. Radios play old tunes from pre-war music stars and Captain Cosmos is played every Saturday. The buildings of Alaska itself are inspired by the old world.



Alaska also houses several reservations home to natives from the First Nations. Canadians in the Yukon, NWT and Columbia fly over both the maple leaf flag with the Alaskan flag. The Alaskan flag itself holds the maple leaf in the middle as a sign of union between the two people. Descendant of Chinese POW’s bring in Chinese culture.



A Russian population is actually significant, when the Soviet Arctic Fleet marooned off course after the war in modern day North Star. They heard a signal from Vladivostok supposedly coming from the USSR.

United Alaskan Military

The Alaskan Military is a strong technological force in the North. The UAM is very organized with its military headquarters in New Anchorage. Mandatory military service is required in Alaska so all Alaskan know how to defend themselves. It utilizes United States military bases such as Elmendorf-Richardson and has built several new military bases to the East.



The Alaskan military is unique that it uses the Advanced Combat Armor MK1. A variant of the ACA allows stealth cloaking for Special Forces units from Chinese Stealth Suits left over from Alaska.

The Alaskan Military also a number of militias organized by civilians and mercenaries.



United Alaskan Army

Total Number: 30,000



The United Alaskan Army is composed of Power armored troops, an Armored corps with vehicles, artillery units etc. The Alaskan Army trained in cold climates and mountains of Alaska making them effective fighters in the environment. All soldiers are expected to know CQC. This makes them devoted and strong fighters ready to fight for the Republic.

Power Armored troops are in and use T51-B and T54-D PA from Alaska but are less. These units come under the command of the Armored Corps.

Alaska mainly uses conventional weapons but and has a small stockpile of Energy Weapons.

Roads and highways pave the Alliance. Vehicles run on Ethanol fuel. Power depends on which nation but run on Solar Power, Hydroelectricity, or Biomass Power. Telephone lines and TV run through each country and was created around the later 2200s. The Internet survived but only in Alaska for military communication but has spreaded out. Just recently on 2298, the Internet has seen its uses for civilian use.



Views on Mutation



Kill hostile mutants. Mutants that are generally hostile are eliminated but Normal Mutants are allowed into society. This is an established law the. That doesn’t stop bigotry but it’s relatively small due to the small number of mutants. When the Alliance was founded, the number of mutants in each country was going down by then.

Population is centered in Noelia, North Star and Sitka where the population continue to grow. New Columbia and Tetsa with its tolerable climate is having a high population. The Yukon has a much smaller population growth and the NWT has a low population growth due to the harsher climate. Alaskan, Canadian, Native American and Russian make up the population.

Flag: The Bull

History: In 2246, a small expedition was lead into the tribal lands east of the NCR. They traveled far, toward the land once called Arizona, their goal; studying the dialects of the tribal inhabitants of the untamed wastes. Their leader was a man named Edward Sallow, Follower of the Apocalypse, and with him marched Bill Calhoun. Near New Canaan, a missionary known as Joshua Graham joined them and together, they made way for Arizona itself. Sallow looked down upon the cretins he saw, viewing them as inferior to himself. He looked upon them with disdain. But, along the way, he discovered a small cache of novels, about an ancient civilization called Rome. He quickly became infatuated, fascinated with their customs, deeds, conquests, and the man called Julius Caesar. Later, upon arrival in Arizona, Sallow and his group, soon after arriving, were captured by the Blackfoot tribe.

The group, in Sallow's mind, was being held as a ransom, thought to be a bargaining chip in the war around them. The Follower, despite his teachings and the pleas of his companions, organized the training of the Blackfoot tribe. Instead of being killed or ransomed off, they were spared and Sallow impressed the tribals with his knowledge. He showed them how to fight, how to wage war, by teaching them how to clean firearms and craft explosives and other such things. Along with those, he instructed them in effective warfare tactics, showing them where to strike. These teachings impressed the tribe so much so that Sallow became their leader. He took the name of Caesar, aiming to become the legendary figure he'd read about.

Under Caesar's teaching, they learned of total war. Not just silly skirmishing, rather he showed them the brutality of true bloodshed. Graham acted as a translator, which eventually evolved into giving orders and even leading troops, becoming a ruthless monster in battle. The new way of battle, it frightened the rivals of the Blackfoot. Caesar worked away at the weakest of them, a tribe called the Ridgers, killing the fighters and slaughtering those who hadn't fought, like cattle. Taking the young, able-bodied among them as warriors. Thus, the horror-tactics and recruitment ideals coveted by his empire were birthed. To further deter the rest of the tribes, Caesar had an emissary from the Kaibabs brought to witness firsthand the brutality and ferocity of his men. This emissary brought the terror back to the rest of the tribals and they submitted, being absorbed into the growing war-band of Caesar, or annihilated by it. The other members of the expedition, Followers of the Apocalypse, were killed by his edict, the man who had traveled beside him, Calhoun, was sent back West, to tell the Followers of the new Emperor's deeds.

And so, with a region of tribals under his command, Caesar had created his Legion. He went along, Graham as his general, or Legate, and began a path paved in blood. The Legion swept through Arizona, obliterating entire cultures and peoples, either killing them outright or assimilating them. Once brought into the fold, Caesar had their identities destroyed and their individuality crushed. They became Legion, nothing else. Only one thing existed for them, the Legion, and he as their ruler, their Emperor. His men became an unstoppable behemoth, absorbing the able into their ranks to bolster their strength, and killing those without use. Tribe after tribe fell to the might of Caesar and his Legion. Nobody could oppose them. Years later, in 2250, he revealed himself to be the son of Mars, Roman God of War. For indeed, he had brought the savage bands of raiders and tribals to heel. They bowed before him, all did, and it was thus. His Legion, his people believed it, they believed his was the son of Mars.

Short years later, after swallowing up the regions around him and bringing order to them, Caesar found his capital. Not his Rome, not yet. But something close. In the ruins of Flagstaff, Arizona, the Legion's Emperor found his throne. He christened it so, thus Flagstaff became the seat of power in the growing empire of the Legion. Its power grew and so did its influence. Many tribes greatly feared its might. So the conquest continued, engulfing cities like Denver and Tucson, renamed to " Dog City " and " Two Sun " respectively, in the aftermath of the apocalypse. Some years later, it grew to encompass 86 tribes. Broken under the iron will of Caesar and the fanatic loyalty of his prisoner-soldiers. Graham served faithfully, committing any atrocity asked of him by Caesar. No price was too high, and he drove the soldiers like the hounds of hell, to every goal his lord set. Mars held his own prodigal son. A fitting charge.

Then came the fateful encounter with an entity that would become Caesar's obsession. The New California Republic. In 2277, the Legion arrived in the Mojave, establishing camp across the river from New Vegas, poised to overrun the NCR-held Hoover Dam. The NCR, the nation that took in the Desert Rangers that were almost wiped out by the Legion. Caesar and his Malpais Legate watched them for a time and after a time, began their war. Legionaries thundered down the hill, slamming into the forces of the NCR with a remorseless thirst for blood. The Legate and his forces drove the NCR back, killing their number by the dozen. Graham, crazed by the exhilaration of battle, ordered his men to push the advance further, forcing the Republic into Boulder City. It was then that he made his first and final mistake of his life as Legate. The city erupted into flame, wiping out the Legion's forces. Unable to continue, a wounded NCR battled the Legion back, right over the Dam. Graham saw his force blown away and their remnants thrown across the Colorado.

He then experienced the full wrath of the man he had devoted himself to.

Caesar ordered his Praetorian Guard to restrain the Legate, cover him in pitch, and set him ablaze. As the flames licked at his body, consuming it, Graham was hurled down into the depths of the Grand Canyon. The flames enveloped him as he fell, and so the Malpais Legate was destroyed. Caesar outlawed the use of his real name and rumors and myths soon arose about the " Burned Man ". Slaves were the only unwise enough to speak it, finding themselves quickly silenced. He quickly and mercilessly began to rebuild his forces. Caesar named a new Legate, the one called Lanius, or " Butcher " and mustered his forces once more. He further repaired Fortification Hill, to become a true fortress and set his Frumentarii to work in subterfuge and espionage. The Bull began to sharpen its horns.

The White Legs, a tribe living in the area near the ruins of Salt Lake City, asked to be brought into the fold of the Legion. Caesar, seeing this as a means to both replenish his wounded army and kill whatever may be left of the Burned Man, agreed, under one stipulation. The White Legs agreed and on his command, trained by a man called Ulysses, razed the city of New Canaan to the ground, butchering the population and salting the earth. Salt-Upon-Wounds, their war-chief, lead the assault himself, proving himself a monster almost akin to Lanius. Caesar was displeased by the body of Graham to be missing from the carnage, or so reports told. So, he did not accept the White Legs as he had said, he began to bide his time, keeping the tribe close.

While the White Legs managed affairs in Zion, attempting to hunt down the last of New Canaan, the Legion began dispatching entire encampments of the NCR. Destroying bases and taking them for their control, Caesar's men proved they were not done. In 2281, nearing another battle at the Dam, the Legion had razed one town and annexed another, both from under the nose of the NCR. Just as well, Centurion Gaius Magnus had conquered another tribe, bringing the number to 87, all falling to the might of Caesar. Though at this time, the Son of Mars showed signs of withering. He began to become secluded and seeds of worry, were sown.

New Vegas' Conclusion -

Finally, it came. The Second Battle of Hoover Dam. The Legion, rising beyond its former power, clashed with the forces of the NCR. Driven by the menace of Lanius and the will of the Son of Mars, the Legionaries fought doggedly, beating back the Republic's forces. The battle raged for what seemed to be an eternity. A repaired howitzer fired from the Fort, Lanius carved through swathes of Republic troops, and finally, the battle ended. The Legion stood victorious, flying a flag high above the corpses along the Dam. Legionaries pinned soldiers to the Dam itself to show its triumph and made examples out of their captures. Rangers were taken for torture and grunts thrown off the Dam, or burned alive. The Legion celebrated as the NCR retreated from the Dam itself. Caesar had his Rubicon, then he aimed for his Rome. After a time of rest, resupply, and reinforcement, he sent his armies to sack New Vegas and claim in it the name of the Legion, with Lanius at its head, joined by Centurion Magnus as his personal lieutenant.

However, something stopped them. Caesar recalled his forces, ordering them to return to the Fort. Puzzled and astonished, Lanius led the army back to Fortification Hill and found himself summoned to Caesar for an audience. A physically drained Caesar told Lanius that he was ill and that the time was nigh for the campaign in the Mojave to end, with Lucius standing beside him silently. The leader of the Legion also told the Legate that the NCR had been defeated, that his will had be done and the time had come to return to the true lands of Mars, rather than deal with the decadence of Vegas and the rest of the West. Clearly this Caesar was weak, not himself. Lucius gave the rest, relaying from Caesar that he needs treatment for an ailment. Only due to his vicious loyalty to Sallow, as an Emperor, did Lanius accept the order. He bowed to the weakened Caesar and moved to leave, however his lord gave him one last command to end the Mojave campaign. Kill. Lanius grinned savagely beneath his helmet and returned to the outside world, gathering his men.

The order was sent, ordering each camp in the Mojave to scuttle the base and take whatever they could, but leave nothing of worth. One last thing was said, to destroy. And so they did. Legionaries burned and pillaged as they left, taking their resources with them and damning the land as they went. They salted the earth, killed indiscriminately, and wreaked havoc upon the land. Legion flags were flown over the areas they struck, the unlucky were lashed to wooden beams. People fled in terror as the Legion made their way out of the Mojave and into nightmares, to be remembered as boogeymen in the region after their return to their homelands. Once each camp, including Cottonwood Cove, Nelson, and others had been accounted for, the long trek back to Flagstaff began.

Along the way, Lanius detached himself from the group with an army of his own comprised of hardened Centurions and their charges, with him again was Centurion Magnus. Caesar watched, knowing what the Monster of the East intended. Lanius marched to Zion Valley and once he arrived, used his force to utterly eviscerate the tribes. The White Legs, faithful servants, delivered Graham to Lanius and in return, a tenth of their tribe was killed by Legionaries and the rest were assimilated into the ranks of the Legion detachment, with Salt-Upon-Wounds being made a Centurion. Lanius had the Sorrows torn apart and pinned to the sides of the Valley's mountains. Daniel, the missionary trying to teach them, was made a gruesome example. He was maimed in the way that caused Lanius to require a mask, and tossed off the tallest point in the Valley, before Joshua Graham's eyes. Graham saw his only real friend tumble down to earth and once he closed his eyes, he felt the same fire of malice ignite within him. It was small, but Lanius knew, and he could fan the flames.

The Legate ordered a slow, painful death for the Dead Horses. They were killed like many Legion victims were, in the style Graham favored in his days as the Malpais, by crucifixion. Graham was made to watch their demises. At the end, with only peaceful world he'd known in ruin, he looked with pure loathing upon Caesar's right-hand. Lanius stood before him, seeing the unmitigated hatred. Graham only had his teachings of the Legion with him, it was all he knew then, his faith had been demolished again. He had been forsaken and he wold not have it. No longer could he act as a peaceful missionary, the hate was too heavy inside of him. With a crestfallen look, Graham faced Lanius and asked what was to be done.

Lanius left with a new, more dangerous Graham, whom he named Imperator Sacarius, making him a Commander beneath himself in the Legion. Along with him he took the White Legs to be assimilated, their culture broken and their strength absorbed. Lanius' victory brought the number of tribes destroyed or absorbed by the Legion up to an even 90. Salt-Upon-Wounds walked as a Centurion in the Legion, named by Lanius. They marched for a long time, carrying their spoils and their conscripts. After a tiresome journey, they arrived, hailed as heroes, to the Caesar's throne in Flagstaff. Caesar, in the weeks since Lanius' departure, had finally given in and sought medical treatment, with only days separating him from his early demise. The doctor, taken from an outlying tribal village, was imprisoned after he'd saved Caesar, after being proclaimed a witch. The new, healthy Caesar looked upon Graham with satisfaction, knowing he looked upon a broken man. Graham served once more, knowing it was the only way to vent his uncontrollable self-loathing and that which he harbored for Lanius. Rather than serve Caesar, he served himself under Caesar. He'd succumbed to his own evil and once more let the Legion's violence envelop him.

Caesar was extremely pleased with Lanius for bringing another powerful being under the flag of the Bull. He hated Graham but knew had his uses. Which would be immediate. He, revitalized without his sickness ailing him, sought war. To make up for having to leave the Mojave, Caesar turned his sights on expanding his current holdings to control the entirety of the former Four States Commonwealth, and more. A group of cohorts. numbering 480 men each, were sent off to begin more conquest in the name of Caesar, under the command of Centurions, and Imperator Sacarius, Joshua Graham. These armies pushed the borders of the Legion, bringing new lands under its control and breaking new tribes, so that they would follow Caesar and indeed they did. Under the even more terrible Graham, 5 new tribes were destroyed in the name of the Son of Mars. The bloody campaign lasted for a short few years, ending in the acquisition of a great deal of land in the north.

Lanius, as the first armies were returning, was ordered on a mission with the same goal, land. He marched with Centurion Aurelius of Phoenix and Centurion Magnus as his chief officers and under his command, they brought horror and warfare to the lands south of the Legion. Into former Texas and Mexico they trudged, Vexillarius carrying the Bull on their backs, Legionaries brandishing their blades. Once more, the soil ran red as the Monster of the East crushed those who opposed the will of Caesar. He marched an entire tribe before the most resilient of the groups in the region, which numbered 3. Lanius had the tribe he'd captured, whom he'd promised to spare, decapitated before the arrogant, hostile tribals. Then, began loading their bodies into catapults and launching them into the settlements of the upstarts. The group mustered a small defense but saw itself quickly overrun and butchered at the hands of Lanius and his Legionaries. The remaining tribe became the 98th, their identities were swiftly erased, and so the Legion grew.

And so the battles continued. Eventually, the Legion expanded from it's greater holdings of the Four States, south into Mexico and East into Texas. Once Caesar had saw its completion, though aged, he began a great age of change in his lands. He had said, years ago in Vegas, that a synthesis would transform the Legion. Turning it from a roving army, to a standing force. That, was what he intended. Caesar recalled his forces and set them to police the lands, rather than continue their warpath. He chose various men from his ranks, those he trusted, like Lucius and Vulpes Inculta, for the designation of being governors of sorts. With this, the graying Sallow began to settle and truly create his Empire. Trade routes between Two Sun, Dog City, Flagstaff, and others were created, to establish commercial supply-routes, rather than for just slaves and weapons. The people living in the Legion's land were no longer considered subjects, but citizens, and were given the proper papers and with them, an actual citizenry was created. Soon, they were subjugated to the same tenets and beliefs as the Legion's soldiers, made to hail Caesar as a divine being, the Son of Mars.

Cities were rebuilt under the flag of the Bull, especially the larger ones like Dog City and masses of resources were funneled into making Flagstaff a proper Rome. Dog City was renamed to Denver and began to be cleaned and renovated. The city's dogs, which provided the Legion with breeding stock for the hounds of their Beastmasters, were moved to gargantuan pens around the city. It became a haven for the Beastmasters and their unofficial headquarters, where prospective trainees saw instruction from former Hangdog handlers.

Elsewhere, across the land, Caesar's sweeping reforms brought much change. The economy, once focused solely on slavery, boomed into a new age, where agriculture became the priority. Slaves were sent to the fields to cultivate the crops and begin at feeding the large nation and its growing population. Irrigation systems saw their birth, in much the same style as the early Mesopotamian era, rather than fancy machines. Ditches of sorts were dug and when rain fell, the ditches brought the water to all areas of each farm. Crop rotation began being used. The Rio Grande began seeing use as a fishing source, what could be done anyhow. Though not one to rely on electricity, Caesar saw to it that Flagstaff, Two Sun, and Phoenix were given the gift. With their larger populations and growing amenities, these cities became the domains of the upper-class that formed. Water was no issue as the many large rivers that ran through Legion territory were only slightly irradiated, with most radiation able to be cleaned out rather simply.

In all, Caesar established his Empire in truth. No longer was his Legion just a nomadic army, it transformed into a nation. Many wars had come and passed and as he continued to age, Edward Sallow the man, began to realize he wasn't immortal. As such, he drew up his will, a meticulously detailed account of exactly how he wanted the nation to be run. He wrote the entire draft and at the end marked in perfectly clear letters, " ordained by Mars and his Son, all rulers shall bear his name, " in both Latin and English. With his Will clearly written, Caesar began seeking an heir. One who would take the mantle as the Son of Mars and rule over the lands he had conquered. He looked to Lucius, but he seemed unhappy with the idea whenever it rose. Lanius could not lead a nation. An army of Legionaries yes, because his hunger for death served him superbly on the battlefield. Troops rallied behind him because they were in awe of the terror he emanated and the power he held. Alas, Caesar visited the young Legionary-prospects. Among them a boy of 14, proud, tenacious, ambitious, and defiant, rose above the rest.

The boy, Augustus, had been taken from a tribe to the North. Like Lanius, he'd hated his people, for they were savages. His keen intellect forced him to look down upon his kin and when the Legion swept in, he felt no pity. After watching his tribe enslaved, he approached the commanding Centurion. Augustus pledged himself to the Caesar and his Legion, and besought the chance to train as a Legionary. The Centurion looked, bemused, on the boy but when he saw the fire in the boy's eyes, he gave him the task of retrieving the boar for the victory feast later. Given a crude knife, Augustus made his way into the forest returning a few short hours later with a beast large enough to feed an entire cohort's worth of men. So he was given the opportunity and brought to train. He stood before Caesar, the perfect candidate for what he had in mind. Sallow asked the boy if he'd like to come along to the Palace, and young Augustus readily agreed.

Augustus was trained physically and mentally, being given entire tomes of Roman literature and the same books Caesar had read some 40 years prior, to be studied extensively after his exhausting training regimen. The books fascinated Augustus, who began to dream of a greater destiny than a simple foot-soldier. Sallow began impressing the his knowledge upon the boy's mind, teaching him all he knew. In the process becoming like a father to the young man. He taught the boy his tactics, ideals, entire ideology, motivation, reasoning, and goals. Augustus was taught that extremes were necessary and that it the only way the world could recover fully, was under a harsh, guiding rule, for the world to be united under one flag. That became his wish, too. And so Caesar groomed him, to be the heir he needed to rule in his stead, instilling his values and wishes. Sallow used harsh methods to ensure Augustus could lead and rule without being pained by conscience, he taught him the ways of the Legion in its entirety. Nobody in the entire nation knew as much as Augustus did, aside from Caesar himself. As he kept the others ignorant, he enlightened the boy.

One last paramount ideal was introduced and made apparent to Augustus. A hatred, a despise for Democracy and its propagators. The NCR chief among them, he saw to loathe their weakness and corruption. So this training went, for 10 long years. Caesar's health declined until he was bedridden. Once angry and proud, he came calm and humble in the face of his passing. He drew Augustus aside and began instructing him. Sallow had amended his will and in it, left the nation in the hands of his heir, Augustus, who was to be treated as the Son of Mars, just as he was, and signed " ... by heavenly mandate ". Lucius spent his days tending to Sallow as Augustus made preparations for his ascension. But, before Caesar passed, he called the now-grown man to his side. He told him that he, Augustus, had been son to him more than anyone and that he was proud of the boy. Unused to the feelings, Edward had a hard time finding his words but let his adopted-son know that he cared greatly for him and that he would watch over him from the heavens. Before he passed, Sallow uttered one last request, as he faded into the afterlife. That was for Augustus to raise an army, and destroy the NCR.

Augustus ascended to the throne of Caesar. Flagstaff, now a grand city worthy of the title Rome, sat before him. Sallow's will was read, declaring Augustus as sovereign and Descendant of Mars. He was to be followed without question, for fear of the wrath of Mars himself. Augustus took a new name and with his title became Caesar Arcturus, Emperor of the Legion. Caesar, saddened by his only parental figure's passing, had slaves erect monuments to Edward Sallow's glory, with his name as the First Caesar, Son of Mars. A new golden age began, industry and such flourished as factories became the major place for slaves to work, alongside farms. Territories tried to disband and break way from the Legion, however, Caesar would not have such a thing. They'd thought him weak for being chosen, somehow Mars had made an error, they were sorely mistaken. Arcturus, garbed in his royal armor, lead an army into battle Lanius bestride him, and cemented his power by crushing the rebellions in the outer-territories. He fought alongside his men and in the end, paid every single traitor back, lashing them to the sides of buildings.

Arcturus has ruled for a short 5 years and with his reign, has come a new Legion. In this time he has renamed Flagstaff to New Rome and made it worthy of the name. Along with that, he has renamed the nation to the Empire of the Bull.

Government Type: The Legion is a complete and utter Dictatorship. It is run solely by Caesar, whomever he may be, and is the undisputed commander. His word, is law. Failure to heed him, is met with torture and death, even for soldiers and citizens. No rank saves one from death, if given a sufficient reason, Caesar will end his own Leagte, in the case of failure, it is almost certain. Lucius, as he did under Sallow, leads the Praetorian Guard and is a governor of sorts for a section of the southern Legion. Vulpes Inculta commands the Frumentarii and is himself a governor of sorts, for the area beside Lucius' own sector. Lanius, still the Legate, has the second most last behind Caesar and rules the third patch of land in the southern Legion areas. Arcturus' " section " is the entirely of the former Four States Commonwealth.

Capital: New Rome, formerly Flagstaff.

Economy: The Legion's economy is founded on slavery and it is still the focal point of many endeavors, even today. Farms bustle, staffed by slaves, and produce gargantuan amounts of food for the populous nation. Cotton, citrus fruits, pinto beans, brahmin, all come from them, among other things. Fisheries dredge up even more, along the banks of the large rivers such as the Rio Grande. Lakes are probed for their resources as well, though there are not an abundance of them.

Factories, staffed by slaves as most everything is, produce weapons, armor, and refined products, or simple ingots and the like. Many things are made and with such a large workforce, the Legion can pump out what they need to in short order. Copper is mined chiefly out of Arizona, stone, glass, and clay products come from New Mexico, gold to mint the aureus is taken from what the Legion controls in Colorado, zinc, lead, and the largest sources of silver and gold come from Utah.

Overall, quite strong. Empire can feed itself and arm its soldiers.

Culture: There is only one culture in the Legion and that is the Legion. Nothing survives of the tribes that Caesar's men encounter, not a single song or dance. There is just the tenets of the Legion. Caesar is divine and the entirety of the nation's beliefs hinge on him. What he orders, is what occurs.

Slaves make up a great amount of the population of the Legion, outnumbering the free. Slaves work, man the army, and reproduce to continue the nation's growth. They may be enslaved, but they bear little ill-will for the Legion, as they know nothing else. The free live better lives but aren't much smarter than the slaves that toil beneath them. Finally, the upper-class is fairly new and consists of those still quite naive of the world, yet they enjoy their lives a more than anyone in the lands of Caesar, save for those in the government. They generally have more understanding of the world and nicer possessions but as Caesar wished, all are kept the same, ignorant. No room is left for rebellion, or the thought of change.

Those in the upper-class, as well as the government, wear togas to symbolize their stature. Caesar knows quite well they are only playing at nobility, as they have no grasp on the vestments or where they originated from. He allows it, for this reason. As always, kept ignorant.

Architecture is entirely, exclusively Roman. From the grand Colosseums where gladiators fight to the death, to the simple blacksmith-shop, to the Imperial Palace. Arches and other such things define the look and feel of Legion lands.

The government, Caesar, Lucius, Vulpes, and Lanius enjoy fine living arrangements, with Arcturus living in a true palace befitting an Emperor.

Military: The military is comprised entirely of slaves, save for in the air-force, which is staffed by trained specialists.

The Legion: Composed of slaves since its birth, the Legion is a force to be reckoned with. It numbers 220,000 fanatical, devoted soldiers with nothing to lost, who will fight do the death in every battle they enter. Soldiers are born in the Legion, taken from assimilated tribes, or chosen from fit slaves and tested for their combat-ability. If they cannot fight, they are killed. If they can however, they are made recruits and trained to be Legionaries. If they survive, they are named so. Thus they have no fear, fight doggedly, and wield immense skill. In hand-to-hand combat, they have no peers. These soldiers, Legionaries, are given a finely-crafted machete and a suit of armor fashioned in the style of the Romans, then sent off to battle.

Ranks range from Legionary to Imperator, which is a step above Centurion, with the only differences being experience and men at their disposal. Their supplies consist of things from the land, natural remedies and purified water, rather than chems or such. Medicine is being slowly introduced and used sparingly, as such, only Centurions and higher-ranked soldiers carry stimpaks. Soldiers are promoted based merit and nothing else. Scouts, and assassins are used for covert affairs and Explorer's for relaying information. Vexillarii are the standard-bearers, carrying the Bull on their back to rally the other troops. Decanii act as squad-leaders.

Centurions are the field commanders and can have hold of up to one hundred men, 80 combatants and 20 logistics-personnel. Imperators, given armor even more protective than a Centurion's, are given command of more troops, usually 200, 180 warriors and 20 logistics men. The larges unit is the full Legion, 5,000 men led by the Legate or an Imperator, while the smallest is 8 men or a " tent group " commanded by a Decanus.

From the days in the Mojave, the quality of armor and weapons has improved greatly. Armor is no longer football gear, but hand-made suits of real armor. A mixture of leather and metal, woven together to be light and flexible, yet still protective. Firearms have advanced as well, while they are not relied upon, stronger guns have become more commonplace.

Beastmasters raise Legon mongrels to become dogs of war, thus they travel alongside their hounds and lead them into battle. Beastmasters are trained exclusively by the descendants of the Hangdogs.

Special-Forces: The Frumentarii excel in sabotage, infiltration, assassination and inciting dissent. They steal behind enemy-lines and devastate them, leaping back into the shadows without anyone the wiser. They are the eyes and ears of Caesar and are hand-picked by the lord himself. Vulpes Inculta continues to lead them with distinction.

The Praetorian Guard: Lead by Lucius, they are masters of hand-to-hand combat and are armed with advanced power-gauntlets. They protect Caesar to the death, as well as the Legate, and are like all Legion soldiers, devoted wholly to their lord.

Air-Force: Arcturus, as Sallow, does not adore technology and is very reluctant to rely on it. Despite this, an air-force has been made. Made up of helicopters, cargo planes, fighters, and a few jets, it is certainly not impressive. The land, is where the Empire shines. It stands 10,000 men strong.

Navy: Since being landlocked, save for rivers, the Legion only employs a few river patrol boats and simple cargo ships. Though, a way to a port is being sought and as soon as it is captured, a navy is soon along after. Numbered at 5,000 men.

Religion: Caesar, that is all. He is of Mars and all must obey him. No others exist.

Views on Mutation: Mutants are reviled and regarded as repugnant horrors. Everyone is taught to hate them and their presence. A blight, would be a fitting title. All mutants found are either killed, or made to slave far away from humans.

Views on Slavery: It is as much a part of the Legion as Caesar, being the very foundation of nigh everything. Slavery is heavily practiced and seen as a necessity rather than a vice or some such. Slavery is why the Legion has survived and prospered. It near defines them.

Description/History:Like a phoenix is reborn from its ashes, The Commonwealth was born from the ashes of the events of 2077. The Military of Maine took immediate action. Martialling its units, Maine Closed it's borders as best as it could, enacting quarantine protocools, it sent out a message claiming to have had biochemical weapons dropped on it.

This allowed Martial Law to be enacted on the state, thus did the Commonwealth begin. The leader of the Military was General Hawksely, as the most senior officer, General Hawksely took command and set into action his plans. With force, General Hawksely brought under his command, the police force of maine, its national guard and its stationed infantry forces. General HAwksely also to boost numbers, introduced conscription and allowed ex-service personnel to re-join.



Next to be brought under his command was the Air Force and finally the Navy. Satisfied, General Hawksely turned his attention to domestic matters. For the next ten years, General Hawksely appointed himself Military Governor with Presidential Powers and ruled the state of Maine, this was not questioned, indeed he was popular amongst the civilians and the military.



At the end of these ten years, General Hawksely had made Maine an Industrial state, for the next five years he slowly handed over power and then a year after handing over power, retired from his service and passed away in his sleep a week later, having led the State through its darkest hour, Hawksely is regarded as the Father of the Nation, with a Statue of him overlooking the Government Hall from a hill in Capitol park.



Hawksely had set the standard however, Five year terms, he had written down a constitution and Declaration, indeed it has remained almost unchanged, the only changes to his State and Law decrees being on the Flag, changing it from the state of Maine Flag to the current Commonwealth flag. A re-naming really. For the next fifty years Maine rebuilt itself, it developed its industries and set out linking the state via a system of Communication stations. Then something happened, raiders happened, a village was burned down and its population massacred. The Senate convened and an immediate course of action was decided, Military Mobilisation.



For the next twenty years Maine expanded to its current borders, intergrating the populations and quietly removing mutants from the picture. Then re-enacting another state of quarantine and martial law, The Commonwealth sorted out all the administration of the new regions and since then it has stayed the same, just generally sat there, eyes outwards and weary, but inside it thrives in the fields of Industry, Art and Science.



Government Type: Parliamentary Republic, Power is vested in the elected Prime Minister, President being seen as a rather dictatorial term for leader, whereas Prime Minister basically sounds like just above the other politicians, but its just basically a president with a different name.



Structure of the Government:



Prime Minister - Executive Powers



The Cabinet - Technically outside of the structure, but included as they make the decisions deemed needing a faster response and basically enact out the Prime Ministers decisions, allowed to overule Senate Decisions, but not Parliament decisions, is the only section allowed to make military decisions not requiring a vote.



The Union Senate - The Upper House, this House is equivalent to the US Senate, allowed to overule Parliament decisions but not Cabinet decisions, this House controls the budget, the public services and the tax rate.



The Commonwealth Parliament - The Lower house, Elected Representatives from each County of the Commonwealth, represent the Commonwealth as a whole, this house is the only house that can propose acts, it can also by unanimous vote only, remove the Prime minister and the cabinet and temporarily take command of the legislature.



The Judicial Court - Outside of the system, but linked to it, The Judicial Court is made of seven members, one from each Union state and can call any of the decisions made by any part of the structure into question, however all it can do is veto the decisions, it cannot intervene. However the Court is the only part of the system that can call and dismiss a Political Season, when all the decisions are made.



Economy: Currency - 100 Cents make 1 Dollar.



The Economy of the Commonwealth is focused on three sections:



Raw Resources: Steel, Stone and Agriculture(For food).

Military Resources: Weapons, Munitions, Armour and Equipment.

Domestic Resources: Telephones, Building and Energy(Nuclear fusion and hydroelectric).



The Economy is Semi-Regulated, basically it's laissez-faire until things start to go wrong at which point the government takes control and gets the economy back up and running. There is a set minimum wage and in exchange, not much red tape.



Culture: Comparable to the Culture of the Union in the civil war, with suits and all that. The largest class is the middle class, the smallest being the upper class, which by a census is revealed to number only 200 people. The reason the middle class is the largest rather than the working class is that the working class is defined as those who work in the sort of "Lower" Jobs I.E Cleaners and everyone earning under $15,000 per year, the minimum wage being $15,000, but this is overlooked as those under this are the dregs of society, by common consent.



If it was to focus on something, the Culture is predominantly 1940's to 1950's america, with lots of neo-classical architecture and the aesthetic appearances of Parks focusing on sort of controlled nature, with artificial elements. Literature focuses on Historical Fiction, Noir fiction and Historical Non-fiction.



Military: 27,350 Personnel altogether

Religion: Protestant, seen as a community activity rather than some ceremonial thing, as such churches tend to be small and more focused on events in the immediate area rather than events on a national or international scale.



Views on Mutation: Staunchly Anti-Mutant, albeit its more quiet in its removal of the Mutants, more on kocking on doors in the middle of the night and removing any trace of their existence than Broad daylight knock down the door and shoot the mutant in their own homes



Views on Slavery: Anti-Slavery, the Commonwealth is largely based on the Union of the 1860s, however it is non-interventionist, if a slave crosses into the border, it's free, but when it's on the other side of the border, the Commonwealth merely sits and watches.



Population: 750,000



Technology Rate: High - Tier 1 - A thriving Industry and Infrastructure, it's population is small due to the fact the land is under snow for eight months of the year, two months of rain and two months of mild weather, as such it can only sustain a relatively small populace. But it due to the capture of the MIT in 20197, it has access to many blueprints, but not power armour.

Erm... I'm not sure what the Mods' opinion will be on this, as a thread dedicated to faction sheets may seem a bit unnecessary. Nevertheless, here's my FS, in case if this is left open.

Name: The Nordic Concord, commonly referred to as The Concord.
History: Iceland, seat and homeland of the new Nordic Concord. In the time before the end of the world, Iceland was one of the most prosperous countries in the entire world. The island-nation had one of the highest qualities of living, and was home to- arguably- the happiest people on earth. Before the nuclear holocaust, Iceland also lacked an official military, though they did create a paramilitary organization to help ward off any thoughts of invasion in the hectic years of the Resource Wars.
After WWII, the United States of America kept their forces in Iceland to help defend the United States from any possible Euopean aggression. Numerous USN vessels were stationed at Keflavik, along with a moderate amount of Air Force and Army personnel. While at first causing unrest among the Icelandic population (mainly because the available Icelandic females were spread thin with the large amount of military men in the area) the presence of US troops ended up helping Iceland in the long term, almost ending unemployment and ensuring that any invaders would be warded off. In addition, the Americans helped train Iceland's own defense force (which, in the Fallout universe, is more combat-prepared than the real IDF), with the hopes of passing on Iceland's defense to it's own people so the troops stationed there could be used in more important areas.
Unlike most other European countries, Iceland decided not to join the European Commonwealth, instead staying linked with the USA more than anything. When the oil in Norway and Sweden ran out and oil prices in the Middle East started to rise quickly Iceland was not affected. The country, by this time, was entirely self-reliant power-wise. All of it's electricity was provided by geothermal and hydropower while it's automobiles and many of it's vessels were powered by hydrogen fuel. As the devastating lack of cheap oil crippled many nation's economies, Iceland stayed strong. The nation became (relative to population) the richest country in the world and immigrants from both mainland Europe and North America came in droves, hoping for an escape from the chaos of the outside world and looking for a bit of their own prosperity. The population of Iceland, as a result grew from 320,000 residents (excluding USA soldiers) to 400,000 residents (also excluding USA soldiers).
When the Resource Wars broke out and the European Commonwealth invaded the Middle East, Iceland remained neutral. Fearing an attack from the desperate countries of mainland Europe, Iceland had the USA train more Iceland Defense Force personnel. Iceland also spent a small amount of it's large wealth on more defensive ships, though the USN remained the main protector of the island-nation from the sea. In these years, with the United Kingdom searching for a more sustainable energy source, Iceland and the UK also started construction on a line to carry a portion of Iceland's renewable energy to them, for a price. The Icelandic government also purchased a medical and biological research company, with the ultimate goal of creating both strong medicine to heal battlefield injuries and gathering enough biological information to create a focussed, devoted 'super soldier' for the United States Military.
Then, with the official annexation of Canada by the US, rumours started spreading around Iceland, saying that they were going to be next. It made sense, too, annexing a wealthy nation with renewable energy a-plenty. Even the President and Althing of Iceland believed the rumour, something that became evident when they slowly started distancing themselves from the US. Then, with the end of the world quickly approaching, Iceland officially told the USA that they did not want any more United States military on Iceland, or near it, within five years. It was a daring move, and a foolish one too, as the USA could have simply refused and then annexed the island right then. But they did not, agreeing to be out in five years and leaving the defense of Iceland in the hands of the IDF.
However, that day did not come. Just months later, before the United States Armed Forces started to even think about vacating the island, the world came to an end.
Well, the outside world did, at least. When the bombs carrying nuclear fire were exchanged all over the world Iceland was the last one to know about it. The Althing hadn't even thought of the possibility of nuclear war before, and as a result had no defense set up to prevent nuclear weapons from hitting Iceland and no bomb shelters to protect it's people. These things were unneeded, though, for on that fateful day Iceland was untouched by war completely. The first indication of the bombs being dropped for Iceland was the sudden loss of communication with the outside world. At first they thought it was only an issue on Iceland, something disturbing the radio waves, but then the United States military men stationed on the island contacted their superiors in DC.
What they received was a message being played on a loop, informing everyone in the surrounding area and everyone trying to contact that line that there had been a nuclear crisis. Both the soldiers and the Icelandic government were absolutely shocked at the news. If it was to be believed, then Iceland could very easily be the only stronghold of humanity left. It also meant nuclear fallout and famine, something that wouldn't be too enjoyable. What happened in the following month was bunched together and called Endurf?eingu, or Rebirth. First off, the Icelandic government released the news to the public, telling them that if they were to survive they needed to band together.
This caused quite a bit of civil unrest and terror. As far as the natives knew, Iceland was the sole concentration of humans left on earth. Many people fell into a deep depression and numerous suicides occurred as people either lost all hope or lost family outside of the country. After breaking the news, the government put the entire civilian population on an official lockdown. All civilian vessels were ordered to stay within a certain ocean boundary, which was to be controlled by the IDF. The lockdown was temporary, of course, and it's boundaries still permitted sufficient room for fishing, Iceland's main food source.
Then came the real monumental change. The current President of Iceland, Olafur Einartsson, was voted up to the position of Konungur, or king. Olafur was given absolute power, while the Althing became advisors and administrators. This surprised many in Iceland, as they hadn't had a king in over a century, but Olafur eased their worries by promising firm control through the future crisis. Konungur Olafur's first action from his new seat of power was the official annexation of American troops on the island. The commander accepted without too much resistance and the once-American soldiers officially became the Icelandic military, along with the Icelandic Defence Force.
The Konungur was left with one more problem, how to deal with the upcoming nuclear fallout, nuclear winter, and the famine that was sure to accompany them. The way he and the Althing saw it, the only thing they could do to help out short-term was stockpile food and hunker down as best as they could. This was a short-term solution, though. Iceland would never have the amount of food that it once had, and many people would have to go without in the following decades if they didn't do something. While the Konungur and Althing started making plans for the future, the nuclear winter and black rain came.
Temperatures decreased drastically in Iceland. Luckily, the island still had power and could heat homes. However, that didn't stop the temperature outside from growing dangerous. For the first time in many years the shores around Iceland turned to ice, something that, when combined with the extreme cold, kept Iceland from accessing it's main food source, the ocean. In the next six months, as the temperatures and food reserves continued to drop, thousands died, tens of thousands. Bands of cannibals traveled around the streets of Reyjavik, forced to eat other residents to stay alive. The newly-formed military patrolled the frozen streets at night as well, shooting down anyone who did not respect the curfew.
Finally, six months into the nuclear winter, the temperature started to progressively return to normal. Three months later, the temperature was back to normal and the ice that had intruded Iceland's shores retreated. It was only now that the government tallied up the deceased. The amount was staggering, 200,000 fatalities, leaving only 210,000 alive (including US military men). Despite the massive loss, it actually helped Iceland, in a way, as it allowed them some time to build up their agriculture some more. When the fishermen prepared to take to the sea once more Konungur Olafur official declared whaling legal, and encouraged fisherman to change careers and become whalers.
The Konungur also sent two official expeditions, both consisting of ex-US personnel and ships, to check up on the condition of the rest of the world. The first one traveled to Europe, landing in Norway shortly before continuing on to make similar landings in Denmark, Germany, and the Netherlands. The second traveled to the USA, though it never returned. Some say that the ship was destroyed sometime during the expedition, but the Konungur and most of the rest of the population assumed that they deserted and started a settlement in their home country. The North Sea expedition, however, returned with some good data. From what they saw, the majority of Europe- or at least the North Sea area- was an absolute hell-hole. The cities were all in ruins and the life that they observed was, from their account, 'twisted'. The Konungur seriously doubted the idea of humans being 'twisted' by nuclear war, but he decided to leave mainland Europe be for the time being.
Now was the time to release the 'long-term plan' that the Korungur and Althing had formulated during the nuclear winter. The government-owned biological and medical company that Iceland had purchased years before the war had continued operating after the war. The 'super-soldier' genetic experiment that they were performing for the US was the subject of the continued operation, though the ultimate goal was different. The existing prototype formula, meant to make a soldier lose all fear, enhance cognitive abilities under stressful situations, and be absolutely devoted and loyal to the military hierarchy, was changed to reach an entirely different goal.
Slaves. That was the Icelandic government's plan to ease their suffering in the future years. Slaves that needed only minimal food and ramshackle living quarters, slaves that never disobeyed their owners, slaves that would not revolt, slaves that did not require payment, boosting the wealth of their owners. All of this was to be achieved by an injection called 'Tranquility' which, when administered at birth, took away the subject's opinions, desire to be free, emotions, creative thought, and just about everything that makes humans human. The result would be an ultimately submissive slave that could be fed just enough to survive and work endlessly from birth to death. When the Korungur first released the news the people of Iceland were horrified by his brutality.
But they were logical people. If a large amount of the population were turned into these mindless near-humans then an abundance of resources would be left over for the unaffected populace, restoring the standard of living that they all had before the war. He left the populace to think on it, and a week later the general consensus was yes, absolutely yes. They wanted to know who would be affected, though, perhaps the children up for adoption around the island. The Korungur's answer, however, was shocking.
At birth, every child would be put through testing. These tests would be based on genetic perfection and projected cognitive ability using 'Gene Projector' technology (as seen in Fallout 3 during character customization). Anyone who didn't meet the Genetic Acceptance Level (GAL) would be injected with Tranquility within three days of birth. The result would be a vast workforce of 'Thralls'. If a parent's child was turned into a Thrall they had three options, they could keep the child and use it as slave labor in the future, they could sell it on the slave market for a varying price, or they could sell it to the state for a flat, non-negotiable price that changed depending on static physical ability standards, including endurance, strength, beauty, chance of reproduction, and various other things. Taxes could also be payed in Thralls, along with debt to the state-owned bank.
Eventually, the populace accepted the idea, and in the following years the first children were injected with Tranquility. Meanwhile, Iceland's infrastructure was rebuilt. The fishing and whaling industries were started again in earnest and the agriculture was jump-started. All electricity was also restored (it never truly went down) and the cars and ships continued to run. The containment zone around Iceland was expanded to allow access to better whaling ground, though the navy constantly patrolled the surrounding area.
The locals liked to believe that they were struggling in their existence, for life on Iceland post-war was rough compared to life there pre-war. This was an uninformed assessment, however, as the Icelanders were actually better off than any other people in Europe. They were not plagued by mutation or disease, they did not have to rebuild, they were not affected by outside violence, they were well off. Their only real issue was the famine and the nuclear winter, but that had passed long ago. No, the Icelanders were rather well off, they just didn't have a comparison.
The Korungur continued to exercise complete power over his people. Many viewed him as the absolute ruler of humanity, as the majority of Icelanders believed themselves to be the only remaining humans on earth. Eventually he took a wife, a high ranking ex-United States Navy officer. The two had three children, one boy and two girls, the eldest of which being destined to become the next Korungur.
Then trouble came to the small, peaceful island-nation in the form of two different threats. The first appeared in 2090, thirteen years after the Endurf?eingu and the Great War. The first outsiders since 2077 came to the island. However, these outsiders were not benevolent survivors, but rather war-like raiders. After thirteen years without an incident Iceland's patrols had grown quite lax, as the patrollers no longer thought they'd encounter anything. Then primitive warships of Scandinavians fashioning themselves after the Vikings of old made it through Iceland's protective bubble and proceeded to raid and pillage various spots on the island. The rest of the military was slow to mobilize and hadn't seen any real action since the curfew patrols during the nuclear winter. They were slow to push the raiders out of Iceland, and when they finally did the Vikings managed to escaped with over a hundred captives (both Thralls and regular humans) and various treasures, including a pair of Mercedes-Benz hydrogen-cars.
The raid's real effects were not what the raiders took, however, but rather what their arrival meant. First-off, it illustrated the military's inability to protect the island from even the most primitive force, something that had to be changed. But more importantly, it showed the Icelanders that they were not alone on this world. Not only was there another organized society across the sea, but they were capable of performing long-range attacks, they possessed firearms, and they knew where Iceland was. What followed was a vigorous retraining of the military and an increase in both discipline and training quality.
The second threat was not from man, but rather from nature. One year later, in the year 2091, strange creatures came down from the northern waters. At first they existed only as tales, giant Kraken-like beasts and sea serpents longer than most ships. But then whales started turning up half-eaten in the Icelander's whaling territory, dangerously close to the island. No animal could do that to a whale, they thought, as the bite marks were simply enormous. An official investigation of the matter was conducted, with a mauled whale being brought back to shore and many ships looking around the killing ground for the source of the attacks. When the ships came back the sailors told frightening stories of huge shadows lurking beneath the water. Predictably, they didn't stay to investigate for long.
The Korungur's official response was to simply avoid the area, and they did. But before long the dead whales started popping up everywhere, posing a serious threat to the Icelander's lifestyle and survival. Then, one calm afternoon, a whaling vessel mysteriously capsized. When the military investigated the incident, they found that the wooden ship hadn't ran into anything before capsizing. The lack of bodies but presence of wreckage was also rather disturbing. The Korungur assumed the worst, and gathered a few Icelandic Defnse Force patrol boats to watch the area. A week later, a wooden dummy ship was sent into the area and left to drift for a while while IDF personnel watched from a safe distance.
As expected by the Korungur, the beast showed up, this time in full view of humans that would live throughout the encounter. It was massive, larger than any other know creature of the sea, besides some species of whale. An octopus swelled to mythical size was the subject, nicknamed the Kraken for obvious reasons. After a short delay of awe, the boats surrounding the beast opened fire as they sailed towards it. After a generous few hundred machine gun rounds the beast was clearly dead, though it still writhed around post-mortem. The patrol boats called in a tug boat and hauled the creature ashore, scaring much of the population. After a quick observation of the beast, with no concrete conclusion other than "this is a large octopus", the Icelanders did what any sensible fisherman would do, they chopped it up, preserved it, and ate it.
After the incident, the Korungur made a section of the Iceland Defense Force strictly for 'beast-hunts and defense of fishing and whaling territory'. More Viking raids and Kraken attacks followed, but now Iceland was more prepared for both of them. The Vikings would remain a thorn in Iceland's side for many years to come, breaking through Icelandic defenses every once in a while and performing raids on the country. Calamari began to show up in Icelandic diet from time to time as the IDF killed the giant beasts, bringing them back home, and butchering them. In time, it became just another part of Icelandic life.
In 2095 and the years following it Thralls began to mature and be officially entered into the workforce. The result was better than many could have ever imagined, as Thralls took over more strenuous, difficult, and unwanted work and the fruits of their labors went directly to their owners. A baby boom of sorts occurs as couples hoped to produce Thralls to work for them. Meanwhile, the new generation of young advlts proved to be a small but intelligent and good-looking bunch of children, especially when compared to their Thrall counterparts. This proved that the GAL as correct and the Korungur's plan is a success.
This is one of the Korungur's last accomplishments, as he passes away from natural causes in the same year. He is satisfied with what he has accomplished in life, carrying Iceland through the apocalypse and ensuring that it would have a bright future, built on the backs of Thralls. His eldest child, Floki Olafursson, then took the position of Korungur from his father. Floki was much less strict than his father, and his rule was, overall, more gentle.
One of the first things that Korungur Floki did was establish a new religion, one that he and many others in the upper echelons of Icelandic society followed. Some would consider the new "religion" to be nothing more than atheist beliefs, but this assumption is not correct. The religion, called the Order of the Everyman, worshipped the spirit of humanity as a whole and the 'collective soul'. It was believed that many supernatural forces, such as spirits, exist, and most are hostile to humanity, trying to corrupt them. They believe that there may have been a creator or God of some sort, but that it is either long gone or does not care for humanity.
Once Korungur Floki, who was turning out to be a loved monarch, established and supported the new Order of the Everyman many people flocked to it. For the time being, the Christian population still outnumbered the Order's followers, but that would change in later years. Despite supporting the Order of the Everyman, the Korungur kept Iceland's freedom of religion. He frowned upon the creation of Thralls, as exploiting a human like that was against the Order's doctrine, until he came to a realization. Thralls did not have souls. They did not feel, or express themselves, or even think for themselves. They were judged to be unworthy of the title 'Human' when born so the government, guided by the Spirit of Man, took away their soul to help keep the machine that was humanity clean. Floki spread this idea to the rest of the Order, and it stuck.
Then, in 2097, the Korungur made his first move to end Icelandic isolation. First he sent an official expedition force to relocate and scout out the relatively nearby Faroe Islands. The expedition returned with tales of a land that suffered little structural damage in the war, just like Iceland. They did, however, estimate the population to be much, much smaller. It also, much to the Korungur's pleasure, did not have a military at all, though it was assumed that they had a small police force.
With his information gathered, Korungur Floki sent a colonization force to the island. First it was only a small military force meant to secure a safe landing for civilian settlers. Then a few adventurous settlers and their Thralls sailed to the island, carrying with them the Korungur himself. The Faroese did not resist the Icelanders, but when the Korungur approached the governing parliament, the Logting, they expressed their distaste at being colonized by their Icelandic neighbors, though they knew they could do nothing about it. Floki was a kind man, though, and he did something odd to remedy the issue.
First-off, the Korungur allowed the Logting to keep their positions and govern over the Faroe Islands, almost as they had before Icelandic intervention. Then the Korungur, predictably, declared himself to be the Korungur of Faroe as well. But he did not merge Iceland and the Faroe Islands, instead he was the king of two completely separate kingdoms, both of them allowed to create their own laws and follow their own traditions, along with being able to handle their own court and police force. They did, however, possess a unified military and, of course, a common ruler. The Logting accepted the deal, with the ultimatum being forced assimilation.
Within a year the Faroe Islands accepted the use of Thralls and many were shipped in, along with supplies of Tranquility. The Faroe Islands, like Iceland, relied mostly on fishing and whaling for sustenance and was powered by renewable energy (hydropower, in their case). Most of the residents on the island lived as they had for a thousands years, on small, powerless farms in relative peace, tied together by their strong traditions. In total, the islands had a collective 28,000 humans living on it. The local language, Faroese, proved to be strikingly similar to Icelandic and the people of both nations found it relatively easy to learn the other's language. Meanwhile, Danish, which was spoken as a second language by a few on the islands, started to die away.
The next 3 years came and went without any new developments. Viking raids continued, and before long the Vikings started raiding the Faroe Islands, supposedly discovering the islands when trailing Icelandic trading vessels. The Faroe Islands fared much worse than Iceland when trying to ward off these raids. Many Faroe sheep were carried off, hurting the locals' ability to feed themselves. The Korungur sent some Icelandic ships to defend against the Vikings, and the raids slowed down substantially.
Then, in 2100, the Order of the Everyman's followers were officially more numerous than the local Christian church's congregation. The main driving force behind this was simple, Christianity didn't accept the use of Thralls, while the Order of the Everyman did. As before, the Korungur still allowed religious freedom despite his strong support of the Order. The Order's beliefs also spread to the Faroe Islands, though the natives were slow to give up their Christian beliefs. In this year Floki also sent a militant expedition to scout out the nearby Shetland Islands.
By the next year, Shetland was taken. Unlike Iceland and the Faroe Islands Shetland did not have a solid government, but rather numerous tribes that constantly waged small-scale wars on each other. The islands of Shetland were taken quickly by the Icelandic navy, but many tribals died in the process. The opinions of the action back home were not good, and many people protested Icelandic expansion if it meant killing 'innocents', ironic coming from people who turned their young into mindless slaves. To ease his people's cries of injustice the Korungur publicly announced that the Shetlanders had been participating in the raids on Iceland and the Faroe Islands. Though they had done no such thing, the people's opinion of the situation quickly changed.
After Floki established himself as the Korungur of Shetland and calmed down the local savages things in the three Atlantic island kingdoms remained largely the same. Fishing, whaling and ranching continued, the cities remained powered, Thralls were continuously created, and there was peace. The only things disrupting this were the raids of the Vikings and the odd sea monster attack. Then in 2111 Floki died when the ship he was riding on to visit Shetland from Iceland was raided by Vikings and he was captured.
The raiders tried to get a ridiculous ransom for the Korungur, a massive amount of fish, Icelandic horses, Shetland ponies, and many fuel cell-powered cars. The representatives of each of the three kingdoms, the Fulltrui, gathered to discuss if the ransom was worth paying and decided that it certainly was not. After all, the Korungur was aging quickly and would soon pass from natural causes, anyway. Instead, one particularly influential admiral declared himself to be the temporary Yfirmaeur, or leader of the armed forces, and gathered together the great Icelandic military, now supplemented by Thrall soldiers that had been trained by the government.
While the three kingdoms were governed under the temporary rule of their Fulltrui, the Yfirmaeur sailed eastward, to the home of the raiders, Norway. It was the first time that a large amount of Icelandic citizens had visited mainland Europe, though smaller scouting expeditions had gone there in the past. The Icelandic forces attacked the fjords of the Vikings, burning down their wooden docks and slaughtering their people with the same savagery that the Vikings had shown the Icelanders in the past. The Vikings hadn't ever considered an attack on their homeland, always relying on surprise and range to attack their enemies. Now that they had been found, they fell quickly beneath the Icelandic volleys of lead.
Meanwhile, the Yfirmaeur carved out a path inland with the most elite Icelandic forces. Eventually they reached the hall of the Viking leader who had held the Korungur captive. They found him holding Floki with a sword to his throat, telling the Yfirmaeur to call off his assault or the Korungur would die. He, however, underestimated the effectiveness of firearms, and one well-aimed bullet later the man was dead and Floki was free. Meanwhile, a great purge of all Vikings was commencing in Norway, and many of them fled east. Iceland found itself with a vast expanse of land free of the Vikings, land that was much more fertile than the islands of the three kingdoms.
Floki, extremely grateful for the rescue but thoroughly shell-shocked from the experience, made the current Yfirmaeur Korungur and retired to a peaceful estate in Shetland, where he died peacefully many years later. The new Korungur, now known as Fasolt Viking-bane, appointed his own Yfirmaeur to help in military matters and established the first mainland kingdom of the Icelanders, the Kingdom of Norway.
But the mainland was nothing like the peaceful island-kingdoms of the north Atlantic. The land was wrought with disease, hardship, and even worse, odd human-like beings twisted by radiation and deemed 'mutants' by the locals. Despite this, many Atlantic islanders migrated to the region, coming via ship in great droves and hoping to seize large amounts of land and be successful. As the population in the Kingdom of Norway grew and it's borders expanded so too did the military. Large amounts of Thrall soldiers and intelligent leaders were needed to hold off the great Troldfolk and Jotunn of the north, the powerful Vikings and Draugar of the east, and the frighteningly twisted but weak ghouls of the south.
These mutations frightened and disgusted the pure Chosen Humans of the islands, people who greatly valued purity. While he ghouls were recognized as weak enemies and good sources of labor, the other mutants surrounded Norway and held significant physical ability. In the next years, the military grew to combat these imperfections, mostly made of Thralls. As the land in Norway expanded north the tribes of northern Sweden, Norway, and Finland's opinion of mutation and politics stood out starkly against their own. Instead of conquering them under Norway, the Korungur granted them their own collective kingdom, Finnmark, and ruled over them as Korungur.
Years later, while the land in the north significantly expanded, a Korungur decided to fund an expedition to Denmark, with the ultimate goal of claiming it as his own. The land was rife with ghouls, made from the immense amounts of radiation that had drifted over from the thoroughly nuked island of Zealand. After cleansing a large amount of the more feral ghouls, the Kingdom of Denmark was established. It was an utterly hellish place to live in, and the only fully restored structures were the numerous factories of the country, shanty towns made to hold the enslaved ghouls and Thralls, and a few military bases to keep a militant presence there. A person with a sufficient amount of slaves could easily become ludicrously wealthy in Denmark, but few tried because of the fumes in the air and the groans of pain on the wind.
With Denmark established as the sixth kingdom of the Korungur, he officially declared the coalition between his kingdoms to be the Nordic Concord, a very real power in Europe. What came next could be described as a golden age for the newly formed Concord. With it's newly acquired resources, land, and industrial power, the kingdoms were better off than they were before, but the new influx of population did provide a rather substantial issue. Before long, many started to go hungry, lacking and substantial amount of sustenance besides fish and meat, which were both being stretched thin. It was then that the Korungur sought out other established factions in Europe, hoping to establish trade.
There were, apparently, a moderate amount of nations spread throughout Europe, all of them relatively civilized and, despite facing the omnipresent threat of disease, mutants, radiation, and raiders, relatively prosperous. The Concord did, in fact, establish trade with some of these nations, mostly importing large amounts of grain and fruits while they exported manufactured goods, livestock, Thralls, and a few other categories of items. The Concord also saw another thing in the rest of Europe, one that infected all nations, war. The post-war factions of Europe waged near constant wars with one-another, fighting for resources, land, slaves, and countless other petty causes.
Despite their moderately impressive military force, the Concord decided to do it's best to stay out of these wars, t for it had enough problems with the constant mutant assaults that plagued it's mainland holdings. It's navy started to heavily patrol the North, Norwegian, and Baltic seas, hoping to ward off any amphibious invasions, and it's land forces moved to defensive positions in northern Finland and the Jutland Peninsula, aiming to force land invasions to only attack well-prepared regions. Numerous forts and defensive structures were built in these two areas, forming great defensive lines. The remaining Swedish land that was not yet under Concord control was deemed to costly to attain, as the Draug who had settled there would inflict massive casualties if provoked, and a lesser string of forts was built on that frontier.
The rest of Europe regarded their northern counterparts as far-off and unthreatening, at least for the most part. Trade continued, though, and Concord ships sailed all the way into the Mediterranean on a regular basis, trading extensively with the Italians, French, Spanish, and various North African states. Thralls started to show up more and more in slave markets throughout Europe, though no one besides the Concord itself ever created new ones. Korungurs came and went as their Concord remain unchanged through the years, fighting their endless war against mutants and defending from the odd naval raid or land-based attack.
Then, after decades of stability and prosperity, things started to fall apart for the Concord. The issue was not their own, really, but it certainly affected them. A massive chain of wars erupted in Europe, triggered by the invasion of a highly militant and very powerful nation originating from somewhere in India and assimilating great swathes of people and land as they traveled towards Europe, driven by their 'goddess' and her command. As the machine steamrolled through Europe, it destroyed and severely hurt a great deal of nations, many of these being the ones that the Concord relied on for food and other supplies. Eventually, the invasion stopped as the majority of Europe threw itself at the southeastern force, but the damage was irreparable. Countless years of post-war progress was torn apart and nations once-again dissolved into petty raider states. A few, like the Concord, remained directly untouched, but the sudden cut-off from developed counterparts severely hurt their economy and ability to sustain themselves.
Prussia, once a great power in post-war Europe, survived but was cut down to a mere sliver of it's past glory. Desperate, it's monarch turn his sights on the untouched land of the Concord and attempted to invade Denmark and the Concord as a whole through Jutland. The Concord forces turned back the Prussian attack force, greatly aided by the forts that it had constructed there years ago, but ended up losing a sizable amount of troops. Meanwhile, in Finland, a series of short but brutal battles started to commence between the Kievan Rus and the Nordic Concord. Unlike the Prussian attempt at invasion, the battles in the north continued for years as both sides inflicted large amounts of damage on each other, though neither even accomplished much for long.
The Concord needed to do something quickly, they realized, else-wise they would end up like the rest of Europe, a petty state that waged war until it's flame was finally extinguished. The current Korungur, Korungur Freyr, took to actions that would ensure future Concord survival and, in the end, extend their power a great deal. First, the man sought audience with Kievan Rus, giving them claims to the majority of Finland, leaving a strip of it unclaimed as a clear divider, and even granting them an eastern part of the Baltic Sea, unharassed by the Concord's superior navy. He established trade with Kievan Rus as well, helping both powers recover from the mysterious Indian force's siege on Europe.
With their eastern border now safe and their southern border devoid of any forces who could seriously threaten the Concord, Korungur Freyr turned westward. His people had long since given up on ideas of America, and the common opinion was that it had most likely suffered much worse than even Europe. Freyr, however, was determined to prove the populace wrong and turn around the Concord's luck. The man gathered an expeditionary force together in Reykjavik and sent them westward, towards the unknown.
The Concord held it's breath as it awaited news, or lack thereof, from the expedition. Finally it came, with word reaching Iceland that the fleet had touched down on Greenland. It wasn't much, as it still didn't provide the Concord with a view of how the actual populated portions of North America had fared, but it was a start, at least. As the expedition continued on to find Canada or the USA once-again a few settlers started moving into Greenland, drawn by the tails of it's rich waters, spectacular scenery, and good hunting for seals, polar bears, caribou, reindeer, and muskoxen. At first, the land was free to any who were crazy enough to move to the icy island, but after a visit himself Korungur Freyr established it as his property, making it the seventh kingdom in the Concord.
The local Inuit who, after the war, had started living as their ancestors did, were introduced to the Concord and eventually assimilated. Various rebellions would pop up in the coming years as the locals lashed out against Concord rule and it's use of Thralls, but each would be put down easily enough by superior training, numbers, and technology.
As people started to move into Greenland the expedition to re-discover America continued. After another pause, Concord ships landed on the Canadian island of Newfoundland, reporting a land that, though touched mildly by radiation, was no hit directly during the Great War. The good news did not stop there, however, the islands waters, just like the rest of the Concord's waters, were rich with fish and it's land was able to support agriculture, something that the eastern kingdoms were in desperate need of. After the expedition force cleared out the majority of the mutated abominations that plagued the island, settlers came in from Iceland an The other kingdoms in droves, hoping to find fortune and a better life.
As the Korungur declared the island to be the new Kingdom of Vinland both state and privately-owned farms started popping up around the island, providing the Concord with rutabagas, potatoes, cabbages, carrots, eggs, and turnips. Fine wines from Vinland also started showing up in wealthy Icelandic households, crafted from the local berries. Less people went hungry each and every day, though it was obvious that more fertile land would have to be found before the situation could be declared solved. With this in his mind, the Korungur turned to the rest of America, sending airships to scout out the nearby regions.
When the airships returned, though, they reported a surprising amount of what seemed to be civilized life, more orderly even than what Europe's wasteland once possessed. This was both good and bad news, because while the other established nations could provide the Concord with the trade they lost in Europe, it would also limit the Concord's planned expansion on the continent and undoubtedly bring war. In response to this Freyr started rebuilding and updating the local Argentia Naval Base, commandeering the present armament, including it's ships and airplanes, as well. A large detachment of Concord ships were also brought to North American seas, no longer needed as much to fend of the largely land-based European powers or protect trading ships to the Mediterranean.
However, before Freyr could further direct the Concord's dealings in North America, he was struck tragically by a fatal heart attack. He did, however, have a single heir- his eight year old son. The Nordic Concord's laws of succession, unlike many other monarchies, had no place for a regent in case a child inherited the throne, giving the boy- Kjartan Freyrsson- an absolute and legitimate claim to the throne. A few highly-respected individuals in the Concord, however, support another man by the name of Jesper Freyrsson, yes, Freyrsson. This man had been adopted by Korungur Floki when he was but an infant and was groomed from birth to be an expert soldier, leader, and diplomat. Jesper had eventually earned the rank of Leikstjóri, arguably one of the most powerful positions in the Concord and was, legally, Floki's eldest son.
After a close review of the documents created by the first Korungur himself, it was found that they said that 'The Icethrone of the great Korungur and all of his personal property and titles are to be passed onto the eldest of his blood'. Blood, it said, and Jesper was not of Floki's blood, per se. The throne, therefore, was passed down to an inexperienced, oblivious, immature, and naive eight-year-old boy and Korungur Kjartan was crowned.
The boy, however, was rather vulnerable to influence, and soon three very different men attempted to make him their puppet. Today, three years later, those three- Leikstjóri Jesper Freyrsson, Fulltrui Reginfrid Hringsson, and Yfirmaeur Aldar Esjarsson- still wage a silent war over young Kjartan.
Government: The Nordic Concord is a union composed of eight post-war Scandinavian and North American countries, the Kingdom of Iceland, the Kingdom of Faroe, the Kingdom of Shetland, the Kingdom of Norway, the Kingdom of Finnmark, the Kingdom of Denmark, the Kingdom of Greenland, and the Kingdom of Vinland. These countries, though officially separate self-governed entities, are united by a common leader, several official treaties and intertwined alliances, frequent, relatively tax-free trade, a shared military, their use of Thralls, and similar traditions.
These eight kingdoms share a common king, or rather Korungur, who wields ultimate power throughout the Concord and personally leads the Vornin, or 'The Defense'. Under the Korungur is his family and the Yfirmaeur (pronounced Yfirmathur, which is how I might spell it IC) a military expert appointed to help advise the Korungur in military matters and command the Vornin while he is occupied with other things. Beneath the Korungur and the Yfirmathur are the six Fulltrui, or representatives of each kingdom in the Nordic Concord (besides the Korungur, of course). Each Fulltrui has the ear of the Korungur and advises him/her on how to govern their particular region.
In later years, the Fulltrui have had a great deal of control over their respective kingdoms. While every decision they make must still be approved through the king, the latest Korungurs have been rather lenient and very open to suggestions, especially if they include a bit of extra money coming their way. Each Fulltrui is elected every ten years by their respective kingdom's local councils. The name of these councils differs for every kingdom (Iceland- Althing, Faroe- Logting, Shetland- The Gathering of Tribes, Denmark- Folketing, Norway- Storting, Finnmark- Alsdste Montering, Greenland- Inatsisartut, Vinland- Safna vínvie) but they all exist to serve the same purpose, electing their Fulltrui and managing the day-to-day tasks of their kingdom.
Another important position in the Concord is that of Leikstjóri, director of úttektir (Audits). Besides having complete control over the most elite force in the Concord and being able to ignore orders from all but the Korungur, the Leikstjóri has access to all intelligence in the Concord, has a detailed file on all of it's citizens (including a small amount of information on Thralls), and, when on an Audit demanded by the Korungur, has access to all possible resources and areas and can- technically- eliminate or wipe the titles of anyone he deems fit.
Economy: The Nordic Concord possesses a state capitalist economy, with the government owning and monopolizing various sectors, like the energy sector, the main banks of each country in the Concord, the production of firearms, and the production of fuel cells.
The Nordic Concord's economy is fueled by the labor of Thralls, endlessly laboring for their genetically dominant owners. The products produced by the Concord's member kingdoms differs greatly. The Kingdom of Iceland's economy is largely based on fishing, whaling, and ferrosillicon, a resource that is mainly used to create hydrogen fuel cells. To live in Iceland itself is the ultimate goal of every Pure human in the Union, as life there is certainly the most enjoyable life in Europe right now. Though the nation's population is relatively high, it actually has a rather small population of non-Thrall humans, as the rich who live in Iceland possess many of these slaves. Sheep, reindeer, and potatoes have also been exports in the past, but at the moment most agricultural goods stay in the country to feed the present population. Icelandic horses are also exported, both as beasts of burden and sources of milk and meat.
The economy of the Faroe Islands is almost entirely based on fishing and whaling, with no other significant resources being present on the islands. It does, however, produce enough fish to keep itself afloat and prosperous enough. Fine clothes are also made on the Faroe Islands, usually in the traditional style. Whaling is particularly important to the Faroese both for it's export value and it's status as a source of much of their nourishment. After the offshore oil of the Shetland Islands ran out it's economy has also been based on fishing, though whales are infrequent in the Shetland area. Massive amounts of fish are exported from Shetland every year, making it reasonably wealthy, and both Shetland sheep and ponies are exported as well. Much of the renewable energy on the Shetland Islands is used to fuels large fish canneries that benefit the economy as well.
In Norway, the economy is a bit more varied. While whaling and fishing are inevitably practiced there and Norway remains the largest exporter of fish in the known world it is home to other resources as well. Before the war Norway was one of the main producers of oil in the world, though it paled compared to a few of the powerhouses in the Middle East. Today, Norway's oil has dried up completely, and though small amounts are suspected to exist in the area the Nordic Concord has decided to ignore it, insisting that all of the work wouldn't be worth the pay off. Instead, the Kingdom of Norway mines iron ore, copper, lead, titanium, and nickel. Timber is also a main export. Agricultural-wise, rye, oats, and barley are produced in large numbers, and Norway provides much of the Nordic Concord's non-ocean-based food. Much of these grains are also used as feed to sustain cattle, sheep, goats, pigs, and poultry, all important animals in Kalmar life. Because Norway is also completely powered by hydropower, various factories line it's rivers. The majority of the Concord's military equipment is made in these factories.
Finnmark's economy is relatively similar to Norway's, based around timber, fish, and iron. However, Finnmark lacks the amount of arable land that Norway has. Instead, Finnmark has very large amounts of iron ore, much more than Norway's suspected amounts, and gold is exported from the kingdom as well. While Finnmark is powered by hydropower, it does not yet posses the surplus of energy necessary to operate large-scale factories. Horses are also main exports from the Swedish portion of Finnmark, and the many of the Concord's warhorses originate in that area.
Denmark is home to the majority of the Nordic Concord's factories and is powered by a vast workforce of both Thralls and enslaved ghouls. While the country as a whole is a rather undesirable place to live, it is arguably the most productive of the eight kingdoms. Various animals are also raised for slaughter in the country, supplying most of the Concord's meat, and Denmark grains feed both animals and people throughout the eight kingdoms. Shipbuilding is also a main industry in the kingdom as the residents, historically some of the best sailors and ship builders in the world, make everything from traditional Viking longships, to generic merchant ships, to large, steel warships. Wind farms, coal, and energy brought down from Norway all strive to keep the great factories of Denmark working. Denmark also exports many horses, more the Finnmark, even, and Denmark warhorses are among the finest in the known world.
Greenland is, by far, the poorest nation in the Concord. While the waters are rather rich by post-war standards the low population and technology present in the area cannot produce enough of a catch to do anything but provide it's own people with sustenance. Hunting produces a decent amount of krones for the locals, who hunt local polar bears, caribou, seals, and muskoxen, though it isn't nearly enough to make the nation actually prosperous. Currently, both government and privately owned mines are working to start up in Greenland, though many of them are still either working on penetrating the ice sheet or turning up dry. Whaling, however, could save the country in the future, if more whalers ever decide to leave to comforts of the east in exchange for setting up shop in the frozen wasteland that is Greenland.
Vinland's economy, on the other hand, is rather strong as a result of it's arable land- a rare thing in the Concord. Potatoes, rutabagas, turnips, various berries, carrots, and cabbage, along with poultry and eggs, feed much of the Concord's populace nowadays. Logging is also important to the island's economy. In true Concord fashion, the fisheries on Vinland catch massive amounts of fish every year, though whaling isn't practised nearly as much as it is in the other kingdoms. Mines and quarries in the area also reap great rewards from the island, providing raw materials for Denmark's factories as well as local construction.
All eight nations of the Nordic Concord use a common currency, the Krone. It was chosen because of the widespread use of it in many of the pre-war Scandinavian countries.
Culture: Culture throughout the Nordic Concord is very similar to that of pre-war Scandinavia. The culture varies between the eight kingdoms, but they all share the same roots.
In Iceland, homeland of the Concord, the motto of the people used to be that hard work leads to prosperity, and that anyone can achieve anything with enough sweat, blood, and tears. Nowadays, though, as Thralls have become more widespread and handle most of the work while the local Pures are among the wealthiest throughout the Concord, most have forgotten those values. Much of an Icelander's time is spent at social gatherings or at one of the island's many local activities, as the cognizant residents of the area don't do much work besides ordering their Thralls around.
Fashion on the island consists mainly of simple pre-war clothes, with a rather large focus on the quality of one's coat and boots. Two different kinds of coats are rather popular in Iceland nowadays. The first is a regular, traditional trench coat, usually made of brown, grey, or black twill and worn by both males and females. The second is a post-war coat, dubbed the wax coat. The coat itself is made of brown denim that is cut into various squares before being patched together in a multi-layer, tight fitting jacket with a mandarin collar and laces along the lower back for a superior fit. The characteristic that gives it it's uniqueness, though, is the generous coat of beeswax put onto the denim when the coat is made, with numerous applications as the jacket grows older. The effect is a jacket that, when heated up by the fire, will soften and form to the wearer's body, stiffening in a perfect, tailor-made fit when it cools down. The waxed brown denim looks similar to leather, which is expensive in Iceland, and both males and females wear the coat. Boots are usually made of leather.
Icelandic pastimes include horse-racing, Thrall fights (to the death and without weapons, of course), stallion fights (also to the death, sadly), traditional gilma wrestling ( http://m.youtube.com/index?&desktop_uri=%2F#/home ), hunting, archery, rifle shooting, chess, soccer (European football), ice hockey, mountain hiking, kayaking, sword (and sometimes pistol) dueling, and listening to local, Icelandic music. Poetry done in the traditional Scandinavian fashion is quite popular and many modern Icelandic historians and writers write in the style of the old Icelandic eddas and sagas. Music mainly consists of three different genres, classical, folk, and newer, more eccentric music (think of Bjork, basically: http://m.youtube.com/#/watch?v=BcGtYQ9QkLs&feature=related ). Though not exactly music, poetry is often read in a musical, flowing voice over the radio, oftentimes focussing on Iceland's natural beauty.
Art in Iceland is also nature-oriented, with wondrous scenes of the island called "the land of fire, ice, and water" by many. The geothermal activity of Iceland, a result of it sitting on a "hot spot", results in multiple hot springs all over the island. After the war, many of the more wealthy individuals have claimed these as their own and have either established 'heitt hús', or hot houses over them or have fenced them in to prevent intruders. Today heitt hús remain large status symbols and the spot for relaxing, meetings, special occasions, and the favorite destinations for many a courter. Icelandic diet, like in most other Kalmar Union countries, consists mostly of meat, dairy, and fish, supplemented by small amounts of grain. Traditional food consists of fish, whale, fermented shark, seabird, lamb, beef (rather expensive in Iceland, but high-quality even before the war), oysters, reindeer, dark, hardy bread, skyre cheese, seal, and shrimp. Modern cooking techniques are used most of the time, though every bit of fish and meat is preserved in a brine or smoked immediately (besides seal, which, oddly enough, was eaten almost immediately). Although a in small numbers, a few Icelanders eat Thrall (human) as well, which, technically, is legal given their status as property.
Life on the Faroe Islands is calm, slow, and peaceful. One can live a reasonably sound life if he works his hardest and the attitude on the island is much like early Iceland's. The diet on the Faroe Islands is much like Iceland's and music on the archipelago is mostly traditional, mainly vocal folk music preformed live and sometimes accompanied by a fiddle. Knitting is a popular pastime on the island, and not much time is left for any other activities, with most time spent working. The locals usually wear simple, durable clothing, with each possessing a single fine outfit that has been made by them throughout their life, sometimes seen as a age-old rite of passage. Shetland shares almost identical culture with Faroe, though some of its savage, pre-Icelandic conquest traditions still remain.
On the mainland culture hasn't been allowed to evolve- or exist, really- as a result of the hellish landscape. It retains the generic, day-to-day survival feel that much of the rest of Europe has adopted. Many follow the old Norse traditions and both jazz and classical music are popular. (I got tired of writing about culture, and it's late :tongue:. Take Iceland minus the luxury and add a dash of Nordic tradition)
Vinlandic culture is best described best as mainland Scandinavian culture infused with elements of pre-war Canadian life. On Greenland, the locals are worried only about survival. The local Inuit retain the majority of their traditions.
Military:
Officially called V?rnin (The Defense), the united military of the six member-nations of the Kalmar Union is no force to be scoffed at, standing 167,000 strong with each of it's soldiers wielding countless hundreds of hours of training. There is a clear divide between Pures and Thralls in the military, with the Thralls filling moat of the foot soldier positions and being issued less advanced guns than the Pures that fill command and social forces rolls. Despite the common belief that Thralls are unintelligent, and therefore poor fighters, one must remember that they were created from a project originally made to create super-soldiers.
Every Thrall soldier, commonly called Pawns in the military, spend the entirety of their life, from birth to death, training and drilling- literally. Chosen from birth for their GAL scores (mostly based on the physical ability category), only the genetically finest Thralls (which are still inferior to Pures) become Pawns. They go through no mental tests, for they are not necessary. Instead, a Pawn will spend literally every waking hour of its life perfecting its combat ability and will be more devoted and loyal than any non-Thrall soldier, period. As a consequence, the aim of Pawns is legendary, especially in the midst of combat. For while all but the most steel-hearted elites feel fear in combat, clouding their minds, Thralls always remain cool, calm, and efficient- The equivalent of a robotic army. Their prowess in hand-to-hand combat is excellent as well, as they execute techniques learned over a lifetime without pause and do not fear their own death.
Pawns do have down sides, though. When left alone in a battle, a Pawn depends solely on his training for knowledge on what to do. While this is wonderful in some cases, it means that a Pawn can never be prepared for every enemy action and will never use creativity to solve a problem. To the Concord's more knowledgeable enemies, this can become a fatal flaw that can be easily exploited. If one takes out all of the Pures among a Concord raiding team or defense force the usefulness of a Thrall diminishes greatly. Extremely unpredictable methods of combat may also throw off a Pawn, depending on their level of training.
Pures in the military, however, usually just fill special operations or command positions, with some lower-ranked individuals being granted their own small force of Thralls to command. The pay in the military is rather high, and joining is considered a great honor to one's family and heritage. Pures in the military are volunteers, though one must have a high GAL score, pass some relatively difficult training, and show themselves capable in military tactics to be accepted.
7% of the Nordic Concord is a part of the military, with the vast majority of this number being made up of Pawns.
(Note that a portion of my military will be present in my European holdings, so not all ships and men will take part in any North American conflict unless the situation is extremely dire.)
Concord Navy-
The navy is the pride of the Concord's military, and it shows in it's funding. Due to the Nordic Concord's large, spread out nature and extensive coastlines, the navy is required to be both large and well equipped. The majority of it's ships are left over from the American occupation of Iceland and are in perfect condition, well preserved over the decades. A few post-war made ships back up these pre-war vessels, but the USN ships are still the navy's backbone.

-4 post-war made, hydrogen-powered drednaughts. (Each one would take us a couple of decades to create, so don't assume that I'll just start pumping these out)

-A number of pre-war civilian cargo ships that have been outfitted with extra naval guns and given extra armor. These exist only to protect Concord trade lanes.
-Many Scandinavian longships built in the age-old way, supplemented by relatively small fuel cell powered motors and two or three machine guns. Made for coastal raids in the traditional Viking way.
Concord Army-
The army is a well-trained force, made up mostly of Pawns, that is meant to serve the Concord in both land defense and expansion. While the army is large- much larger than most others in Europe- many of it's soldiers do not have the best equipment.
The majority of the Concord Army is made up of Pawn infantry foot soldiers organized into squads, with each squad being commanded by a Pure. The standard issue gear for a Pawn includes a post-war made STG 44-like rifles, a post-war made Lahti L-35, and some standard Concord battle dress . The more battle-hardened or capable Pawns are issued Ruger AC556F assault rifles or G3 battle rifles. The Carl-gustav recoilles rifle is also used for anti-armor purposes. Pure squad leaders are issued the same battle dress to eliminate the chance of them being picked out in the midst of combat, though they are always issued more advanced weapons and are allowed to bring their own weapon into battle, if it pasts Concord standards. In addition, every soldier is issued a hatchet and a combat knife, with the hatchet being for utility purposes more than anything.
Humans are not the only things that can be seen in the Concord Army. They also train large, mutated, savage dogs that stand waist-high and are covered in coarse grey fur. These dogs, which are more wolf than anything, are usually seen either carrying extra supplies around the battlefield or charging the enemy with extreme speed. The beasts are quite hard to shoot when they're on the move and they can easily stun or even kill a person in a few seconds. Rarely, some will carry explosives on their back with a vertical stick serving as the trigger. These particular hounds are trained to crawl under enemy armor and detonate, though seeing enemy armor is a rare thing these days.
The Concord Army also has two separate types of cavalry, horse cavalry and armored cavalry. Warhorses from Denmark, Norway, and Finnmark are sometimes seen transporting dragoons armed with rifles. These highly-mobile troops prove effective in more open environments. The armored cavalry is made up of a small amount of armored trucks retrofitted to run on fuel cells and, though rare, pack quite a heavy punch on the post-war battlefield.
The most elite soldier within the Union Army are called the Old Afl, or old force. Named after the American soldiers of old, the Old Afl use the ancient tactics, weaponry, and armor of the soldiers left on Iceland in 2077. Clothed in winterized combat armor, which is higher quality than just about every other armor in Europe, the Old Afl don't look like any other soldier in the Concord Military, face hidden behind their famous white bandacalvas. Old Afl personnel tote R91 assault rifles and N99 10mm pistols and are sent to execute tasks too complicated or difficult for regular army personnel. Every member is, of course, a Pure.
The Concord Army has also been known to use Jotunn, the great giants of Finnmark, in warfare. Jotunn who submit willingly to Kalmar are usually used in the military as devastating frontline soldiers. The eleven foot humanoid mutants usually sport large clubs and are outfitted in armor that shares a resemblance with light tank armor. Though they usually draw large amounts of fire, Jotunn can decimate enemy soldiers and instill fear in them before being taken down.
Finally, backing up all of the rest of the army, artillery personnel using various pre-war howitzers and self-propelled M108's rain down destruction on their enemies from afar.
Concord Air Force-
The smallest, least well-funded branch of the Concord Military. The Concord Air Force exists for three reasons and three reasons only, air-space defense, reconnaissance, and small-scale bombing against targets without air defenses. Two types aircraft make up the UAF.
-A handful of Lockheed 104 Starfighters. The 104's play an interceptor/air defense role, though, if need be, they can easily be used as fighters. This isn't likely to happen, though.
-Many helium-powered airships, armed with machine guns and bombs or entirely unarmed. Made to preform reconnaissance and bombing missions on defenseless targets.
-A limited number of civilian helicopters used for supply purposes.
úttektir-
Translating to "Audits", the úttektir's main purpose is to root out and solve any internal problems plaguing the machine that is the Concord. However, since their creation úttektir has also taken on the role of a special forces unit and intelligence agency. Audits serves only the Korungur and the leader of their organization, the Leikstjóri, or Director.
The úttektir is made up of the finest Pure soldiers throughout the Concord. Both skill in combat and intelligence is taken into account when an Endurskoeandi, or Auditor, is christened. úttektir training is the most brutal training in the Concord, focussing both on physical and psychological build-up. A number of drugs are given to Endurskoeandi to mold them into a better soldier, though these do, sadly, sometimes result in terrible mental damage. An Endurskoeandi must have an almost absolutely perfect GAL rating and many of them are children of previous Endurskoeandi. Many myths and mysteries surround the úttektir department along with both the Leikstjóri and the Endurskoeandi he commands.
The úttektir is supplied with only the finest equipment. Along with a host of gizmos, gadgets, and mish-mosh pre-war tech, every Endurskoeandi is outfitted in US Army reinforced combat armor mk II. The armor is quite possibly some of the most effective non-powered armor in both the pre-war and post-war world, having superior protection, relatively light weight, and a built-in range finder and radio. The armor has been re-colored a light grey and, when not in combat, Endurskoeandi will often wear a ceremonial red cape. The main weapon of the úttektir in a battlefield situation is a AER9 laser rifle with and advanced scope, while the 14mm pistol serves as their side arm. When doing more subtle work Endurskoeandi prefer to work with just the 14mm pistol and no armor. The úttektir department has access to the entire Concord arsenal, along with all of it's information. They have been known to use Gauss Rifles as well, from time to time.
Heim V?reur-
Each of the eight kingdoms has it's own Heim V?reur, or home guard. The quality of each home guard varies, though they usually have soldiers roughly equal in skill to regular military soldiers.

Infrastructure: Overall, the infrastructure throughout the Nordic Concord is good and well maintained, though it only serves the Pures.
The Kingdom of Iceland remains nearly identical to its pre-war self. The entire island is an example of what things were like before the war and what can come again with effort and hard work. The island is powered by renewable energy, both geothermal and hydropower, and it's residents enjoy a large surplus of cheap electricity from a never-ending source. Iceland has the capability to produce almost twice the amount of electricity that it needs with it's existing stations, and much more if it decided to build more of these. However, it is not necessary, so many hydropower plants from the time before the war lay abandoned.
Iceland's main roadway, the Ring Road, is still maintained with the same standards as it was before the war. This roadway connects all of the inhabited parts of Iceland, circling around the coast. The reason it is so well maintained while many other roads around the world are simply forgotten is because of the amount of vehicles in Iceland. Today, vehicles running off of hydrogen power cells are commonplace among the civilian population, cheap, even. In addition, both of the main Airports in Iceland, Keflavik International Airport and Reykjavik Airport, are completely preserved and used quite often by the wealthy on Iceland. Sewage, water, heating, and the like all runs just as it did pre-war.
The Faroe Islands is a rather quiet, peaceful place. Most people in the Kingdom of Faroe are honest fishermen and farmers. About half of the population has power, supplied by hydropower plants. While this pales compared to Iceland, it's actually not that bad around the world today. Just like Iceland, all of the structures on the island have been physically preserved, though many are uninhabited as a result of the small size compared to the pre-war population. Most vehicles on the islands are imports from Iceland, powered by hydrogen fuel cells that are also imported from Iceland. Many different horses are imported from Iceland, Denmark, and Finnmark for use as both draft horses and riding horses. Along with the local ponies on Faroe, all of the horses play a large role in the agrarian lives of the northerners.
A large, interconnected system of bridges, tunnels, and roadways connect the islands of Faroe. Though the system is not nearly as extensive and well-kept as Iceland's it serves it's purpose well, allowing for quick transport around the kingdom. While larger towns have running water and sewage systems, many of the isolated farm houses and fishing shacks throughout Faroe are left to gather water and take care of their waste themselves. The Vagar Airport is still fully operational, allowing for quick international travel, and many ferries carry passengers without vehicles from on island to another.
Shetland is powered mostly by wind farms, which gives a higher percentage of it's population energy than Faroe but still nowhere close to as much as Iceland. The island is relatively uninhabited, with much of the population living on the shore of it's various islands and fishing for a living. Much of the power is also used in the kingdom's canneries, which can it's catch in preparation for export. The road system on Shetland is rather poor compared to the systems of it's neighboring islands in the Union and much of the nation's travel is done on horseback, via carriage, or on ferries that work similar to those in Faroe. Most on the islands have access to running water and sewage systems.
Norway, like Iceland, is fully powered by renewable energy, just hydropower in it's case. Though some more rural communities may have shortages and even more isolated homesteads may go without, electricity is used rather freely in the kingdom. Unlike the island-nations of the Concord, Norway was hit directly by nuclear warheads, resulting in a reasonable amount of ruin. Larger cities, like Oslo, have been completely abandoned in favor of town, villages, and post-war established coastal settlements. Many of the cities are off limits to civilians and the Nordic Concord has deemed the rebuilding of them, or even devoting any attention at all to them, to be a wasteful use of resources and Thralls, instead preferring to make their own communities that are more suited for post-war life.
Norwegian roads are in relatively bad condition, with only a few kept reasonably well maintained for government and military use. Instead, because of the coastal location of most settlements, long-range travel via boat is preferred. A relatively large system of electric and steam-powered trains carry both passengers and cargo around the mainland while most short-range travel is done on the back of Norwegian Fjord horses. Cars exist among the wealthy, imported from Iceland, along with their fuel cells. Sewage and running water exists in larger settlements and, just with electricity, more isolated people must go without.
Finnmark, the northern-most kingdom in mainland Europe, was hit sparsely by nuclear warheads but still suffered greatly from the plummeting temperatures of the nuclear winter and the large amounts of radiation that was carried north on the wind. Because of this, the region is rather sparsely populated by humans, though mutants of all kind dwell there, outnumbering the Pures and their Thralls. Because of the large amount of mutants in the area, most Concordians in the area live in walled settlements nesseled in mountain passages or in well-fortified mining towns that are intertwined with the region's mines themselves. Roads are almost nonexistent and most travel is either done by rail or horse. The few settlements that exist enjoy relatively large amounts of electricity, clean running water, and sewage treatment, but the horrors outside keep it from being a pleasant place to live.
Denmark. The entire country is almost a contradiction, for while one who reads it's production rates alone may find it prosperous, industrious, and advanced, one who lives there will tell a completely different story. First-off, when the bombs fell the island of Zealand was almost entirely obliterated, spreading radiation to other parts of the country and making the populous island itself almost completely uninhabitable. There, ghouls, both feral and intelligent, dwell, free from the clutches of the Nordic Concord. Meanwhile, in southern Sweden and on the Danish mainland the Union has enslaved all of the quite numerous local ghouls and has forced them to work in it's restored factories and on it's few radiation-free farms.
No effort has been made to restore anything besides the factories of the kingdom and a few military bases and ports. The roads and much of the buildings of the region lay in disrepair. The goods manufactured in the factories are transported on the backs of slaves to the well maintained military docks, where they are then shipped to other kingdoms within the Concord and nations of coastal Europe. All power in the region is used to power the estates of wealthy slave owners, the military bases, and the factories of the area while the workforce lives in darkness and filth.
Views on mutation: Because of their genetic impurity, all harmless mutants- intelligent ghouls, for example- are enslaved through common means, as Tranquility does not work on mature beings. The majority of the ghouls are used in the factories of Denmark until they literally fall apart and their treatment is rather poor. Children who are born with any mutation, benign or not, are given Tranquillity just like any other impure child and are made to live out their lives as Thralls.
The more dangerous mutants, like the Troldfolk and Jotunn of the north, the various other mutations from the south and the east, and the beasts of the sea are killed on the spot and, if possible, eaten later. In the north this is a rather large problem, as the Troldfolk and Jotunn in that area outnumber the local Humans and Thralls. The Nordic Concord, however, has recruited benign nomadic Giants in the north to use as either labor or a military force, just as the humans of Finnmark had before the Icelandic conquest of the region.
In unsettled parts of Scandinavia, chiefly unconquered Sweden, the Draugar (singular: Draug) thrive in a relatively primitive but largely successful collection of city-states. These mutants are rather ghoul-like, though the radiation they received did not damage them quite as much as average ghouls. In fact, this radiation made them stronger and taller, though still not to the scale of the Jotunn. (Note: I am not trying to base my Draugar off of Skyrim's Draugr, but rather the real Draugar/Draug from Nordic Mythology)
Land occupied: Iceland, the Faroe Islands, Shetland, Denmark, Scania, Norway, northern Sweden, northern Finland, Greenland (all of it is claimed/owned but only a few parts of it are settled), and Newfoundland.
View on slavery: Slavery, or rather Enthallment in the Concord's case, is quite likely the most important aspect of the Concord, both functionally and culturally. Almost every Pure in the Concord possesses at least one Thrall, with more wealthy individuals owning hundreds or even thousands. Mutants are also used as slave labor, though they are usually less valued than Thralls because of their ability to rebel.
Oddly enough, though, 'slavery of humans' is considered illegal. This is because Thralls are considered sub-human, lacking a soul and being inferior to Pures in every way. The Concord as a whole, though, doesn't care about other nations' use, or lack of use, of slavery.
