This goes out to most all nations bordering the Atlantic as well, but I'd assume that my own faction's traders would have established routes of some sort to at least on coastal city in all reachable and known nations, assuming that they'd be permitted there. I know this is rather vague, as I haven't crafted a sheet yet or mentioned anything of my faction, but we'd mostly be trading food and rather exotic goods for high-tech goods, metal, and weaponry. In addition, missionaries would almost certainly visit along with the traders. All of this will be elaborated on with my sheet, and if you'd like to ask something before then feel free to shoot me a message.

Also, Ranger, so far I am certainly impressed with your sheet, as usual.

I'd imagine some traders would have been welcomed into one of the many, many ports of the Imperium. I'll assume our nations know of each other, to some extent.

I swear there's some sort of auto-correct function on my computer than changes Aldin to Aldrin.

I was thinking trade mostly. General exchange of technology goods and the occasional development contract.

A variety of power methods. Primarily nuclear though.

Since the Consortium had control over Poseidon Energy it has access to many of their research documentation. Including what was done with solar power.

Well armed craft would be combat ships (cruisers, destroyers etc.) with some advanced technology. That can be changed if we want to limit navies more.

I was inspired a bit by Hypercorp and the whole corporate wars last convention. I wanted to add my own spin on how I'd make a corporate faction though.

Essentially this is the full-blown conspiracy type faction. The corporate power acting behind the back of the United States Government. The Enclave was never the real conspiracy, the Consortium was.

Also there's some Umbrella Corporation references.

Well with that map, I've edited in the http://i.imgur.com/JTMXmFP.png. It grew just a tad bit, but nothing major.

Also, I assumed we were going for smaller navies, no destroyers or really proper naval vessels. That's why, despite the navy being a big thing for the Imperium, I kept it ad-hoc.

Haha, that could certainly be the case. I got a good laugh out of it, so it's all cool :D Either way I'm fine with, just giving ya a hard time.

That sounds fine to me. I'll make mention of it in my faction sheet then.

Also everyone, my population is going to be a bit lower than everyone else, human population at least. I've currently got about 700,000 humans, and I did that to compensate for the large number of androids the Commonwealth has at it's disposal (This "large number" includes military, manufacturing, and other various types of android)

As for the map, it looks good to me. I don't think ours clashes at all, but it it does, like I said, feel free to take what you need from mine. I'm not going to be totally focused on expansion this time around, instead opting to improve what I have and make it highly defensible.

Honestly, I think that'd be for the best. I'd rather not have any pre-war vessels in any navy this time around, though I think that a submarine or two may work, as they're just cool :D. If you want to look at it comparatively, Ranger is focussing a bit on his navy (as he stated just a little while ago), and is using refurbished civilian craft while I am using steam-powered post-war vessels and am almost entirely focussed on my navy military-wise. So without trying to be a bother, I'd say that a less powerful navy would be appropriate.

Besides, the vessels Ranger and I are using seem to fit every role that they need to fit. The only real reason one of us would need a more powerful vessels is to destroy another equally powerful vessel, and so-on and so-forth, and personally I'd rather not go down that spiralled path.

I have a question for anyone who has an educated answer, really. What are all of your opinions on the Cuban Revolution in the fifties and sixties? Did it happen? Did the Soviets back Cuba? Did Cuba turn Socialist? Did the USA care? And finally, did the Cuban Missile Crisis, or something similar, occur. It's all pretty minor in the grand scope of things, I just need to get my fluff down and consider the possible military armament of my nation's infantrymen.

Ya IMO. The US wouldt stand for another Commine nation so close to them so the Bay of Pigs invasion you could say was a sucess or you could go OTL (Our real timeline) where it fails. Though likely in the future, Communism in Cuba would have falled around the late 21st century.

Are we still going with a more realistic one with this one, how are we doing air forces and navies; cos I'm seeing that someone has 15 nuclear submarines and wondering.

That's fine by me. I wasn't sure how many we were going for and that navy section was made before we decided upon the whole "realistic" convention anyway.

In that case, I think I'm going to essentially remove my navy. Armored civilian transports used for shipping will be all the Consoritum has. Although perhaps I could keep a few submarines.

Also that was an excellent faction sheet Ranger. Just got through with it. Very interesting take on the East Coast Brotherhood.

History: In the days following the Great War, those of the Massachusetts Institute of Technology sealed themselves off from the rest of the world, intent on letting the world burn around them. And so it did.

Isolated from the ravaged land outside their beloved MIT, the scientists of the Institute were free from the chaos and the pain of the New World. They threw themselves into their work, creating and producing new wonders in the field of robotics like the world had not yet seen. Advancements were made at a fast rate, and everything was going well for the group. Though life had changed drastically, inside MIT, they were safe. None could penetrate the sealed-off stronghold.

Outside however, things were not so peaceful. The Great War took its toll on the populace, those who somehow managed to survive having to struggle just to maintain a bleak existence. Through it all, the men and women at MIT did nothing, not caring in any way what happened to the world around them.

The people, now starting to band together out of necessity, began to hate them. They knew there were survivors inside the old institute, the occasional scouting robot proof of this. But no matter how much they tried, they couldn't gain any information on them. As time passed, MIT became nothing more than an Old World term, replaced by the much more ominous and foreboding name "The Institute".

It was during this time the Institute achieved their greatest accomplishment yet: the Android. These androids were almost exactly like humans, possessing true AI, the likes of which had yet to be seen. Even their bodies were like that of a human, capable of a great many things, even bleeding. A true technological marvel if there ever was one. It was immediately decided by the Institute's governing body to create more and more androids to serve as their perfect tools, their perfect guardians.

And so years passed. The population outside the Institute began to grow, as did the population inside the Institute's walls. Inside, the scientists continued their work, creating new wonders. Outside, the masses fell into despair and violence, waging massive battles against one another, not expecting those of the Institute to care, much less step in.

This time however, the Institute did care. And step in they did.

Amidst the chaos, the sealed compound of the Institute opened up, an army of androids outfitted in advanced weaponry spewed forth, demanding the unconditional surrender of the squabbling wastelanders. The wastelanders tried to resist, but the Institute's army was much to strong and was much better outfitted. They decimated those that opposed them, and took the city of Old World city of Boston by force. They announced their intention: To create a nation where they could all live in the safety and comfort their technology had given them so far. Slowly but surely, the people began to agree with this goal, and they embraced the Institute, and the light their technology brought to the otherwise dark waste.

This light the Institute brought, this hope, manifested itself as they expanded from Boston, and now renamed simply "The Institute". The people took this light in a literal sense, desiring to be surrounded by it at all times. This gave rise to cities having buildings surrounded by the lights, all diverse in color and intensity, and all reflecting the nature of its people. What was once viewed as an ominous entity that cared not for the people outside its walls, the Institute became a beacon of hope for all under its light, in both the literal and metaphorical sense.

In recent times, the Institute has established itself as a sovereign nation with the aid of its androids and human populace, calling themselves the "Commonwealth". They've expanded across several Pre-War states, established control over their various regions, and even made contact with a few other nations, the most notable being the Consortium, another nation that has its roots in the Pre-War era and shares a border with the Commonwealth.

Government Type: Totalitarian. It's run by a council of deans, who are in turn ruled by the Potentate. All members of the Council must be of "pure" blood (Not a commoner in other words) and must be highly educated. They need to be human as well. Though the Potentate does have the final say, the Council plays a prominent role in running the country, so it isn't a total dictatorship. If enough of the Council is against the Potentate, the Potentate will (usually) listen to them. Since the Potentate is elected from the Council however, differences in opinions in the upper part of the government do not happen often. The current Potentate is a man named Robert Frost (Yes, after the poet).

Locally, the Commonwealth is run by locally-appointed officials called Commissioners. The Commissioners are elected democratically or appointed by the Council itself. There is one Commissioner for every city, though it must be stressed that the Potentate acts as Commissioner for the Institute (Boston) Commissioners must be human. The Commissioner's role is to ensure the will of the Council and Potentate is done to an acceptable level. (IRL equivalent would be Governor.)

Under the Commissioners are a group simply known as Representatives. Representatives are entirely elected by majority vote. They can be either android or human. Representatives perform a variety of jobs that might be expected from public official. This ranges from overseeing construction projects to taking in complaints from the lower-class. Representatives do not tend to carry a lot of weight politically and are more considered to be the "henchmen" of the Commissioner. The number of Representatives is entirely up to the Commissioner, and varies from place to place.

Economy: Being the technologically advanced people they are, the Commonwealth specializes in things having to do with higher tech. This is especially true when it comes to robotics, a specialty of the Commonwealth.

Manufactured goods are a major industry of the Commonwealth as well, since the majority of factories are manned by androids, everything produced is of an excellent quality due to the laser precision of its robotic creators.

Other major industries are agriculture and fishing. Being coastal a coastal people since the birth of America, the people of the Commonwealth are natural fishermen, and it is a common job for people. Farm land is also being restored from the nuclear apocalypse that devastated the land all those years ago. Most of the workforce here consists of humans.

The Commonwealth is also essentially capitalist. Independent businesses are not only allowed, but encouraged. This has created a number of various independent corporations within the Commonwealth. However, businesses are very regulated in the sense that they cannot interfere with the Government in any way. This translates to the Corporations almost serving the Commonwealth's higher-ups. Corporations are however allowed to petition the Government for certain privileges, such as the establishment of new branches in various places or the seizure of private land for business purposes.

Culture: Culture in the Commonwealth is very complex, and has many different levels, depending on what class one belongs to. The higher class lives in absolute luxury, no expense being spared. The middle class lives in relatively good conditions, though not near the higher class. The lower class are usually the manual laborers, and while they don't live in squalor or extreme hunger, it's not always the best of conditions. The Commonwealth does it's best to ensure that they have ample living conditions however, and welfare and healthcare does exist, to some degree.

Slaves however are not treated with near the same respect, and the government generally couldn't care less about them, aside from keeping them healthy enough to do their work.

Technology plays a very big part in the daily life of Commonwealth citizens. The government does it's best to ensure that everyone is familiar with it, and considered an integral part of the education system. This is especially prevalent in the cities, where technology is displayed in its many forms, be it broadcast stations, factories, or other various things.

Having descended directly from the Massachusetts Institute of Technology, knowledge is highly prized in the Commonwealth, and is a major focus. Public schooling systems are a major function of the government, and all children are required to attend one of the many education installations around the Commonwealth.

Something one may not expect, and probably the most unique thing about the Commonwealth's culture is their love of all things having to do with lights, the more intense and vivid the color, the better. This stems off of their love for technology. Cities across the Commonwealth are lit up, resembling what one might think is something out of a science fiction setting (Think the lights coming from the Think Tank and Forbidden Zone in Big Mountain.) These large lights are characteristic of the Commonwealth and are almost always considered part of the architecture of most buildings.

Military: The military consists of a number of humans and androids, though the androids used in the military are of a specific design and are made specifically for warfare. Being a highly advanced nation, the Commonwealth's forces use energy weapons almost exclusively. There are 3 branches and 1 special operations group:

Army: This is the land force of the Commonwealth's military. They utilize powerful plasma weaponry as their weaponry, having things like rifles, pistols, and industrial-strength plasma casters. Gauss rifles are used for sniper units, which consist only of androids due to their precision.

While androids preform the more specialized roles such as sniper teams, a combination of both human and android make up the common infantry positions. The soldiers are equipped with Commonwealth-made combat armor, though the androids' armor has a bit more metal in it.

The Army generally works in tandem with the Air Force, and utilizes Post-War Humvee-like vehicles for transportation.

Air Force: The Air Force is almost a subsidiary of the Army. They utilize various aircraft Pre-War and Post-War, including things such as Chinook Helicopters, F-5 fighters, and various old-world bombers.

It should also be noted that all aircraft (Specifically fighters) are piloted exclusively by specially-made androids, not humans. This allows for the Air Force to perform at its maximum potential due to there not being any safety limitations on the aircraft.

Navy: Being a coastal people, the Navy is a large part of the military, and the Commonwealth maintains an active one. Ships consist of the Pre-War vessels retro-fitted for combat purposes.

Virtus Division: A group of assassin-type androids who act as the Special Forces of the Commonwealth. The androids are very distinctive from the common android, and generally do not resemble humans as much as normal androids do (I'm thinking something like this: http://th06.deviantart.net/fs70/PRE/i/2011/157/9/c/robot_assassin_by_hennal-d3i75x8.jpg) Uniform for the Virtus is nothing more than some sort of cloth wrapped around their frame.

Humans can also be part of the Virtus Division, but are not normally admitted. Any human who joins must be the epitome of a soldier, and must prove themselves to be somewhat capable of the same things the Virtus androids are. The humans of the Virtus Division are given distinct armor made to resemble the androids' armor/frame.

While the Navy is capable of combatting most threats, they mainly deal with patrolling the coast of undesirables, while protecting the various fishing trawlers owned by the citizenry.

Views on Mutation: Mutants are not wantonly killed, but since they are mutants, the people of the Commonwealth are indeed biased against them, and usually end up enslaving them. Those that resist are killed. Mutants commonly work alongside android workers, due to the androids' capability to "keep an eye on them". Mutants are viewed as tools meant to serve humanity, nothing more, and nothing less.

Views on Slavery: Slavery is accepted in the Commonwealth. It's not practiced a great deal toward humans, but it is when it comes to androids or mutants. Androids are not commonly considered slaves, since the majority of the "slave" androids do not possess AI and are therefore just walking hunks of metal,

Population: 700,000 humans, and a unspecified number of androids (I don't know how many androids there would be, but since their sort of a huge part, I figured my population would be lower to sort of level it out)

Ah "Potentate", one of my favourite titles for a supreme leader - like the idea about the Council of Deans too. Will read more in-depth when I'm on the train.

I will have a much re-written FS for the Enclave Empire soon, hopefully anyway.

EDIT: Also, don't want to be a pain Ranger but the Imperium is looking rather large.

Faction name: The Enclave, The Empire, America

Government Type: Federal, elective, dictatorship

History: In 2277 the Enclave suffered defeat at the hands of the Brotherhood of Steel, it's primary centres of operation and population destroyed those in-the-field scattered to the north-west away from Brotherhood of Steel and local opposition; bringing with them little but the remains of their camps they settled in the former states of New York, Pennsylvania and Delaware. Almost entirely young soldiers and junior officers they built themselves new lives as regional warlords, taking over or creating large raider clans who were taken in by the Enclave's combat ability, technological/medical prowess and leadership; it wasn't long before the new raider clans expanded into small territorial empires which eventually came into contact with one-another. First contact came in 2282 when the amassed army of The Grand Pathfinder met that of Superior-General Keating outside the competed raiding ground of Lancaster, the two leaders seeing one-another called a ceasefire and met each-other (with the rest of their Enclave entourages) in the middle of the battlefield to reunite; similar occurrences occurred around what would become the Enclave's new empire.

As word spread through-out the clans, a meeting took place at Independence Hall within the heart of ruined Philadelphia as both a symbolic gesture and a test of might for the raider clans to-whom the place was dangerous; for the Enclave routines in power-armour however it was a conventional operation. There were a myriad of opinions amongst the Enclave, some wanted a total unification of the "States" (as they were now known) and the formation of a new United States; most however wished to retain their own new-found sovereignty under a new, looser, federation. Some common laws were determined upon over the course of the meeting, that all states would defend one-another should one be threatened, trading manpower and resources and the election of a new President; the first decision of this new federation was the construction of a new headquarters near Bloomsburg.

Description: The Enclave is comprised of twenty-three separate states, of-which several are most obviously preeminent amongst them, represented and - ostensibly - governed by the President whom is elected every four years; the power of the President is, however, largely determined by their own personal power and that of their state.

Federal Governemnt:

The Enclave Joint-Chiefs is based in the area of Bloomsburg which is roughly in the centre of the Empire, in a fortress like facility built chiefly by Alantown and its affiliates. All warlords, regents and heirs are permitted attendance (in-addition to others deemed fit by each warlord) to the bi-annual summit to determine future Enclave policy, vote on national matters or disputes and elect a new President, of-which the current incumbent is Colonel Isabella Sutler of Alantown. Warlord power-politics are a large factor in Enclave Federal decision-making in a similar vain to pre-war democratic processes, warlords with rivalries or seeking their own power may be swayed into effective vasseldom by larger powers seeking votes for their own measures or inadvertently so as the presence and demands of one warlord is so asserted on another to create the same affect; Alantown's industrial demands, for example, render neighbouring warlords so dependant that they are essentially administrators of an annexed territory.

It is also notable that the chiefly unisix policies of the old Enclave have been entirely re-written so that most bureaucratic positions are held by women and not men, fertile women being considered significantly more valuable to the continuation of the American civilisation than men, whom are often required and volunteer for military service to impress their raider-subjects and earn from their fathers the right to their power-armour as most men have at-least three children but only one suit, which dictates the heir-apparent in-the-case of the actual warlord himself, to give to their children.

Most federal level powers concern the Enclave's armed forces, which may be requisitioned from each of the states if it is required. Notable other concerns however is the Department of American Standards and Practices which governs national procreation and genealogy regulations; amongst its concerns are ensuring the continued domination of humans over sub-human subjects, chiefly by ensuring that a hybrid generation isn't created to exert such demands. It operates with total impunity, particularly in Delaware, maintains complete and up-to-date records of each warlords organisational hierarchy and deeming which positions are only suitable for American citizens and also determines the procreation regulations which stipulate that women are required to have more than one-child (if possible) in their lifetime and preferably at-least half of their total children via artificial insemination from an unrelated donor.

The States:

Alantown (pre-war Allentown) is currently the most powerful state in the Enclave and in its leader, Colonel Isabella Sutler, has seen the most terms elected as President; Alantown has founded primarily by survivors of the Battle of Adams Air Force Base whom also comprised the highest "Enclave" population (including scientific and technical personnel) and had the most operational Vertibirds which has cemented the power of this state for at-least another generation.

Alantown is named for the Colonel's late-husband, and previous Colonel, Alan Sutler who was the commander of the Adams AFB garrison and defacto leader of the Enclave from Raven Rock's destruction to the AFB's capture; amongst Alantown's Enclave population he is revered as a martyr, hero and avenging angel whom sacrificed his life after being gravely wounded in-combat with the Lone Wanderer. After making camp one-night, Alan Sutler left quietly and unobtrusively one-night; knowing that his gangrene was consuming the groups medical resources and was, at-any-rate, incurable and ultimately slowing it down as the Brotherhood's forces searched for them. To the Enclave he is a hero and the raiders of Alantown (and other states) an almost divine figure of virtue and loyalty; in Alantown alone countless acts are performed for his name and glory each day by the slaves and raiders whom toil each-day beneath his towering statues and likenesses.

Though his tenants that "nobody is left behind" and that the Enclave is a family have become a common mantra amongst Enclave clan-chiefs, his resolute dedication to "traditional American values" - namely the subjugation of sub-humans and pretender nations - remains where it has mostly been discarded, if for pragmatism rather than sincerity, by other senior clan-chiefs.

Alantown itself is a town on the rise, and mostly on the backs of slave-labour; Alantown's founders were significantly advantaged by their larger number of Enclave survivors, forming alliances with raider clans by the extermination of their enemies and taking huge numbers of slaves. In Alantown military-service is Alantown Citizenship - though not American citizenship which is hereditary and now regulated at Federal level. In many ways most Enclave are quietly fond of Alantown, though it's dogma is sometimes detrimental to realpolitik, it represents the spiritual heart of a lost people, a potential world now lost forever and certainly no American is more happily received by his peers than in Alantown beneath the statue of Alan Sutler inscribed: "We few, we happy few, we band of brothers."

Valentine (formerly Salisbury, Delaware) is the heart of the "Kingdom of Delaware" and it's eccentric, swaggering leader, King Jonas T. Valentine; if it can be said that Alantown had it easiest, Valentine had it the worst. It began with almost nothing in the way of Enclave resources and all entirely by the hand of Valentine himself who escaped across Chesapeake Bay alone under Brotherhood fire and found in Delaware mostly peaceful isolated townships and tribal-raiders equally content in killing each-other in disputes than in taking spoils. When he marched into the Tuckahoe tribe's camp, their small-arms fire reflecting harmlessly from his carapace, they believed him to be a God; gifting them the pelts of several local animals he quickly seized control of the camp in the "traditional" manner of combat in a fight with the incumbent chief lasting eleven seconds.

He taught the tribe about small-arms, how to maintain and clean weaponry and - in-practice - of military tactics when his army descended on the Martinak tribe to the east with barely a weapon jam or explosion amongst his own forces; Valentine himself, to preserve his ammo, simply engaged the enemy in close-quarters-combat and inadvertently created the tribal custom of taking the spines of your enemies as trophies and the stomping on the faces of your enemies as a desecration. In defeat he incorporated the beaten tribes, his word and command enough to replace he tribes previous animosity and unite them into a new clan. It wasn't long before the simple, isolated, townships of Delaware were savaged by Valentine forces and he himself the self-crowned King of Delaware, in the city named after himself no-less, resting on a ornate throne before a wall festooned with his personal collection of spines.

Valentine itself is little different than what came before it fell under his rule, the King himself ruling from his fortress-harem built into an old mine in the hills outside the town, populated by his favourite raiders, the first-born daughters of Valentine's populace and a legion of his own-offspring. It is the largest territorial empire in the Enclave - though much is spartan - and it's fringe position to the rest of the Empire mirrors that of its status. Most of the core-Enclave territories (typically founded by a larger, better equipped, Enclave populace) have disowned him, the barbarous practices he has been seen to inherit from his army and his casual fraternisation with the mainlander populace; Valentine himself has taken an American wife since to provide him with an heir that would be recognised as an American by the Joint-Chiefs and as a sign that he was not so arrogant and so un-civilised to abide by the rules of his American compatriots. With nowhere left to conquer, Valentine's raiders frequently see-service in other clan-chiefs on the far north and west of the Enclave Empire to sate their tribal need of battle and trophies or-else cross the Bay to the Imperium of Steel.

Fowler's Hollow, once a state park, now the only "rural" capital of President-General, The Grand Pathfinder, George Thurston Rutledge'; centred around a remote mining facility the compound is more reminiscent of a 19th century fort than the sleek metal bunker of Rutledge's youth. To the uninitiated he is cut from the same cloth as King Valentine, integrating heavily with his new subjects; though Valentine still rules as a King, an autocrat, Rutledge had gone so-far as to bring mainlanders into the fabric of his operation as his personal advisors and "bureaucrats" until greater contact with the Enclave remnants began to occur and he was "assigned" support-staff by Federal appointment (to the point that new, "untainted" official positions were created for his new staff). Unlike his oft comparison he has also greatly hybridised US Army tactics with the instinctual, generations old, guerrilla tactics of his raider-clan; unlike Valentine's savages, Rutledge has done much to quash the previous tribalism to create a more professional atmosphere reminiscent of how US Army tactics have merged with their own primitive culture. Though slain enemies are still skinned and suspended as trophies, combat is regulated and controlled through officers and NCO's whilst group-tactics are properly utilised.

The Grand-Pathfinder himself was little more than a common soldier when he found his destiny, the "traitorous practices" of fraternisation and cohesion with his mainlander subjects which he is often accused have no precedent before the collapse of the Enclave; he is simply the largest of what became of many Enclave camps after the collapse which forced them into the northern wastes and remains one of the diminishing number of Enclave leaders whom can truly be called a warlord.

The President-General's forces are most engaged across the Imperium's border, running drugs and slaves from the region and taking part in the frequent borders skirmishes that occur; this conflict with the superior equipped Imperium however often creates a drive for manpower and the importing of slaves from King Valentine.

Vault 42, known colloquially as the Dinge, is the headquarters of the Supreme Director and Overseer Mortimer Oscar Reinhold; if Alantown is the Empire's traditional heart then the Dinge is it's shining beacon of hope. The Vault was located by Reinhold and his small team of technical experts and engineers a few years after the Enclave's destruction; Reinhold had been a field-agent working out of a satellite facility in northern most Virginia when the Enclave collapsed but before that had been on a committee that tried to make contact with Vault 101. He led the small team under his command to various locations where he believed there to be Vaults and only after a year of searching did he find Vault 42 which suited his needs perfectly.

Though the Vault followed the standard template of construction, in-line with the Vault Experiments it had only been fitted with bulbs of 40 watts; what Reinhold found inside the Vault was a stable community that had clearly adapted to its situation. Though it's people were intolerant of bright light, it was more through lack of exposure than a new evolutionary intolerance (though it had kept the residents of the Vault from leaving); though initially entering the Vault as refugees, it wasn't long before the Mortimer and his cadre had seized control of the Vault, promising a better way of life and a future for the Vault and it's descendants on the surface.

The Vault is the heart of the Empire's scientific research, both as an effectively pristine facility but also in the Vaults great number of professionally trained scientific, medical and technical personnel; compounded by the fact that they cannot leave the Vault, Reinhold had ruthlessly exploited this fact and has seen most of the generations since his rule (whom are raised outside the Vault) married off to Americans outside his state. Though his monopoly on the majority of the Empire's scientific, medical and technical expertise will expire within a few generations as all of the Vaults descendants have been raised outside and nothing prevents their requisition to other states, they will also be so intermarried into the Enclave aristocracy that has emerged (certainly in line with Federal procreation and genealogy regulations) as to maintain the states place as one of the highest Federal authorities.

Much of what exists outside of the Vault is an ancillary concern to the Supreme Director and Overseer, it's organisation and operation effectively sub-contracted to Americans from other states, typically fifth and sixth sons seeking to create their own legacy in one of the most powerful states; Mortimer and his cadre believe that within some generations, after he himself has retired, a proper synthesis will take place when whomever becomes the next SDO will be someone from outside, bringing to the role someone with military and political experience that will likely turn the state from a Vault surrounded by slaves and test-subjects into a proper state on-par with Alantown.

Philadelphia itself is a ruined free-for-all, a preservation area of what the entire area was once like before the Enclave arrived to enlighten and uplift its inhabitants typically used as a source of slaves and as a proving-ground for Enclave officers and their tribal-raiders soldiers; inhabited mostly by scavengers, unaffiliated raider tribes and settlers, many have moved underground making it occasionally necessary for a proper extermination to take place lest they actually become a threat. This "fake war" that occurs annually or bi-annually is the Enclave's largest war-game, involving locking-down the city, clearing the nest of underground tunnels, sewers and what-ever else has made the once rural raiders into drilled (if less instinctive) units for urban pacification - a skill that the Enclave considers "vital" for future endeavours. In the centre of Philadelphia however is the largest of the Enclave's outposts in the city and the one with whom the Joint-Chiefs have a special relationship with.

President-of-the-Sea Obadiah Norman Conrad controls limited physical territory outside of his facility in Philadelphia's dockland, he does however control what has effectively become the Enclave's naval forces; centred around his flagship, Trident (formerly Poseidon Marine Vessel Santiago, a Poseidon Energy oil tanker), he has mostly engaged with Imperium forces around Bermuda and along the western shores of the Chesapeake Bay for longer operations. Per-capita, Conrad has the largest requisition of energy weapons and Vertibirds and is fierce to prove his justification for such orders by engaging in operations.

Conrad himself was once Captain Conrad of "dike's Reckoning" - he himself often known as "The Fist" - a long-standing Verti-Assault unit going back to the early years of President Richardson 2nd tenure; he and his squadron were under the command of Colonel Sutler during the Battle of Adams AFB and were ordered ahead by the Colonel during their exodus, they ran-out of fuel, landing only on the deck of the fusion-powered tanker to refuel their own craft. Captured by the tankers inhabitants, he and his other men were forced to use their technical knowledge to repair the tanker if they wanted to leave; they were imprisoned for 2 years before they succeeded when, during the "celebrations" Conrad and his men seized the opportunity to take-over, promising not to take revenge in return for their servitude. It took their first battle to properly cement any trust between the raiders and their new leader; the Captains Vertbirds roaring overhead whilst he himself, now the President-of-the-Sea, marching across the deck of his ship in power-amour with a tesla-cannon on each shoulder.

Conflicts with the Imperium navy has trained his crew and though he has lost some smaller ships the Trident remains perfectly operational; even pleasant to live-aboard, in March each year the Oil Rig memorial banquet is held aboard the Trident, it being of the same model vessel that was responsible for the destruction of that facility.

Economy: Much of the "economic output" of each state is directly controlled by its warlord though it's nature is likely dependant on its geography, towards the Enclave Core Territories manufacturing, bureaucracy, research and development is more prevalent whilst fringe territories continue typical raider pursuits are drug-trafficking and production, scavenging, raiding and slave-taking.

The areas dense population, in-addition to overspill from the former states of New York and Virginia, make slavery a common and profitable practice.

Military: In the new federal constitution, all states are obliged to provide manpower for the command of the President and though a special relationship with the President-of-the-Sea. The "army" of the Enclave is almost entirely composed of raiders under the direct command of the regional warlords, most of whom join their forces on the frontlines. Powered armour is sacred and ceremonial, handed down from its original owner to his or her descendants though occasional power armoured units see service from Enclave sons seeking glory on the battlefield to raise their own clans; the federal army is supported by manufactured howitzers.

For regular raiders, whom cannot have power-armour, to be bestowed an energy weapon (typically by the warlord himself, on his authority or by some of his closest staff is the greatest honour; all energy weapons in-surplus and those found are held by the federal Department of Requisitions and are mostly stored at Vault 42 where they are religiously maintained.

Most however are supplied from the forces of the President-General, King Valentine and the regional/border warlords whom they most affiliate with; this is both due to these states increased tribal practices and want of combat and the increased slave populations of the Enclave Core Territories which require a larger military garrison to properly maintain.

Most raider-clans have similar tactics, in the east (prominently in Delaware) they are more tribal-raider coming from the more urbanised regions, with only marginally modified tactics practices to complement their significantly improved equipment and training; in the western fringes most engage the Imperium and follow the route best exemplified by the President-General of true-hybridisation between the raider-lifestyle and US Army tactics best suited for rural conditions. Towards the Enclave Core Territories the raiders have been moulded, through generations, into a rough model of what was once the US Army as the Enclave knew it though are primarily concerned with maintaining order over the slaves.

Most of these warlord clans operate their own elite and special forces units, Rutledge's renown sharpshooters and Valentine's drugged-up raiders whom feel no pain. On a federal-level however there is only the "Special Forces", a recreation of proper Verti-Assault team with an entire compliment of power-armoured soldiers and proper ground-support from Vertibirds; staffed primarily either by those whom accompanied the incumbent warlord during the exodus or their children (or the warlords children) whom may loan armour from the surplus held by the Department of Requisitions. They are often deployed either on the most dangerous of operations into Imperium territory or behind enemies lines during traditional engagements and are a source of great honour and prestige from those whom volunteer.

In-addition, the President-of-the-Sea commands the Enclave's naval forces aboard his oil tanker flagship and other smaller, faster boats.

Views on Mutation/Slavery: Most denizens of the Enclave Empire are slaves or semi-slaves, mutants are held in out-right slavery by all states.

Alright, just read through some of the faction sheets in proper.

Quite looking firward to see what comes out of the Commowealth honestly as they've never really been allowed to shine at least that I can remember. Pretty toned down and respectful depiction of androids too. And going for a more peaceful and benevolent nation by the looks of it.

Paradigm seems very highly powered, I'll say that much; G-Virus was probably a little too on the nose as well old sport :P. But what-ever we should get on, may already have things I want to buy from you though for what I don't know. Looking forward to see how we interact with one another.

I think that the Imperium of Steel is rather physically large and I may have to redesigb my borders accordingly. As I have said I cannot promise you anything regarding conduct Ranger though a compromise may be doable; pity you physically desecrated Enclave power armour to make it worthless to me. Surprised that the LW wasn't worth even a mention though. You'll probably notice that what I previously described to you as "raiding" is probably something closer to a proper Cold War at this point in my new FS; if you want to discus abything let me know.

Oh, right. Gottcha. I wasn't sure if you meant the research was too "out there" lore wise (it may be anyway, but I wasn't sure if that was going to be an issue for everyone when writing my faction sheet).

Yeah, I'm not terribly subtle with such things. Although funnily enough, when I was writing the sheet I didn't actually know there was a "G-Virus" in the series. I pretty much have only watched the first two movies, so I had only ever heard of the T-Virus. Either way I guess it was blatantly obvious though.

Not reallly everything on yoursheet is in order; though I find it a little cheeky tht you took like that sliver of land between my northern border and the Great Lakes as it's clearly a strategic maneouver. Trying to determine what contact we may have had, if you've read my sheet you know my operations against the Imperium and what form they take.

Well...not particularly. I just wanted as much of the south shore of Lake Ontario as I could. If you feel its of strategic value to your nation or whatever we could work out a compromise of some sort I suppose.

The Lake Ontario area of New York is fairly fertile, and known for its fruits:
