The thing to keep in mind is that your technology should always been advanced in proportion to all the other Tiers. Unless you undergo some serious nation reform (like a massive population drop).

So really, if you are Tier 5, you should never really have better technology than (say) Tier 3 nation unless you were give some kind of really good deal by a Tier 1 nation. Or unless the Tier 3 nation stagnates and does nothing for 3 years or something.

Its not all that clear-cut I guess, but the main point is to avoid a scenario where suddenly 250,000 tribals are armed with power armor and plasma weapons and suddenly no-one can stop them.

As you mentioned, if hypothetically, a tier one was conquered by a tier five, would that tier five, after learning how to use the technology and able to maintain peace and order in the nation, be able to become a tier three or four?

Also, is it possible for, lets say, a tier three nation to have a small unit of powered armour units? Not an entire military, just a few hundred per see.

Not really. For instance, I conquered a Tier 1 nation as a Tier 3 nation last convention, but I never thought of myself as having advanced to another Tier (and I don't think I played it that way either). The general assumption I think is that in a conquest, alot of the infrastructure and equipment used by the Tier 1 nation to produce all it does is destroyed or damaged. In addition, a lower tier nation wouldn't really have the ability to get these sorts of things working again.

However, you can scavenge and take their technology to your hearts content, you just can't go crazy with it. Just use it within reason.

Eventually yes. Happens quite often.

All right, assuming I conquered a tier one nation, as a tier three nation, and I say, five years after that (or less), say we learned to use this technology, and possibly recreate it, OR, another nation has given us an idea on how to use the technology.

An example, if I found a submarine, and my people didn't know how to use it, could I possibly find a way, whether by discovery/trial and error or by a another higher tech nation teaching us how kinda thing.

*Edit* Sorry for all of the questions, but I had a lot of stuff planned out when creating my nation.

Yes, if I'm understanding you right that sort of thing is completely possible.

Tell you what, here's a general rule of thumb for these things:

Do what you want with your faction, if someone has a problem with it. They'll assuredly let you know.

All righty then, sounds good.

Hopefully this starts to get going. I am waiting to see if the autarch says anything else of importance before I start dealing with other nations. Undivided attention and such.

Lone Ranger stated they will be selling weapons and such in this thread, so make the same offer perhaps and you'll probably get people.

Or... Announce it in game that you do. Perhaps the both of you could have a small cold war kinda thing. Sell weapons to each side of a war, hoping that that side wins.

I think its implied that Tier 1 nations have Tier 1 level technology. You shouldn't have to announce that sort of thing. I believe Enclave's point is that the Imperium certainly isn't the only Tier 1 nation around. Paradigm and the Commonwealth come to mind. In addition the Enclave may not be a Tier 1 nation, but they've certainly got alot of technology and other items that they could sell regardless.

I guess Sybbl just made it seem like the Imperium was the only nation he could acquire technology from. That's certainly not the case. If he wants to go to the Imperium for whatever reason, that's perfectly fine of course, but other choices are available.

Paradigm sells weapons as well for instance, that's pretty well established.

My point was that the reflections of one of my major delegates, Lieutenant-Colonel Sutler, and probably more so than any nation, has abolutely zero bearing on the actions of another; Sutler can think what-ever he likes of a man dressed like a bird but that his no relevance what-so-ever to whomever King Valentine chose's to deal with.

For the record, is everyone okay with the reasoning behind the mutant sterility problem? I'm basing this mostly off of lore and a talk I had with Tagaziel awhile back.

I'm sort of thinking the mutant sterility shouldn't be an easy thing to fix at all (and certainly not everyone would have the know-how to even start to fix it) so that's sort of what I'm going for in terms of illustrating it.

As far as technology goes, no need to vote on whether someone ups a technology tier. We've always handled technological progress well enough without such a mechanic, and there is no need to change ti now. If you're a low tier, and start doing things, that are beyond your faction, even if say we are 20 conventions in when your tech has obviously changed, people will voice their opinion, and things will be changed accoringly. Same goes for high tech factions who ever step their bounds to the point where low tech factions can't compete/aren't viable.
