Introduction

War, war never changes: and neither does politics.

The North American continent now stands at a crossroads more than 200 years following the Great Atomic War of 2077. Various nations have sprung up in the post-war world and each follows their own creed, ideology and national identity. Some seek power and glory while others may seek wealth or religious enlightenment. Driven by these desires, they will carve out their niche in the post-war world and either survive or fall.

As a leader of either one of these factions, you will use diplomacy, trade, political intrigue, and military might to further your goals. How you choose to lead your people is up to you, and the fate of North America, and the world, lies in the hands of all.

Rules

The following rules have been agreed upon:

1. War is always a possibility, ensure however that you are prepared to face the consequences. When attempting to conquer or wage war with other factions take distance and other geographical factors into consideration; for example, a west coast nation wishing to deploy it's navy to the east coast would have too do so by circumnavigating South America which would obviously have consequences for your plans.

Be advised: there are consequences for attempting to 'bite off more than you can chew.' If you attempt aggressive and unheeded expansion: crisis is sure to follow.

2. Do your best to use proper grammar, spelling, and punctuation, it’s easier to read and understand and makes everything look better; in-addition it’s also hard to take delegates seriously that don’t use it.

3. Your representatives are still characters and individuals, give them personalities, backstories, interests, and feeling.

4. Please inform the rest of us if you intend to leave. The current agreed upon time for leaving without making a post is one week. Beyond that, if you do not continue to give some sort of update on your status, your nation is forfeit and will be dealt with accordingly. Either by someone else taking it up, or (more likely) your people becoming conquered by the opportunism of others, it is possible for you to return at any time to the RP, however, you may find your nation in dire straits without your leadership.

5. Do not be overpowered, a point which cannot be enunciated any further. What constitutes as over-powered behavior will often be determined in these out-of-character threads and will be discussed accordingly; present your case for your actions as see fit.

6. War will be decided by a majority vote of all members. If you lose the vote, you will lose the war/conflict. You are expected to abide by this ruling.

7. There are no GMs for this roleplay and almost everything is decided by majority vote because of the nature of keeping things non-scripted and balanced. Keep that in mind.

8. These conventions are not intended to be completely lore-friendly, and depending on what the group wants, the amount of non-lore material will vary considerably (see past conventions). As a general rule however, if you are expecting a true to canon RP, this is likely not for you.

9. In order to advance your faction, you must make timelines stating what you are working on during the interim periods between conventions. Timelines are optional, but if you don’t make them, your nation will stagnate. As a result, you cannot also go back and say that you have been working on a project without notice for the past several turns. You may keep projects secret if you wish, but you must make mention of some sort of “secret project”.

10. The general rule of thumb is that your military cannot exceed beyond 10% of your total population and the higher the percentage of your military, the worse off your economy fares.

11. Nations are divided into 5 "Technology Tiers" which are:

Tier 1: Very High Technology
Tier 2: High Technology
Tier 3: Medium Technology
Tier 4: Low Technology
Tier 5: Very Low Technology

For balance purposes, this different tiers have relative amounts of population that they need to stay within. The higher your Tier, the lower the amount of total population you can have, and vice-versa.

That's what I did. I figure I'll just respond to anything said to the Potentate, while having him of to the side observing the argument.

Well, since I said Enclave twice in the same post close together, I for some reason felt the need to clarify :P Looking back however, it does seem a bit pointless :P Not exactly much to confuse there.

Lt. Andronicus, just as a small note, Luciano is wearing a radiation suit. Being a Glowing One, he needs the suit to avoid irradiating everything and everyone around him.

Also, does anyone know if Agrona is still in on this? She's usually off on the Weekends I think. I'll put her down as Vegas just in case.

Description/History: In October of 2077 intense rioting in several cities resulted in national guard troops being sent in to restore order and put down the roving gangs that had begun to rule the streets. Due to the take back of Alaska earlier in the year more military resources were available and a large portion were sent to troops stationed in cities such as Detroit, Pittsburgh, and Chicago. The shipments included power armor, artillery, and combat vehicles. Most of these supplies weren't put to that much use and were instead stored in military warehouses located in the industrial section of the cities. On the night of October 27, 2077; atomic fire reigned down across the country. Pittsburgh was almost annihilated in the first strike and Detroit and Chicago were barely hanging on, men were stretched thin holding off the riots and trying to stage search and rescue operations in the irradiated rubble. Detroit and Pittsburgh had survived but Chicago had been lost, any survivors fled to Detroit and Indianapolis.
In the following months the army attempted to restore order but their limited supplies were stretched thin and they gradually retreated back to the cities. The cities became fortified camps, it's citizens living in whatever buildings were left standing and constantly surrounded by razor wire and guard towers. The civilian government was still in charge of the city but that began to falter, crime was on a rapid rise, the city was falling apart, and the people in charge just couldn't agree on anything. This lead to the creation of the National Emergency Council, or NEC. The council took over control of all governmental functions, resources, and troop allocations. The NEC's rise to power was a good turn for the country, progress was made for the first time since the war, rubble was cleared from the streets, the cities were being rebuilt, and factories were re-opening for the first time in decades.
All this progress was overshadowed by a grim omen on the horizon, rumors of a strange new disease spreading from the West. Talk of this disease had spread mostly from word of mouth, the ANC hadn't seen anything of the sort in their borders, save from the usual radiation sickness in the less maintained areas. Then it began to show up in small settlements on the border, the doctors attributed it to nothing more than a result of living in filth, penicillin and a few days of bed rest was prescribed, a week for serious conditions. Then it made its way into the major cities, they were completely unprepared for it, and whole towns were starting to become graveyards. The NEC took drastic action and quarantined all non-infected areas, hazmat suits that hadn't been used in years were busted out of storage and put into use, intense screening methods were put in place. People were being kicked out and quarantined just for a case of the sniffles, the entire nation was in fear of an enemy they couldn't even see. ANC scientists try to develop a cure but no progress is being made, meanwhile the death toll continues to rise.
Government Type: Military Junta - The National Emergency Council controls almost all aspects of the government, it consists of a representative from each city or sector. There are no public elections for the council, a member is in for life and once he or she dies either their appointed successor will be chosen or the council will vote. This has lead to council members electing their sons or daughters as their successor which is alright but if they are found guilty of corruption they will be stripped of their rank and dishonorably discharged.
Economy: The NEC rarely permits trading of resources but manufactured goods from Pittsburgh or surplus weaponry are the most commonly traded items. The motor factories in Detroit have been turned into foundries for weapons production which generates a sizable trading surplus each year, that combined with the steel mills in Pittsburgh gives the NEC a large supply of arms to draw from, everything from bolt action rifles to howitzers.
Culture: The ANC has a highly militaristic culture mixed with the culture of pre-war America. It's citizens live their daily lives without much interference but military influence can be seen all around the country, armed checkpoints on the way into cities, almost constant surveillance, and a the rationing of supplies. The culture depends on the area, cities are normally fortified strongholds while smaller towns and private estates are much more relaxed, often having just a wall and a handful of guards for defense.
Technology: The NCA has medium level technology.
Military: 190,000
Army: 130,000 - The army is the best funded out of all the ANC's military forces. They are armed with assault rifles and marksman carbines. Their armor consists of the normal combat armor with the occasional suit of power armor.
Navy: 25,000 - The Navy is mostly used for patrolling rivers and the great lakes, it's mostly made up of small gunships or barges with makeshift weapons.
Air Force: 30,000 - The air force currently has 9 jet fighters, 3 B-52 bombers, and around 27 helicopters.
Spec Ops: 5,000 - The ANC maintains a special paramilitary and special operations force that is used for high profile missions and to guard important locations. Their armor consists of a special armored bodysuit reinforced with Kevlar and polymer plating. They use a wide range of weaponry and are extremely skilled in sword fighting and hand to hand combat.
Views on Mutation: Hostile mutants are shot on sight but anything else is normally alright.
Views on Slavery: Slave labor isn't widespread and is utilized only in heavy manufacturing areas.
Population: 2,389,526
Territory: Ohio, Michigan, Pennsylvania
Changed up the numbers, dropped the pop by a million and lowed military. Can the NAC be added to the map and nations list?

Alec, considering the vast distance between your nations, I hope your delegate is just being figurative.

Aside from a show of solidarity, there really isn't much your nations could do if they allied with each other. Not at this point anyway. Certainly not conquering many nations together.

I still think you've got too much in your population and military. 476,000 is way more than what a Tier 3 should have. You really need to drop your main population in the 2,000,000 range and your military to the 200,000 range.

That wasn't his point I don't think. You two are much to far away geographically for it to really do anything as far as conquering is concerned. It's not really feasible for the two of you to significantly support each other in a war scenario.

You have to look at it geographically though, and keep in mind the rules of the RP. There's nothing stopping you from allying with the Aztecs for sure, but given that you are in Washington State and he is in Central America, you can't support each other militarily. At best, you could show solidarity and that's pretty much it.

Basically when your delegate is talking about the two of you joining together and conquering nations with your combined armies, that's really just flat out impossible to do. You're both just too far away.

That's why Aldin (for instance) said allying with the Sierra Madre Dominion would be pointless for the Commonwealth.

Sure its possible, but lets give a scenario:

Lets say the USCA makes war against the Aztecs. As per your alliance, you send troops down to Mexico. How would the vote go for that?

Your troops wouldn't be taken into account when deciding the war, because everyone would agree that there's no way they could get down to Central America in time.

Not to mention the daunting logistics of sending an army across the post-apocalyptic landscape that far.

Now I suppose you could send troops down to the Aztecs (or vice versa) ahead of time (and take like a full turn to get there or something), but really, what is that going to accomplish? You'd be sending troops down to an area thats not going to advance the Federations political situation at all. Or do anything for your nation really except leave your home forces weakened.

Granted, that's up to you I suppose, but I just don't see a whole lot of sense in it unless you are loaning your forces out as mercenary troops or something.

Well, yes, but you have to keep in mind the territories your going to be walking through, supply lines, and the fact that by the time your men get there, they'll be drop-dead tired, assuming you rushed to wherever it was.

And if your traveling on foot to a warzone from across the country, (Even farther in the two of you's case) you won't be getting to said warzone for months.
